Haiti’s National Police, the last visible semblance of a state in a country
where gangs have killed and uprooted thousands from their homes, have ceded
control over most of the nation’s capital save for the vacant presidential
palace, the international airport and the Central Bank.

For weeks, a functioning government hasn’t existed in the country of 11 million,
with the 11,000-member force only able to hold on for about two more months
without foreign assistance, a senior police administrator estimated in an
interview with The Wall Street Journal.
