RISK MANAGEMENT
EDUCATIONAL FORUM?

For more than 20 years, the California Joint Powers Insurance Authority has
hosted a unique educational experience for its members. This event, known as the
Risk Management Educational Forum, features world-class keynotes and knowledge
experts in the field of risk.

This is the primary time for members to be together and learn together. The
Authority plans each Forum so that participants can study topics and issues
relevant to local government in areas such as legal liability, workers’
compensation, employment law, public safety, organizational thinking,
governance, and legislation.

The Forum also recognizes candidates from member organizations who have excelled
in the practice of risk management and presents one of them with the prestigious
Capstone Award, signifying someone who exemplifies only the best in practice.

As part of our commitment to provide a safe event for all our participants and
guests, please familiarize yourself with the following COVID-19 protocols:

• Masks are strongly encouraged for all indoor events, regardless of vaccination
status.

• All attendees are required to provide a record of their full COVID-19
vaccination, or a negative COVID-19 test result completed within 72 hours prior
to entry. Information regarding the process for participants to meet this
requirement will be available soon. Per the Centers for Disease Control and
Prevention, attendees must be two weeks past the date of their final vaccination
(second dose for Pfizer-BioNTech and Moderna or single dose for Johnson &
Johnson) to be fully vaccinated.

• All attendees are encouraged to maintain social distancing and limit close
physical contact.

• Please evaluate your health prior to attending the Forum. Those attendees that
have tested positive for COVID-19, are waiting for COVID-19 test results, or are
showing COVID-19 symptoms, will not be admitted.

CAPTAIN RICHARD PHILLIPS

Keynote Speaker
American Merchant Mariner, Author, and
Former Captain of the MV Maersk Alabama

Captain Richard Phillips became the center of an extraordinary international
drama when he was captured by Somali pirates who hijacked his ship, the first
hijacking of a U.S. ship in more than 200 years. For five days in April 2009,
the world was glued to their TV screens as the hostage drama unfolded. Captain
Phillips authored a book about his experience and his remarkable rescue in A
Captain’s Duty: Somali Pirates, Navy SEALs, and Dangerous Days at Sea. This
dramatic story was also transformed into an Academy-Award and Golden-Globe
nominated film, Captain Phillips, which was released in the fall of 2013.
Captain Phillips is a graduate of the Massachusetts Maritime Academy; a member
of the International Organization of Masters, Mates & Pilots Union; and a
licensed American merchant mariner.




CALIFORNIA JPIA FORUM APP

A Forum app will be available to attendees. The app, which will be available on
Google Play and iTunes, contains all session presentation materials that
attendees need during the Forum, as well as other helpful details, including the
complete agenda, a list of Forum sponsors, details on the meeting space, and
information on local destinations and weather.





CALIFORNIA JPIA CAPSTONE AWARD

The California JPIA presents the Capstone Award each year to an individual who
best exemplifies the practice of risk management by working to support risk
management efforts, developing loss control programs, and coordinating systems
that support their agency’s risk management efforts.

MOMENTS FROM THE 2020 CONFERENCE

The 2020 Risk Management Educational Forum was held for the first time as a
virtual event, due to the coronavirus pandemic. The Forum, titled “Resilient
Together,” utilized digital technology to provide members with an interactive
production, complete with an Emmy Award-winning master of ceremonies, Katie
Linendoll; live educational sessions; recorded content; chat rooms; and more.
The two keynote speakers were Robert O’Neill and Dr. Susan Biali Hass, whose
timely presentations on resilience and leading in a crisis resonated with
attendees. Session topics included current policing issues, labor and employment
laws, and Americans with Disabilities Act (ADA) reasonable accommodations.
Attendees were also able to spend time networking during breaks and games.
