SOCIAL SERVICES



With support from the National Council on Aging, CCC became a Benefits
Enrollment Center, the first of its kind in Texas. The Benefits Enrollment
Center is a one-stop shop for helping people sign up for public benefits, such
as Medicaid, Gold Card, Supplemental Security Income (SSI), Comprehensive Energy
Assistance Program (CEAP), Supplemental Nutrition Assistance Program (SNAP), and
many more.

The Core Programs You Should Know


OUR MISSION IS TO BRIDGE EAST AND WEST BY ENRICHING FAMILIES WITH EDUCATIONAL,
CULTURAL, AND SOCIAL SERVICE PROGRAMS.



ESL PROGRAM

Our Adult English as a Second Language (ESL) Program provides high quality,
goal-driven English language instruction to eligible individuals to gain the
language skills necessary to be self-sufficient, adapt to life in the U.S., and
contribute as productive members of society.

SENIOR EMPLOYMENT PROGRAM

SCSEP is a U.S. Department of Labor funded employment and training program.
NAPCA SCSEP concentrates on serving limited- and non-English speaking Asian and
Pacific Islander seniors.

BENEFITS ENROLLMENT CENTER (BEC)

With support from the National Council on Aging, we offers the following
five core benefits: Comprehensive Energy Assistance Program (CEAP); SNAP
(Previously known as Food Stamps); Medicaid; Medicare Savings Program (MSP) ;
Part D Extra Help (LIS Prescription Drug Extra Help)

HOMEBUYER EDUCATION

CCC became a HUD Affiliate in late 2008 and we are the only HUD Affiliate in
Texas with the ability to provide linguistically appropriate services in Chinese
and Vietnamese. We are also a partner of the City of Houston’s Homebuyer
Assistance Program.

FINANCIAL OPPORTUNITY CENTER (FOC)

FOC is a career and personal financial service center that focus on the
financial bottom line for low-to-moderate income individuals, which is one of
five in the Houston area. Our services across three areas: Employment Placement
and Career Improvement; Financial Education and Coaching; Public Benefits Access

FREE TAX PREPARATION

The Volunteer Income Tax Assistance (VITA) program offers free tax help to
household who make up to $58,000, persons with disabilities, the elderly, and
limited English speaking taxpayers who need assistance in preparing their own
tax returns. IRS-certified volunteers provide free basic income tax return
preparation with electronic filing to qualified individuals.

Houstonians. Our mission is to bridge East and West by enriching families with
educational, cultural, and social service programs. We serve diverse cultures,
diverse generations, and diverse needs. Our staff speaks English, Mandarin,
