× ARUBA VISITOR INSURANCE To maintain the safety and wellbeing of visitors and locals, one of the new requirements put in place for visitors to be admitted to Aruba is the mandatory Aruba Visitors Insurance which helps to protect you against medical- and non-medical expenses incurred if you test positive for COVID-19 during your stay in Aruba. The Aruba Visitors Insurance covers all eligible foreign nationals from pre-approved regions or countries. The Aruba Visitors Insurance is mandatory and meets the Aruba government’s minimum requirements. Proof that you do not have COVID-19 is a mandatory requirement to enter Aruba. As currently this proof can only be provided through, a negative PCR COVID-19 test. WHAT IS COVERED UNDER THIS ARUBA VISITORS INSURANCE? Medical Expenses: medically necessary expenses to treat COVID-19, including doctor consults, hospital admissions, intensive care unit costs, specialist fees, x-rays, lab expenses and nursing costs. Isolation costs: Government imposed Isolation costs for patients who test positive for COVID-19, including medically necessary doctor consults and follow up tests during the isolation period. Other related expenses: On-island transportation of COVID-19 patients and ambulance costs for those in critical condition. Maximum Limit: The overall maximum limit for all benefits combined is US $75,000. HIGHLIGHTS: • Patients do not have to advance or make any out-of-pocket payments for covered benefits. • High-risk patients with pre-existing conditions are covered. • This insurance covers up to 4 medically necessary PCR COVID-19 tests, excluding the first mandatory PCR COVID-19 test prior to or upon arrival in Aruba. • No deductibles or copays are applicable for the covered benefits. • Isolation costs outside of hospital are covered. • Children 14 years and under are exempted to purchase the Aruba Visitors Insurance. EXEMPTIONS FOR INSURANCE: • Aircraft Crew Members • Visitors who hold a diplomat status or work for the government of the Netherlands and are in that capacity visiting Aruba for their work are exempt to purchase an insurance. The following will describe the possible health entry requirements options that may be applicable to you (depending on your travel origin and country of residency). Please consult the Aruba.com website for an overview of the country classification list. FOR ALL TRAVELERS: Prior to departure: upload to ED Card Platform ONE OF THE FOLLOWING: * Negative molecular test by nasopharyngeal/nasal (optionally combined with oral swab) * Administered between 3 days and 12 hours(1) before your direct departure flight to Aruba OR * Negative antigen test (not a self-test) not older than one day before you direct flight to Aruba. * Administered between 1 day and 12 hours(2) before your direct departure flight to Aruba OR * A digitally verifiable proof of booster(3) vaccination taken at least 7 days prior to direct departure flight to Aruba * Comirnaty (Pfizer BioNTech) * Spikevax (Moderna) * Vaxzevria (AstraZeneca) * Janssen (Johnson&Johnson) * Nuvaxovid (Novavax) OR * Positive molecular test by nasopharyngeal/nasal (optionally combined with oral swab) * Administered between 10 days and 12 weeks before your direct departure flight to Aruba Travellers between the age of 12 and 17 can enter Aruba with a COVID-19 vaccination certificate showing that they were fully vaccinated with the primary series vaccine at least 14 days before arrival in Aruba. Alternatively, residents of Aruba traveling back to Aruba may test upon arrival at the airport: * PCR test at own expense (75 USD) HEALTH DOCUMENTATION REQUIREMENTS: Molecular or Antigen test AUTHORIZED type of test applicable for Aruba is a molecular or antigen test by nasopharyngeal/nasal (optionally combined with oral) swab. For example, molecular test, nucleic acid amplification test (NAAT), real-time polymerase chain reaction test (RT-PCR TEST), LAMP TEST, IAMP TEST, mPOC test), antigen, Ag, Rapid test. Your lab test results will be checked on the following points: * Your name, as it appears on passport * Date of birth * Specimen collection date * "COVID-19", "SARS-CoV-2" or "Coronavirus" * The type of molecular test and molecular test brand name (see above) * How the specimen was collected: "Nasal", "Nasopharyngeal", "Mid-turbinate", "Oropharyngeal", "Combined Oral/Nasal", or "Combined Oral/Nasopharyngeal", or "Combined Oral/Mid-turbinate" swab * Your test result: "Negative" or “Not detected” (or “Positive”, “Detected”) * Name and contact information of the institute, doctor or laboratory that conducted the test (logo or stamp). Vaccine certificate For those between the age of 12 and 17, a valid vaccine certificate requires you to have been fully vaccinated with an EMA/FDA approved vaccine at least 14 days prior to your departure to Aruba. For those 18 and older, a valid vaccine certificate requires you to have been boosted with an EMA/FDA approved vaccine at least 7 days prior to your departure to Aruba. Your certificate must include: * Information identifying the person who has been vaccinated; * Information demonstrating that the person in question has been fully vaccinated against SARS-CoV-2; * The name of the vaccine and the name of the manufacturer or marketing authorization holder of each dose of vaccine administered * The date on which each dose of vaccine was administered * The name of the country in which the vaccine was administered * Information identifying the issuer of the vaccination certificate. * QR-code which can be used to verify the validitiy of the vaccine certificate WITH REGARDS TO COVID-19 REQUIREMENTS PRIOR TO ARUBA YOU HAVE 3 OPTIONS ON THE ONLINE ED CARD PLATFORM: 1. Use a Digital Verified platform to verify your negative molecular or antigen test result or proof of vaccination OR 2. Upload the test result (molecular or antigen) or proof of vaccination OR 3. Only for residents of Aruba: pay for molecular testing at the airport upon your arrival in Aruba (NON-REFUNDABLE) OPTION 1: Use a Digital Verified platform to verify your negative molecular test result or proof of vaccination. CommonPass: In the Aruba ED portal, select “Use CommonPass” when prompted to upload your molecular/antigen test or vaccine certificate. Then copy and paste the Pass ID from your CommonPass (under the QR code, not the invitation code) to the portal and you will be pre-verified to pass the entry requirement. By using CommonPass, you won’t need to wait for your test results to be accepted by the Department of Public Health of Aruba and you won’t need to upload a test result. Learn more at CommonPass.org. OK2Roam: In the Aruba ED portal, select “OK2Roam” when prompted to upload your test (molecular/antigen). Then copy and paste the Access Code provided by OK2Roam (via email) to the portal and you will be pre-verified to pass the testing requirement. By using OK2Roam, you won’t need to wait for your test results to be accepted by the Department of Public Health of Aruba and you won’t need to upload a test result. Learn more at https://www.ok2roam.com/ OPTION 2:Upload the test result or proof of vaccination (vaccination certificate in the form of a SMART health card or digital corona certificate (DCC), or verifiable vaccine certificate issued by your government). Tests are inspected and validated by the Department of Public Health Aruba. In case you DO NOT upload a valid test result or proof of vaccination that meets all the requirements as stated above, the Government of Aruba requires you to take the molecular test upon arrival in Aruba at your own cost ($75). OPTION 3:For residents of Aruba: pay for molecular testing at the airport upon your arrival in Aruba (NON-REFUNDABLE). The prepayment fee for the COVID-19 MOLECULAR nasal/oral specimen swab test in Aruba is USD $75. NOTES: 1. (1) The PCR test can be administered no more than 3 days prior to direct flight to Aruba, but no less than 12 hours prior to departure. Otherwise, it will not be accepted by the Department of Public Health of Aruba. In order for the test result to be reviewed by the Department of Public Health of Aruba, it must be uploaded prior to departure 2. (2) The Antigen test can be administered no more than 1 day prior to direct flight to Aruba, but no less than 12 hours prior to departure. Otherwise, it will not be accepted by the Department of Public Health of Aruba. In order for the test result to be reviewed by the Department of Public Health of Aruba, it must be uploaded prior to departure. 3. (3) Booster vaccination: additional third or second dose on top of completed primary vaccination series (one dose of a single-dose vaccine (Janssen) or two doses of a two-dose vaccine, e.g. Comirnaty (Pfizer BioNTech), Spikevax (Moderna), or Vaxzevria (AstraZeneca)) Close × APPLICATION PROCESS Before you begin this process, please make sure that you have a valid passport, and an valid e-mail address that you can access. You will need to supply information from your passport to successfully complete the online application form. After completing the online travel qualification form, you will receive a confirmation of your application to the e-mail address you provided. This confirmation of approval will be your proof of qualification for travel to Aruba. This confirmation is mandatory and will need to be presented and checked at your airline check-in either by showing a printed/ digital copy. Download or receive the confirmation of approval for travel There are two possible responses to your online application request: 1. Qualified: You are qualified to board to Aruba. 2. Denied: You are not qualified to board to Aruba Close × FAQ * ABOUT THE ED CARD * What is the Embarkation and Disembarkation-card (ED-card) and who is required to fill in the online form? In accordance with the State Decree of Admittance AB 2009 no. 59, the online ED-card “Embarkation and Disembarkation-card”/ Medical self-declaration is mandatory for all travelers to Aruba. All non-resident travelers, including visa-required countries, are required to obtain an online travel qualification using this system prior to being granted permission for boarding. For legal residents of Aruba, the medical self-declaration is mandatory as well. What are the steps of the online ED-card program? The steps are simple and are comprised of: • Enter passport details • Enter traveler information • Answer health questions • Accept and acknowledge disclaimers • Review the application • RECOMMENDED: upload the negative PCR COVID-19 lab results or PREPAY PCR COVID-19 Airport lab test • Purchase the Aruba Visitors Insurance for COVID-19 related costs • Complete form • Receive approval Who is considered a tourist? A tourist is any person not staying more than 30 consecutive days in Aruba for relaxation, sport, health reasons, family matters, study, religious purposes or business visits, and who, during his/her stay does not perform work against pay/reward for a local resident or legal entity established in Aruba. The total number of days a person can stay in Aruba as a tourist cannot exceed 180 days per calendar year. Who is considered a resident on the online ED card? A resident is a person who has a valid registration at the census of Aruba and has a valid medical health coverage by the AZV. I am a resident and never did I previously have to fill in the online ED-card, based on what am I obliged to fill in the online ED-card? Pursuant to the State Decree of Admittance AB 2009 no. 59, without prejudice to other rules and regulations it is mandatory for a resident traveling inbound to Aruba to complete the medical questionnaire related to the COVID-19 pandemic and provide all information requested in other for the Health Authorities to perform contact tracing if deemed necessary. I was born in Aruba, but I have been living abroad, for example in Netherlands for more than 5 years, am I considered a resident? No, you are not considered a resident on the online ED card. A resident as defined on the online ED card as a person who has a valid registration at the census of Aruba and has a valid medical health coverage by the AZV and as such a valid medical health coverage by the AZV. I will be in transit while on Aruba. Do I have to fill out the ED-card? If you are going to be in transit while on Aruba but will clear immigration, then you are required to fill out the online ED-card. Can I complete multiple applications for my upcoming trips to Aruba? Currently it is only possible to complete one application per person per trip. Once you have completed your trip to Aruba, you are then able to update your information to match your next trip to Aruba. I do not see my passport type, which option should I choose? All passport types which are not categorized as Diplomatic should be registered under Ordinary I am extending my stay in Aruba, should I edit my ED card application? No, you would not need edit your ED card application. However, we recommend for you to extend your Aruba Visitors Insurance. Please see question: “Can I get an extension on the maximum admission period to Aruba?” What is considered a Permanent Home Address? County or territory where you legally reside in. I have multiple homes that are in different countries/states, what address should I use as my permanent home address? Where you have been residing for the past 3 months prior to traveling to Aruba. I am a primary family member of a Dutch Military personal that is working/living in Aruba, how should I fill in the ED card? You are insured by the Dutch Military, thus you can fill in the online ED card application as a resident. I need more information on the type of acceptable test. Please visit https://www.aruba.com/us/traveler-health-requirements/covid-testing How long prior to my travel can I still apply online and/or make use of the online ED program? You can apply for the online ED Card within 7 days prior to your arrival in Aruba. Should I apply again if I missed my flight or if it was canceled? Yes. You are required to reapply if you have missed your flight or if it has been cancelled and you are traveling to Aruba on another flight. I filled in the wrong gender when completing the ED card, should I reapply? No. At step 6 “Review Application” you would have the option to complete your gender. However, if you already completed the whole ED card application the immigration officer would change this upon your arrival. What changes can I make on the review page? At step 6 “Review Application” I can make the following changes: first name, last name, airline, airline number and gender. Do children also have to apply for admittance as a tourist? Children with child passports also need to apply for admittance. I have more than one passport. Can I enter Aruba with a passport that I have not used when applying online? No. The passport presented upon entering Aruba must match the passport used in the online program. I am traveling in a group/with my family. Can I apply for all travelers at once? No. Each passenger is required to have a separate application. I am planning a trip to Aruba. What are the requirements for entry to Aruba? • A passport that is valid upon entry and for the duration of stay in Aruba. If the tourist holds a passport from a visa required country (Please see question “Do I need a visa to visit Aruba” for list of visa required countries), he/she must have a valid visa sticker in his/her passport; • A completed online Embarkation and Disembarkation card (ED-card); • A valid return- or onward ticket; • The necessary documents for returning to the country of origin or to a country that he/she has the right to enter, for example a valid residence permit (temporary or permanent), a re-entry permit or a (entry) visa; • If so requested, the tourist has to be able to prove to the satisfaction of the migration officer that he/she has a valid reservation for an accommodation in Aruba (e.g. hotel or apartment) or that he/she owns property in Aruba (a residence, condominium, apartment, timeshare apartment or a pleasure yacht moored in Aruba with a length of at least 14 meters (46 feet) measured at the nominal water line); • If so requested, the tourist has to be able to prove to the satisfaction of the migration officer to dispose of adequate financial means to provide for hotel expenses (if applicable) and living expenses during his/her stay or that he/she has a declaration of guarantee from a legal resident of Aruba. The final authorization for admission to Aruba remains with the immigration officer at the border-crossing/port of entry. The Immigration authorities at the border-crossing/port of entry have the authority to grant or refuse admission. Admission can be refused if not all admission requirements are fulfilled by the time of entering Aruba or if the tourist has been blacklisted. Holding a valid visa for Aruba does not guarantee entry to Aruba. ‘Admission is denied when the passenger does not comply with the rules and regulations of the Aruban Immigration Law.’ Does the online ED program guarantee my automatic admission to Aruba? No. The final authorization for admission remains with the immigration officer who has the authority to grant or refuse admission. Admission can be refused if, e.g., not all admission requirements are fulfilled or if the tourist has been previously denied entry. The online ED-card is valid from the moment the registry has been completed until the tourist has been granted permission to enter Aruba, and until the flight mentioned in the registry has arrived to Aruba. Am I able to save a partially completed application? Yes, prior to the 3 day reminder email you will receive a request to answer the self-reported health questions. Once you start with this process you cannot go back and make any changes. Can I apply for an online ED-card without a valid email address? No, a valid email address is required to apply for the online ED-card. Can I apply for the online ED-card without having confirmed travel plans? No, you will need to have a valid airline information. How long does the online ED-card application process take? The estimated average time to complete this application is 20 minutes. I do not see my booked accommodation listed, what should I do? Please enter in the address of the booked accommodation in. I am having technical difficulties submitting my online ED-card. Please ensure that your computer meets the minimum configuration requirements. The minimum computer configuration requirement for applying for online ED-card is an internet browser that supports 128-bit encryption and is able to accept cookies, and has JavaScript enabled. If your computer meets the minimum configuration requirements and you are still having technical problems, then this could be a web browser or fire wall problem. Check your internet security settings - if they are set too high, they may be blocking access to the website. If that does not work, try applying from another browser/computer. If you are still having technical problems, please click on email at the bottom of the page and submit your question. You are required to have an email address so we can respond to you. If you do not have an email address, then ask someone who does to help you out. Be sure to describe exactly what is happening (in English), and tell us what internet browser you are using and its version. How long is my online ED-card registry valid? The online ED-card is valid from the moment the registry has been completed until the tourist has been granted permission to enter Aruba, and until the flight mentioned in the registry has arrived to Aruba. HEALTH SCREENING - at Arrival • Everyone who conducts the COVID-19 test at arrival. • Transit/transfer passengers not entering Aruba * CUSTOMS * What kind of meat can I bring with me on my trip to Aruba? Most food and beverage items are allowed in Aruba. It is recommended though to place these items in your checked baggage since certain foods and beverages have a density that cannot easily be read by the screening equipment, and thus would result in your bag being thoroughly checked. Meat and meat products need to be declared, and registered at the Veterinary Service Aruba. Can I bring cigarettes and alcohol on my trip to Aruba? Yes you can. However as a passenger traveling to Aruba you would need to pay import duties on certain merchandise that you bring with you if and when the quantity exceeds a certain number. Can I bring my pet with me to Aruba? Animals traveling or originating from South- and Central America are prohibited in Aruba unless they are part of a moving household and have a certificate of no objection issued by the Veterinary Service Aruba. Please be advised that some species such as conch shells, sea turtles, turtle eggs, parrots, iguanas, sea stars and any form of coral, are protected under the CITES (Convention of International Trade in Endangered Species). Therefore it is illegal to import or export any of the above species unless you have a CITES permit. The Veterinary Service Aruba is responsible for issuing such CITES permits. Dogs & cats To enter Aruba the dog or cat must have lived continuously in a country with a low percentage of rabies for 6 months preceding the travel date or must have been born and lived in the country of birth continuously until the date of travel. Pets may not enter Aruba from countries with a high percentage of rabies. All cats and dogs entering Aruba must be accompanied by a veterinary Health Certificate issued by the originating country a maximum of 14 days prior to arrival and also a Rabies Inoculation Certificate issued within 30 days prior to arrival. It is required that the dog or cat has a micro/identification chip when entering Aruba. I have a medical condition that requires me to travel with medication. Can I bring this with me on my trip to Aruba? Yes. It is strongly recommended to keep all required medication in your carry-on luggage. * TRAVEL TO ARUBA * Currency To change florins to US dollars, divide florin amount in half and add 10%. This formula will be especially useful when shopping in supermarkets. Exchange rate for US dollars is Awg 1.77 for cash and Awg 1.78 for traveler’s cheques. (Awg 1.75 at supermarkets and gas stations / Awg 1.80 at shops and restaurants). All major credit cards and traveler’s cheques are accepted.
