The Georgia Office of Commissioner of Insurance and Safety Fire’s previous Company Portal is now under the Georgia Information Management System (GIMS) module. On GIMS, you can register a company, apply for a new license, renew a license, make payments, and submit a complaint. For your convenience, our GIMS Portal User Guide is available at https://gims.oci.ga.gov/s/ HOW DO I GET MY COMPANY SET UP ON THE NEW GIMS PORTAL? Once you are registered on the GIMS Portal, login and select Add a New Company from the Select a Company page. WHO SHOULD REGISTER FOR THE GIMS PORTAL? Each company should register two employees as Company Portal Administrators. These employees will be responsible for things like: * Registering the company(s) * Applying for a license * Renewing a license * Applying for a corporate amendment Additionally, three other employees can register on the GIMS portal to perform actions like: * Update Contacts * Access the company general information. The additional user will not be Administrators and cannot submit applications on behalf of the company. CAN I REGISTER MORE THAN TWO COMPANY PORTAL ADMINISTRATORS? No. Each company is limited to two Company Portal Administrators, but you can register up to three Company Portal Users (e.g. Staff Adjuster, Emergency Disaster Adjuster, Company Portal User). Application Role Limit Company Portal Company Portal Admin 2 Company Portal Company Portal User (Non-Admin user) 10 WHAT ACTIVITIES DO WE NEED TO DO IN THE GIMS PORTAL? The GIMS portal can be used for the following: * Filing your quarterly and annual taxes * Registering the company(s) * Applying for a license * Renewing a license * Applying for a corporate amendment * Submitting miscellaneous, non-recurring filings (e.g. Form D filings, HMO Modification of Operations filings, etc.) HOW CAN I FILE A CORPORATE AMENDMENT FOR MY COMPANY? Once an Administrative user has been setup in GIMS that same user can login and select to file an corporate amendment by selecting that option from the left-hand navigation pane. WHERE CAN I FIND ALL THE APPLICATIONS MY COMPANY HAS SUBMITTED? All previous applications can be found under My Applications within the left-hand navigation pane. HOW LONG DO I HAVE TO COMPLETE AN APPLICATION? All applications must be completed within 180 days of being opened. After that time the application automatically is closed. CAN I SAVE AND EXIT A NEW APPLICATION IF I CANNOT FINISH IT IMMEDIATELY? Yes. When you are working on the application you will have an option to Save and Exit. WHEN SETTING UP MY COMPANY DO I CHOOSE EXISTING COMPANY OR NEW COMPANY? If no one has registered as a Company Portal Administrator, then choose New Company. If another employee has registered your company and there is only 1 Company Portal Administrator currently then you should select Add Company. CAN I REGISTER WITH MORE THAN ONE COMPANY WITH THE SAME EMAIL? Yes. The same email address can be listed as the Company Portal Administrator for an unlimited number of companies. WHERE DO WE RECEIVE EMAIL NOTIFICATIONS? Email will be sent to the address listed for the Company Portal Admin that is performing the action. WHY DOES THE ADMIN PROMPT KEEP POPPING UP? The following prompt will keep appearing until two Company Portal Administrators have been added to the registered company. HOW DO I GET A LICENSE FOR MY COMPANY? Once your company is registered you can select the option Add License from the left-hand navigation pane. WHAT IF MY QUESTION IS NOT HERE? Please send your questions to GIMS_Support@oci.ga.gov HOW WILL I KNOW WHEN MY COMPANY NEEDS TO RE-NEW ITS LICENSE? In addition to the Administrators receiving an email from the GIMS portal you will see and indicator on the Company Overview page as well. WHO SHOULD BE A COMPANY PORTAL ADMIN VERSUS JUST A USER? The employee you select to be the Company Portal Admin will have the responsibility to file all changes having to do with the company. Only the two pre-established Administrators can perform all the required actions within GIMS Portal. CAN WE CHANGE WHAT USERS ARE COMPANY PORTAL ADMINISTRATORS? Yes. After logging into the Company Portal site, you need to select the company and then click on the User Management link in the Left hand navigation pane. NAME APPROVAL WHAT IF I AM FORMING A NEW ENTITY AND I DO NOT HAVE AN IDENTIFIER FOR MY ENTITY LIKE AN FEIN, ORG ID OR A LICENSE NUMBER? Please select the Not Provided option from the drop down menu in that field. WHAT WILL BE REQUIRED FOR MY NAME APPROVAL LETTER? Please be ready to list the full name of the entity, plus the appropriate business suffix like INC, LLC, Company, Group, Partners or other language that follows the root name of your business. You will also need to list your name and your contact information, including a phone number and an email address. HOW DO I LIST MY DBA? Please list a DBA in this format: “Jones Insurance Agency, Inc. DBA Jones Insurance”. There is only one DBA allowed per Name Approval letter. No punctuation like slashes or parentheses are allowed in a Name Approval letter. HOW MANY NAME APPROVALS MAY I FIT ON ONE LETTER? Only one Name Approval may be used per Name Approval letter. WHAT IF MY BUSINESS NAME IS BEING CHANGED TO A NEW NAME THAT IS SIMILAR TO THE OLD NAME? WILL I STILL NEED A NEW NAME APPROVAL LETTER? Yes. Any change to a business name that uses a restricted word in the business name will require a new Name Approval letter. HOW DO I RECEIVE THE NAME APPROVAL LETTER? Your Name Approval letter will be emailed to you. Please select an email address that you regularly use. Older email providers like Yahoo, AOL, and Bellsouth often send government-issued email to spam. It’s advised to use a Gmail account or your firm’s email address for best results. If you are not receiving the Name Approval letter, please check your spam. WILL MY NAME APPROVAL LETTER GRANT ME AN INSURANCE OR FINANCIAL SERVICES LICENSE? No, the Name Approval letter does not convey licensure. It grants permission from this agency to use a name that includes the restricted words. IF I HAVE LOST MY NAME APPROVAL LETTER, CAN YOU REISSUE ME A NEW COPY? To obtain a replacement Name Approval Letter for a lost or misplaced letter, please contact nameapprovals@oci.ga.gov and provide the name of the Agency, the approximate request timeframe and a contact name and phone number. If we experience issues finding the letter, we will contact you for more information. We also recommend checking your spam folders in case the email providing the letter is not received in your inbox. CAN I SUBMIT A CHECK AND A PAPER APPLICATION FOR THIS PROCESS? No, this service is only available online and through the online portal. ONCE I HAVE RECEIVED MY NAME APPROVAL LETTER, WHAT IS THE NEXT STEP? * If you are filing to do business in Georgia as a foreign entity, this letter should be submitted to the Georgia Secretary of State’s Office with your formation documents or your application. If you are unsure whether you need to file with the Georgia Secretary of State (SOS), you should review the requirements on the SOS website. * If you are applying for a new insurance agency, this letter should be uploaded as part of the online application process in Sircon or NIPR. After allowing time for processing, if you have any questions, please contact our back-office processor, Pearson VUE, at 1-800-274-8969, for assistance * If you are changing the name of your licensed agency, you'll also need to do the following. * Download and complete the Name Change Form - GID-390-AL. * Write a check or money order for $25 per license type plus $5 processing fee. * Send the completed form, the Name Approval Acceptance Letter, any other supporting documents if required and payment to the addresses provided on the form. If you send this form and payment to our office address, you are delaying the process. These forms and payments must be sent to the lockbox addresses. If we receive these at our office, we send these to the lockbox addresses which adds time to processing. * After allowing time for mailing and processing, if you have any questions, please contact our back office processor, Pearson VUE, at 1-800-274-8969, for assistance. HOW MANY NAME APPROVALS MAY I PERSONALLY RECEIVE IN MY CAREER? There is no cap on the amount of Name Approval letters you may personally receive. However, each name must be compliant with Department standards and regulations and cannot be similar, deceptive, or harmful to the marketplace and consumers. PREMIUM TAX WHAT IS THE PREMIUM TAX RATE? The state tax rate for admitted companies if 2.25% while the Local tax rate is 1% for Life companies and 2.5% for Other Than Life companies. The state tax rate for non-admitted filers is 4%. WHEN ARE MY PREMIUM TAX RETURNS DUE? For Admitted companies the Annual Premium Tax Return is due on or before March 1st each year. Four quarterly returns and prepayments are due March 20th, June 20th, September 20th and December 20th. Surplus Line Brokers’ and Risk Retention Groups’ affidavit and payment are due on or before the 15th day of April, July, October and January. Insureds procuring insurance directly should remit payment no later than 30 days from the effective date of the policy. For non-admitted filers please DO NOT file zero (no business for the quarter) affidavits! ONLY file through SLIP when there is business to report. WHERE DO I MAIL MY TAX PAYMENTS? The department is no longer accepting check payments. Please make payment through your SalesForce account or by ACH Credit. IS E-FILING MANDATORY? Yes, as of 1/1/2014 Admitted companies must e-file the annual and quarterly returns. E-filing is available through PremiumPro/Tritech. As of 1/1/2021 non-admitted filers must file through SLIP. Policies that cannot be filed in SLIP must be filed through your SalesForce account. HOW DO I REQUEST A REFUND IF I HAVE A TAX OVERPAYMENT? For admitted companies log into your Salesforce account and complete the refund process. For non-admitted filers returns and changes in premiums are allowed as credits against the premium written and reported on your affidavit. Credits will be applied to future SLIP invoices. O.C.G.A. §§ 33-5-31(a), 33-5-33(b), 33-40-5(a). HOW DO I AMEND MY RETURN? For admitted companies check “amended” on the return for the appropriate year and complete the return with the amended amounts. The amended return must be e-filed also. WHAT INFORMATION MUST BE SUBMITTED IF I AM CLAIMING A GEORGIA HOUSING TAX CREDIT? Include a completed and executed Form IT-HC, page three ONLY (total of housing credits claimed) as well as a Georgia K-1 equivalent which indicates the allocation amount to the insurance partner and a building-by-building allocation for each project claimed. Documentation can be uploaded through your SalesForce account. IS A SURPLUS LINES BROKER PERMITTED TO ADD BROKER FEES? No fees are allowed outside the policy premium. Refer to the definition of Premium O.C.G.A . §§ 33-24-1(2), and also §§ 33-6-5(6)(B)(ii). IF I ALREADY REGISTERED UNDER THE COMPANY PORTAL, DO I NEED TO REGISTER FOR PREMIUM TASK AS WELL? No. Your credentials for Company Portal will work for Premium Task as well. HOW MANY LOGINS CAN WE CREATE FOR OUR COMPANY ACCOUNT? Each company can have a maximum of two (2) logins. Application [external] Role Limit Premium Tax Premium Tax User 2 CAN WE SET UP AN ADMINISTRATOR LOGIN FOR OUR COMPANY’S PREMIUM TAX ACCOUNT? There is not a separate Administrator login for Premium Tax. The login you create for your company will be able to perform all functions. WHO SHOULD REGISTER FOR THE GIMS PORTAL FOR PREMIUM TAX PURPOSES? Each company can register two employees as Premium Tax Administrators. These employees will be responsible for things like: * Making a payment * Reviewing current/historical filings * Uploading requested documents CAN I REGISTER WITH MORE THAN ONE COMPANY WITH THE SAME EMAIL? Yes. The same email address can be listed as the Premium Tax Administrator for an unlimited number of companies. WHERE SHOULD I FILE MY PREMIUM TAX RETURN OR QUARTERLY STATEMENT? Filings should still be processed through Tritech. There is a link available in the GIMS portal.
