Updates to VIPcode

An update has been applied to KolymaNET VIP Pincode software. This new update
has introduced some new features that make it easier to use as well as extend
its versatility. The price of VIPcode will also soon be changed from $5 to $10.

Character Encoding

A global bug where foreign characters were not encoded correctly unless defined
in the header. Now, UTF-8 is set as the default character encoding on all files,
globally, meaning even non-definable files such as .txt now properly encode
foreign characters.
