CREDIT POINTS FOR CDE PROGRAM THROUGH ONLINE REGISTRATION

Accreditation Points for Continuous Dental Education Programme is Compulsory
Implementation Process – for Year 2011 & onwards

Regulation 2007 as approved by the General Body of the Dental Council of India

Activities for continuing Dental Education are undertake by STATE DENTAL COUNCIL
to maintain, improve and broaden knowledge and skills of Dental Surgeon to keep
their professional expertise up-to-date and inline with current developments and
thereby enhance the quality of care provided to the patients. All requests
application for CDE points from CDE Providers and Colleges should send on E-mail

GOVERNMENT OF INDIA NEW DELHI, VIDE THEIR LETTER NO. V.12016/1/2006

The Government Regulation relating to the implementation of the Continuing
Dental Education has already been circulated to all the concerned State Dental
Councils. It shall be implemented in the 29 states of the Indian Republic
through the active participation and cooperation of the State Dental Councils,
duly assisted by the Directors of Medical Education of the respective states
through the office of the DGHS, Government of India.

A system of Continuing Dental Education is being introduced for dental surgeons
registered within the sovereign Republic of India. The said requirement of
mandatory CDE points would be a prerequisite to being registered and licensed to
pursue the Profession of Dentistry in India.

In this regard the attention of the State Dental Councils is drawn to the fact
that they may initiate necessary action for licensure and renewal which can then
be merged with the CDE regulations.

All registered Dental Surgeons would need to accomplish 150 points in 5 years
(30 points of CDE per year). Out of these 30, 4 CDE points per year would be
mandatory and verifiable.

It will be essential to achieve a minimum 15 and a maximum of 25 points a year.
10 points for asepsis and infection control and 5 points for dental
jurisprudence over a period of 5 years are mandatory.

The Council also proposes the implementation of a point system for Continuing
Dental Education for all registered practitioners under the Dentists Act for an
initial period of 5 years to be effective w. e. f. 01 June, 2009 and to be
reviewed subsequently at the end of this period.

The Award of Credit Points Would be as Follows :

 * Full day lecture or conference – 6 CDE points
 * Half day lecture or workshop – 3 CDE points
 * Evening product introduction / lecture business meeting – 2 CDE points
 * 45 minutes lecture with 15 minutes Q & A – 1 CDE point

The system of assessment is to be based on a self declaration format to be
submitted to the respective Registrar of the State Dental Council every year by
the practitioner in which he or she would detail the number of credit hours
achieved in this period and a signed declaration of submission of proof of
attendance in terms of certificates of participation, registration receipts, if
required. The implementation would be Certificate of Attendance from Provider,
to be submitted to the State Dental Council during renewal of registration.
Preferred providers, Indian Dental Association, Dental Colleges and Defense
Services.

A random audit system would be used to monitor the implementation.

The CDE implementation would be valid for a period of 5 years for each dentist
(upto the age of 65 years) and will be reviewed at the end of this period by the
State Dental Council under intimation to the Government of India, Establishment
Act.

The Government and DCI also envisage the creation of a central registry and
national data base of all registered practitioners in a phased manner on an
electronic media base to further the implementation of a process of relicensing
and revalidation once it is implemented in all the State Dental Councils.

Sir, In view of the decision of the Executive Committee of the DCI at its
meeting held on 9th & 10th January, 2010, I am directed to request that out of
total credit points/ hours, two credit points may be considered in respect of
registered dental surgeons who obtain these points through CE Site available at
www.dentistryindia.net at the time of renewal of their registration. The
official of dentistry India has been authorized to issue the necessary
completion certificate in respect of dental surgeons who successfully obtain
these two credit points from CE Site (www.dentistryindia.net). The Course title
shall be finalized by the officials of Dentistry India in consultation with the
President, Dental Council of India. You may verify any certificate to be
submitted by the registered dental surgeons from the official of dentistry India
through mail or by post.

, the Central Government vide its letter No. V.12016/1/2006- DE Dated 18.2.2009
has approved the guidelines is enclosed (Annexure –‘A’ & ’B’) for your kind
perusal and ready reference,with a request that the CDE Programme as per

Hon’ble Supreme Court. The directives relating to dental treatment as mentioned
at Sl. No 9 may kindly be kept in mind at the time of implementation the above
guidelines for continuing dental education. The receipt of this letter may

The Government Regulation relating to the implementation of the Continuing
Dental Education has already been circulated to all the concerned state Dental
councils. It may be amplified that the initiative taken up by the DCI at the
centre will need to be implemented in the 29 states of the Indian Republic
through the active participation and cooperation of the State Dental Councils,
duly assisted by the Directors of Medical Education of the respective states
through the office of the DGHS, Govt. of India.

In this regard the attention of the state dental councils is drawn to the fact
that they may initiate necessary action with the state governments/legislature
to bring about a uniform system of licensure and renewal which can then be
merged with the CDE regulations,The method of on-line registration of new
dentists and renewal of the registration of the dentists in the States duly
linked with the central body so that the data readily available is to be
encouraged.

The first phase of implementation is voluntary and the State Dental Councils may
please be advised that no Dentist should be debarred from registration or
licensure in the event oh his or her not being able to accrue the necessary
points in this period. Special attention may be directed to the dentists
registered under Past B of the schedule. The intention is to encourage and
promote CDE and not punish.

The DCI has taken up the matter with the DGHS, Min of H & FW to issue necessary
directions to the Directors of Medical Education of the states to assist the
state dental Councils in the creation of CDE program approval by the
Regulations. They will also assist the State Dental Councils in organising the 4
verifiable hours of CDE.

Constitution of the State program Approval Bodies is :

The Dean/ Principal of any of ……..Member The State Govt. Dental College

The eminent Dentist of the ……….Member concerned State

The said bodies can be appointed on a tenure basis The disputes or clarification
if any may be referred to the Sub Committee of the DCI already appointed at the
centre. In the event of the workload needing to be equitably distributed
subsequent zonal approval bodies may be appointed in the future

Zone -I – Delhi, Uttar Pradesh, Haryana, Uttaranchal, J&K, HP,

Zone-II – Maharashtra, Goa, Gujarat, Rajasthan

Zone-III – M.P., Jharkhand, Chhattisgarh

Zone-IV – Orissa, West Bengal, Bihar.

Zone-V – Karnataka, Tamil Nadu, Andhra Pradesh, Kerala, Pondicherry

Zone-VI – All the seven North-Eastern States.

An e-learning initiative on the lines of the IGNOU may be also envisaged in the
future.
