Oregon Film, a state agency, has a mission mission to promote, support and
advance the film, video, interactive, animation and creative content industries
within the state by fostering connections between storytellers, productions,
businesses and the public sector to strengthen and diversify this industry’s
profile and reputation locally, nationally and internationally.


Oregon Film is a member of the Association of Film Commissions International,
FilmUSA and the Oregon Media Production Association.

WHY SHOOT IN OREGON?



Oregon’s history in the media industry dates back to the silent film era of the
early 1900s. Several of the earliest “studios" were located here, and since then
over 500 feature films and television projects have been produced in Oregon (as
well as hundreds of commercials and interactive games). Our office helps
facilitate by finding experienced crews and support services and a diverse
variety of locations.

All of which makes Oregon a great choice.



   
 * Oregon Increases Film & Media Incentives in 2022
   Your project can now get up to 26.2% cash rebate when you work in Oregon.

 * No Sales Tax
   
   All purchases in Oregon are immediately discounted 7 to 8 percent over other
   states due to the fact that Oregon has no sales tax. There are not any papers
   or exempt cards to process. It’s just savings for being here in Oregon.

   We post contact information for the feature length and episodic projects we
   are working with as soon as those are available - those can be found on the
   jobs section of our blog. In addition, the OMPA publishes a weekly Jobs email

 * Creative Opportunity Program
   
   Find out about the programs currently being undertaken as part of the newly
   created Creative Opportunity Program by going here. The Creative Opportunity
   Program is an allocation of incentive funds targeted to support grants,
   workforce development, career development, DEI work and regional work in our
   industry.

   
 * Oregon Film Trail
   Follow the Oregon Film Trail to iconic filming locations around Oregon. With
   over 40 signs in all part of the state, you can now visit the filming
   locations for films like "Stand By Me," "One Flew Over the Cuckoo's Nest,"
   "Wild" and, of course, "The Goonies." Take a cinematic trek. Find out more

 * Production in Oregon After COVID-19
   
   Gov. Brown has declared Oregon "100% open for business" as of June 30, 2021,
   and all statewide mask mandates were lifted as of March 12, 2022.
   
   Production is, and has been, welcomed here in the state. We do recommend that
   productions adhere to a proscribed Health & Safety plan that is mindful of
   community impact on their cast, crew and their location choices and reflects
   the mandates currently in place at the federal, state and local level.
   
   Permits are, in general, being issued but most agencies have had a staff
   reduction during the last few months and therefore permitting may take longer
   to obtain and/or be issued with additional stipulations or restrictions. This
   is particularly true for Oregon State Parks.
   
   It is important to note that unions, guilds, local businesses and other
   jurisdictions may still put further mandates and/or restrictions in place
   and/or choose to not issue permits or permissions to shoot at their
   discretion, as has been the case through this pandemic. As an example, Oregon
   now has a statewide mask mandate.
   
   The OMPA has published a set of Production Protocols that has been developed
   in conjunction with the local production community and updated as new
   information is released.
   
   In addition the unions/guilds have recently updated their joint "Return to
   Work" Agreement that revises recommendations and requirements for fully
   vaccinated people and testing for on-set safety.

   measures to keep your cast and crew safe.

   If you have experienced harassment in some form on a set or job, or know
   someone who has, or if you just want to insure your production has its own
   policy and procedures to follow, you can always contact us and/or contact a
   third party helpline, or your guild or union.
   
   We have also set up a public facing "All Voices" reporting platform that can
   be used by anyone. Simply go to the page via the embedded link above, click
   on "Submit Report" and enter "Oregon Film" under the Company Name.

 * A Diverse and Equitable Industry
   
   OFVO seeks to promote a healthy, growing and diverse industry of content
   creators in Oregon through direct support of creators, community engagement
   and connection, and paid “on-set” placement, apprenticeship and “shadow”
   programs. In addition OFVO, in partnership with the Oregon Made Creative
   Foundation, seeks to provide grants, fellowships, residences and paid
   placement to a diverse group of content specific filmmakers and content
   creators funded through partnership and private contributions.

 * Oregon Media Pathways Placement Program
   
   Oregon Film works with the Oregon Made Creative Foundation (an Oregon
   501[c]3; “OMCF”) and other strategic partners such as the Portland Film
   Office, the Oregon Media Production Association (“OMPA”), Outside the Frame
   and I.A.T.S.E. Local 488 to create a pipeline of engagement, training and
   employment which increases the diversity of entertainment industry workers
   while also increasing the overall pool of workers in our industry.

   This program seeks to promote an inclusive, healthy, growing and diverse
   industry of content creators in Oregon through active, “on-set” paid
   internship programs. In addition the program seeks to provide subsidized
   placement to encourage sustained employment to a diverse group of filmmakers.

 * Land Acknowledgments & Map
   
   Oregon Film's office is in the Portland Metro area which rests on traditional
   village sites of the Multnomah, Wasco, Cowlitz, Kathlamet, Clackamas, Bands
   of Chinook, Tualatin, Kalapuya, Molalla, and many other tribes who made their
   homes along the Columbia River creating communities and summer encampments to
   harvest and use the plentiful natural resources of the area.  We take this
   opportunity to thank the original caretakers of this land. Find out further

 * Commercial Production
   
   Oregon’s incredibly varied locations are not only in close proximity to each
   other, but also within a two hour flight of Los Angeles. On top of that, our
   Greenlight Oregon Labor Rebate Program allows companies producing a single
   commercial that spend more than $1M in the state OR companies that produce a
   series of commercials in Oregon during a single calendar year which,
   together, exceed $1M of production spending in the state, can qualify for up
   to a 6.2% cash rebate of their labor costs for crew working in the state.
