NOISE CAMERAS TO ISSUE FINES UP TO $800 TO LOUD NYC MOTORISTS IF NEW LAW PASSES

STATEN ISLAND, N.Y. — Motorists with noisy vehicles in the five boroughs could
soon be on the hook for camera violations if a City Council bill becomes law.

The legislation, backed by Councilman Keith Powers (D-Manhattan), is set to be
voted on Wednesday with bipartisan backing from other members of the City
Council.

If passed, the bill would establish a system under which at least five cameras
coupled with decibel readers would be set up in each of the five boroughs by the
city’s Department of Environmental Protection (DEP), NYPD, and Department of
Transportation (DOT) by Sept. 30, 2025.



When those systems determined a vehicle was in violation of existing noise
limits, the owners of the vehicles would be liable for a variety of violations
based on the number of offenses and the type of vehicle.

“The City Council is poised to pass my bill this week to establish a noise
camera program,” Powers wrote Sunday on X, the social media platform formerly
known as Twitter. “These cameras will crack down on loud vehicles and help give
New Yorkers a peaceful night of sleep.”

The new program would serve as an expansion to an existing DEP pilot that has
seen noise cameras tested in certain problematic parts of the city. Typical
violations from that program have cost the noisemakers about $800, Office of
Administrative Trials and Hearings Deputy Commissioner Amy Slifka told the City
Council at an October hearing.

Motor vehicle owners who could show a vehicle malfunction triggered the noise
camera violation would be able to challenge the fine in court.

Under the new program, local officials, including borough presidents, council
members, and community board members, would be able to request noise cameras for
specific problem areas subject to DEP review.



Councilman Joseph Borelli (R-South Shore) pointed to some problem areas in his
district, and said he’s open to the idea that would help hold noisy car owners
accountable.

“I am open minded to it so far. We have certainly gotten countless complaints
about aftermarket auto parts making unreasonable noise, especially along the
Korean War Vets Parkway and Hylan Blvd,” he said. “It shouldn’t be everyone
else’s problem that you need attention from loud rumbling noises.”
