DESCRIPTION

>  * Do you have access to open data but don’t know how to use it?
>  * Do you want to use data for social good through partnerships?

The Data Tank, in collaboration with The GovLab and Bertelsmann Stiftung, are
bringing a 5-day intensive Data Stewards training to Berlin. The program takes
place from June 10 to June 14 2024 and is free of charge for the selected
participants. It aims to equip leaders in civil society with the requisite
knowledge and skills to become responsible data stewards. During the course,
participants will learn how to implement and develop responsible data practices
that ensure ethical and legal compliance, while identifying and fostering data
collaboration opportunities that increase the impact of data. Moreover,
participants will receive coaching to develop a data re-use strategy and will
have the chance to network with their peers, coaches, and professors. The
program also combines field visits to leading data industry institutions for the
participants to be able to see how data-driven initiatives are implemented in
practice. By the end of the program, our future data stewards will comprehend
how to identify and develop open data and data re-use initiatives and balance
the opportunities and risks related to them.

PROGRAM LEARNING GOALS 




PROGRAM OUTLINE + LEARNING MODULES

The evolution of the data industry calls for rethinking ways of maximizing the
potential of data in a responsible and ethical manner. In principle, data is
more meaningful when it is re-used and more accessible, as it also accelerates
social good. The European Commission, having identified the power of data re-use
and access, has released the Data Act & the Data Governance Act. Both acts play
a vital role in laying the foundation for data re-use and access across the
private and public sectors, and respectively provide implications for both. In
order to better understand & navigate these shifts and successfully progress the
third wave of open data, it is necessary to expand our skills in the data
landscape.

The Data Stewards Learning Program is a community driven learning platform that
equips data leaders with the necessary skills to make responsible data decisions
and drive social change. By joining the program, you will gain new information
and tools to develop an end-to-end data re-use strategy to solve public
problems. Beyond using data for day-to-day and strategic decision-making, you
will also learn how to build data-driven partnerships to pursue goals in the
public interest.

Peer-to-peer learning is another important component of the Data Stewards
Learning Program, as in the quest for innovation, it is always helpful to learn
from other practices. When you access the Data Stewards Learning Program, you
will also have access to a community of experts that are reshaping the data
economy. 

Guest Speakers and Field Visits are two important components of the program. The
participants will have the opportunity to visit leading data institutions in
Berlin and hear more from distinguished experts in the field. The guest
speakers’ profiles will range from civil society, academia, private and public
sectors.


LEARNING MODULES

Session 1:  Introduction to Data Stewardship

In this introductory session, we open up the stage going over the principles and
benefits of opening up data and introduce the Data Stewards Canvas developed by
The GovLab. The canvas will be used as a framework for building data stewardship
practices in civil society, and will be the main foundation for the program. A
use-case where data re-use is applied to a specific thematic area will also be
further developed.

Session 2: Data Stewardship and the European Data Space

Following a discussion of the history of the open data movement, and the release
of the European Data Act and the European Data Governance Act, we will discuss
current approaches to data re-use in the European context. We will then shift to
the implications for civil society in terms of compliance and advocacy in regard
to these European policy developments. Deconstructing the data stewards canvas
will follow in this session, focusing on formulating the data demand and
questions that data helps answer. A use-case where data re-use is applied to a
specific thematic area will be further developed.

Session 3: Understanding & Describing Data Supply 

This session will continue by deconstructing the data stewards canvas and focus
on understanding and describing data supply. Identifying knowledge gaps will be
another focus of this session. In addition, participants will be provided with
the necessary tools to map out and assess data availability and quality in
working groups. A use-case where data re-use is applied to a specific thematic
area will be further developed.

Session 4: Matching Demand with Supply & Responsible Data Opening

After the data supply has been mapped out & identified, this session follows
with matching demand with supply & deconstructing responsible data opening.
Models and approaches for data collaboratives will be identified, while covering
the essential components of data collaboration. Tools and techniques for opening
up data will be covered while focusing on the open data landscape in Germany. A
use-case where data re-use is applied to a specific thematic area will be
further developed.

Session 5: Governance, Sustainability, and Strengthening Open Data Movement

The final session will focus on governance and sustainability, where we will
explore governance frameworks, data sharing agreements, and technological
infrastructure to institutionalize data re-use. Success stories on how civil
society is harnessing open data will be discussed and analyzed using cases from
Germany and beyond.

The Data Stewards Learning Program course will be taught in an interactive,
on-site group setting in Berlin, Germany. The sessions will be facilitated by
Dr. Stefaan Verhulst and Guest Faculty with a diverse background – ranging from
civil society and the private and public sectors – bringing their real world
experiences to this immersive learning journey. The Data Tank team is committed
to making adjustments to meet the needs of course participants within reason.
Please refer to the FAQs for more details regarding the course.

Requirements for Application: Potential participants must present a letter of
support from a representative in their organization, explaining how their
current position and mandate relates to this course. Additionally, participants
must share an initial data reuse strategy to develop over the course (max. 250
words) and their current CV. These should be uploaded in the call for
application section at the bottom of this page.

Date & Timing: The course will take place during the second week of June, from
June 10th to June 14th 2024. Each session will start at 09:00 am (CET) with
seminars and lectures during the mornings and field visits during afternoons
with a one hour lunch break to be provided for the participants. The programme
ends on Friday, June 14th during lunchtime. 

Time Commitment: This course consists of three hours of daily learning sessions
and three additional hours of field visits and guest lecturers during the span
of five working days. All participants are expected to be active participants in
the course to support peer learning and maximize the experience with guest
faculty and field visits.

Assignments: Assignments will be shared daily and are designed to further
stimulate participants’ progress in the development of their data re-use
strategy. Assignments are not expected to take more than 30 minutes daily to
complete. 

Language: The course and all affiliated programming take place in German and
English; course participants are expected to have proficient German language
skills and basic to intermediate English level skills to ensure effective
communication, participation in discussions, and comprehension of course
materials.

What is data stewardship?

Data stewardship is a function that makes data accessible and re-usable in a
systematic, sustainable, and responsible way.

What are data stewards?

Data stewards are responsible data leaders from the public, private, and civil
sectors seeking to create public value through data collaboration. 

What is the language of the intensive course / bootcamp?

The language of instruction will be English & German, whereas the group
facilitation will be in German.

How much does the program cost?

The program is free of charge for the participants selected. 

Is my accommodation covered?

Unfortunately, your accommodation and/or travel to Berlin will not be covered,
but we are happy to support you to find feasible prices.

Will I receive a certificate?

Yes, everyone who successfully completes the course will receive a personalized
digital certificate of completion from The Data Tank, The GovLab, and
Bertelsmann Stiftung.

Who should apply?

This course seeks to attract and develop highly talented aspiring data stewards
who are interested in better incorporating data reuse into their operations. To
kickstart the course, participation will be limited to a small cohort who
already work on data collaboration issues or serve individuals tasked by their
organization to act as data stewards. Ideal applicants will have several years
of experience in a leadership role and demonstrate the capacity to work across
sectors. Successful applicants could work in institutions such as:

 * International Organizations
 * Leading Nonprofits and Philanthropies Supporting Data and Governance
   Innovation
 * Nonprofit Research Organizations that seek to act as trusted intermediaries
 * Nonprofit Foundations and Associations 
 * Community based organizations
 * NGOs working on the data landscape
 * Nonprofit media organizations. 

Criteria for Participation
 * Applicants must apply and participate in the course in a professional
   capacity
 * Participation can be at the individual level and a team level (up to 2 people
   per team)
 * Applicants must be working professionals holding a managerial or other senior
   role
 * Course participants must be prepared to work on assignments every day, as
   such assignments are necessary to develop a data collaboration and reuse
   strategy during the course
 * Individuals must have capacity to attend all sessions in the 1-week course;
   courses take place on site from June 10 – June 14 2024 from 09:00 am.
