Long before covid-19 locked down populations and brought supply chains to a halt
around the globe, illicit trade was booming. With the fallout from the pandemic
spurring unemployment and reducing purchasing power, consumers have turned to
the black market in increasing numbers. And as the basic laws of economics
dictate, where there is demand there will be supply.

 

Illicit trade takes place the world over, but South-East Asia has its own unique
set of challenges. Home to some of Asia’s richest and poorest countries, the
region is marked by stark disparities in customs oversight, law-enforcement
capacity and IP protection.

 

As the region’s internal integration grows, with the Regional Comprehensive
Economic Partnership the latest in a long line of free-trade agreements, new
challenges and vulnerabilities are coming to the fore. Removing barriers to
trade may stimulate growth and support business, but lax borders are a
criminal’s dream. Stopping smugglers in their tracks and getting ahead of their
movements requires unprecedented integration and collaboration across borders,
governments and jurisdictions.

 

Illicit trade robs countries and industries of critical revenue and threatens
the region’s economic, social and environmental development, but the issue
remains a low priority on the international—and regional—political agenda.

Amy Shih is a senior leader with 25 years’ experience in Public Affairs, Public
Policy, Communications and Market Access. Prior to joining JTI she worked in
roles across country, regional and global levels in companies such as Biocon
Biologics, Roche, Merk Sharp & Dohme and Bayer in a variety of Corporate Affairs
and Communications roles across Asia. Amy holds a range of post graduate
qualifications in fields such as Public Relations and Public Affairs to Health
Economics, Policy and Management from several leading universities in the
Europe, US and Asia.

BRUCE S. CONCEPCION

Special envoy on transnational crime, The Philippines

Bruce S. Concepcion is the Philippines’ special envoy on transnational crime. He
previously served the Philippine Center on Transnational Crime as chief
consultant for the Visayas and Mindanao areas, and was also a director of the
Philippine National Oil Company.

In the course of 26 years of active military service, he received awards and
commendations including the Outstanding Philippine Soldier Award, the Golden
Aviator’s Award of the Philippine Air Force alumni association, and a Gold Cross
Medal from the Armed Forces of the Philippines (AFP).

Mr Concepcion graduated top of his class in the Philippine Military Academy in
1990 and the Philippine Air Force Flying School in 1992. In 2003 he became the
first active member of AFP personnel to pass the civil service executive exam.

He studied strategic and criminal intelligence at Charles Sturt University, and
holds a master’s degree in development management from the University of the
Philippines Mindanao and a doctorate from Ateneo de Davao University.

Chief Representative, Asia-Pacific, International Trademark Association

Seth Hays established the International Trademark Association (INTA)
Asia-Pacific Office in Singapore in 2016. He was recently a visiting fellow at
the East West Center in Washington and the Korea Foundation researching US-ROK
Cooperation in Trade, Investment, and Security.

His work includes public policy development and government affairs, managing
staff and operations at two offices in Asia, and working with a network of over
5,000 legal-industry professionals in Asia on education, communications and
other needs related to intellectual property, trade, data protection and privacy
matters for brand management. He has delivered testimony before the Hong Kong
Legislative Council, edited and contributed to briefs submitted to the Supreme
Courts of Indonesia, India and the Philippines.

Mr. Hays is a member of the New York State Bar, and has a graduate degree in
Pacific and Asian Studies from the University of Hawaiʻi, a Juris Doctor degree
from Brooklyn Law School and an undergraduate degree in science, technology and
society from Vassar College. He speaks Mandarin and has lived and worked in
Tokyo, Hong Kong, Beijing, Shanghai and Singapore with his wife and two
daughters.

SHANE BRITTEN

Chief executive, Crime Stoppers International

Shane Britten served as an Australian intelligence officer for 12 years, focused
on counter-terrorism operations and building homeland security capability in
more than 45 countries. He finished his term with government as a director of
the security service before taking up a role as chief executive of a
multinational software firm and then head of national security and intelligence
for a major Australian consulting firm. In 2019, he founded AlphaSix Consulting
and SBRE Group, which has expanded today to offer intelligence, investigations
and counter-terrorism solutions around the world. He is now the chief executive
of Crime Stoppers International, a senior fellow of the Global Peace Institute
and an adjunct fellow of national security and intelligence at three
universities.
