Bill Schulz, Milwaukee Journal Sentinel After years of growing violence against nurses and stalled attempts to address the issue in Congress, U.S. Sen. Tammy Baldwin (D-Wis.) introduced a new bipartisan bill this week that aims to protect healthcare workers from attacks at the workplace. The issue has long concerned healthcare and social services employees, who say they are increasingly running understaffed and underpaid, putting both patients and themselves at risk. Healthcare workers were four times more likely to be seriously injured than workers in any other industry, according to the U.S. Bureau of Labor Statistics. The Journal Sentinel has been investigating violence against hospital workers since the fatal attack on nurse Carlie Beaudin in a dimly lit Froedtert Hospital parking garage in 2019. The newspaper's reporting detailed how cash-rich hospitals have done little to prevent violence against staff under weak OSHA protections. Baldwin's proposed legislation would require OSHA to mandate that healthcare and social services employers implement a workplace violence prevention plan. The plan must include an assessment of the facility's level of security and staffing and would require that employers log violent incidents and investigate them as soon as possible. The new federal standard would cover many types of facilities, including hospitals, Veterans Affairs healthcare facilities and home-based hospice work. It is not intended to cover the offices of individual physicians or other medical providers. Currently, just eight states require employers to have workplace violence prevention plans. Wisconsin is not among them. Previous legislative attempts to protect healthcare workers stalled after being opposed by the American Hospital Association and other hospital lobbies. A similar bill reintroduced by Baldwin last year passed in the House but not in the Senate. The bipartisan legislation is sponsored by Baldwin and Rep. Joe Courtney (D-Conn.) with support from three Republican representatives. The bill does not currently have any Republican co-sponsors in the Senate. Our subscribers make this reporting possible.
