ASIA-PACIFIC 2024

CALL FOR SESSION IDEAS

We invite members of the DRAPAC community to co-create, host, and lead sessions
on digital rights topics relevant to three core focus areas: regional
solution-making, empowerment of young persons, and adoption of open technology.

For this year’s regional convening, we are looking for ideas that build on and
around the theme of “ctrl + alt + shift“:

 * Empower peoples across Asia-Pacific to regain control of our civic spaces,
   fundamental rights, social platforms, and digital technology from the
   dominance of big tech and interference by the state.
 * Platform alternatives in approaching and strategising human rights advocacy
   in Asia-Pacific by centring local grassroots communities and strengthening
   networks across borders.
 * Steer a shift in our thinking and culture towards more open, inclusive, and
   participatory decision-making processes and governance structures within the
   digital rights movements in Asia-Pacific.


COLLABORATIVE PROGRAMMING

You can create session ideas and save them as drafts while working on them. In
your entry, please specify ideal collaborators and support requests from within
the DRAPAC community.

Once published, other members of the DRAPAC community will be able to view your
session ideas and propose collaborations.

After the submission deadline, we will review all session ideas for inclusion in
the DRAPAC24 programme. Comments and votes will be considered to guide the
selection process but do not constitute the main criteria for programming.

If your session is selected, the DRAPAC24 organising team will allot a meeting
space and a time slot in the event schedule and announce the full programme. At
this stage, you will be able to finalise the details of your session and request
changes to the meeting space or time slot if necessary.

We will enforce a no-manel policy, i.e. your session cannot have an all-male
line-up of presenters if it has two or more presenters. This includes
moderators, panellists, trainers, resource persons, discussants, and other types
of presenters.


SESSION FORMATS

Panel discussion – Spark curiosity, build interests and develop ideas through a
conversation with field experts who can offer diverse perspectives and different
approaches to common challenges and shared problems.

Roundtable discussion – Facilitate the exchange of ideas and views in a focused
dialogue amongst peers working in similar areas to discuss challenges, share
experiences, and debate solutions for the benefit of the collective.

Colearning workshop – Empower human rights defenders with new skills and
knowledge on a specific topic through interactive activities, case studies, and
peer learning.

Ideation workshop – Develop creative thinking and innovative approaches to
address digital rights challenges, using ideation techniques like brainstorming,
prototyping, and feedback loops.

Video screening (with talkback) – Screen social issue and digital rights films,
with a potential talkback portion with filmmakers or other relevant speakers.


OTHER ACTIVITIES

Project launch – Introduce a new tool, service, publication, or other kinds of
resource that can be useful for individuals and groups advocating digital rights
within their respective communities.

Consultation clinic or resource hub – Provide one-on-one personalised advice,
practical guidance, and technical support on overcoming specific barriers or
obstacles faced by human rights defenders.

Exhibit, display, or performance – Use art and other creative media to foster
solidarity and inspire action amongst digital rights defenders.

Social gathering (as a side event) – Create a casual space for human rights
defenders to unwind and connect in an informal setting designed to strengthen
networks and foster personal bonds.


PLANNED SET-UP

Session hosts are encouraged to utilise the Slido-like audience interaction tool
provided by the event organisers. This will enable efficient moderation and
documentation.

Hybrid set-up with two-way video conferencing link is available in selected
session rooms. Sessions with the most number of remote participants will be
prioritised.

Selected sessions will be available via a live streaming feed on the event
website. Recording of these sessions will be published on Cinemata.

Simultaneous interpretation or closed captioning is available in selected
session rooms. Locales with the most number of users will be prioritised.

VOLUNTEERING OPPORTUNITY

The DRAPAC24 organising team is looking for volunteers from diverse backgrounds
and different fields who are interested in sharing their skills or gaining new
experiences in the following event management functions:

Attendees Support
Assist guests with inquiries and provide guidance throughout the event to ensure
a smooth experience for all attendees.

Audience Interaction
Engage with the audience to facilitate interaction and participation during
sessions and activities.

Check-in & Helpdesk
Manage registration desks, check in attendees, and provide information and
support at the helpdesk.

Health & Safety
Ensure compliance with health protocols and manage any emergencies or safety
issues that arise.

Live Streaming Operations
Operate and monitor live streaming equipment, ensuring remote audiences can view
and engage with the event.

Moving & Taskrunning
 Handle logistics, move materials, and perform various tasks as needed to
support event operations.

Scheduling & Timekeeping
Monitor event timing, coordinate schedules, and ensure all sessions begin and
end on time.

Speakers Support
Assist speakers with their needs, ensure they are prepared for their sessions,
and manage any technical requirements.

Translation & Interpretation
Provide language support to attendees and speakers to facilitate multilingual
communication and understanding.

Wayfinding & Navigation
Guide participants around the venue and assist with any directional needs to
enhance the event flow.

relevant to the work I am engaged in. The conference provided valuable insights,
discussions, and networking opportunities that have greatly enriched my
understanding of digital rights and their significance in the region.

I remember feeling excited to go back home so I could share with our
organisation the learnings I acquired from the sessions I attended. Attending
the assembly and seeing all these people who are working hard towards a shared
goal of ensuring that everyone is able to exercise their rights online filled me
with the hope that even though there is still a lot left to do to achieve said
goal, I am working with these enthusiastic and passionate people. The work will
definitely not be in vain.

WHAT CAN I EXPECT AT DRAPAC24? HOW WILL IT BE DIFFERENT FROM THE PREVIOUS
EDITION?

Digital Rights in the Asia-Pacific 2024 or DRAPAC24 aims to foster resilience
and solidarity within the digital rights community through a two-day gathering
to be held in Taipei, Taiwan from August 18 to 19, 2024, before the Asia Pacific
Regional Internet Governance Forum (APrIGF), August 20 to 23. Through the
gathering, we aim to stimulate collective brainstorming and forge alliances in
response to the evolving digital threats for a unified response to shared
challenges in the region.

Similar to its previous edition, DRAPAC24 will foster an environment of
co-creation, accessibility, diversity, and inclusion. The event will host a
diverse and inclusive group of over 100 speakers and attendees with different
levels of experience and a wide range of expertise: from civil society
representatives and HRDs across the Asia-Pacific, particularly in South and
Southeast Asia, to journalists, in-exile activists, academics, technologists,
researchers, and more.

DRAPAC24 will feature a more focused but diverse mix of plenary sessions,
capacity building workshops, digital security labs, and solidarity events
centering on three broad themes: regional solution-making, youth empowerment,
and adoption of open technology. These themes complement APrIGF’s overarching
theme of evolving ecosystems and enduring principles in the internet governance
space.

WHAT IS THE TIMELINE FOR DRAPAC24? WHAT CAN I EXPECT BEFORE THE MAIN EVENT?

The following important dates for DRAPAC24 are tentative and subject to change.

We welcome a variety of session ideas aligning with the DRAPAC24 core focus

HOW DO I SIGN UP TO VOLUNTEER AT DRAPAC24? WHAT KINDS OF WORK CAN VOLUNTEERS DO?

We welcome volunteers interested in sharing their skills and supporting the
success of the event. We are looking for individuals who can assist guests and
speakers throughout the event, manage registration and help desks, support
logistics and event operations, guide attendees around the venue, provide
language support to attendees and speakers, and more.

HOW DO I SPONSOR DRAPAC24? WHAT KINDS OF ENTITLEMENTS DO SPONSORS GET?

Thank you for your interest in supporting DRAPAC24! We welcome financial and
in-kind contributions to cover travel expenses for fellows, organise learning
and sharing sessions, and support event logistics and operations.

WHERE IS THE VENUE FOR DRAPAC24? WHERE SHOULD I STAY AND HOW DO I GET AROUND IN
TAIPEI?

DRAPAC24 will be held in a venue within the Taipei city centre area with good
public transit connections. If you are arranging your own accommodation, you may
choose a hotel or a vacation rental near Taipei Main Station.

Specific details on the venue and partner hotels will be provided by mid-July
2024.

IS THERE TRAVEL SUPPORT TO ATTEND DRAPAC24?

The organising team is in the process of raising funds for a DRAPAC24
Fellowship. At the moment, all attendees and speakers from outside Taiwan are
requested to self-fund their travel to the event.

DO I GET VISA EXEMPTION TO ATTEND DRAPAC24? IF NOT, HOW DO I APPLY FOR A VISA TO
TRAVEL TO TAIWAN?

Depending on the passport that you hold, you need a visa to enter Taiwan. If
your passport is not eligible for visa-exempt entry, you may be able to apply
for a visa online. Some passport holders may need other forms for travel
documentation.

The following schedule breaks down the Asia-Pacific passport countries of origin
that are eligible for visa exemption, online visa application, exit and entry
permit application, and travel authorisation certificate application:

COVID-19

The Assembly will follow recommended health protocols to ensure the safety and
well-being of all attendees. We encourage attendees to wear masks when feeling
unwell and to observe social distancing and enhanced sanitation and hygiene
practices.

Participant safety and security

For participants with security concerns who wish to remain anonymous during the
event, the Assembly team will exert all efforts to keep your personal
information confidential. Please reach out to us if you have any concerns
regarding your participation at the Assembly.

DRAPAC24 has a zero-tolerance policy towards any form of harassment. Read the
