Greensboro's second iteration of the Doorway Project comes to an end this week.

The program, which has been keeping unoccupied residents warm using pallet
shelters in Pomona Park since November 2023, will end March 20 at 5 p.m. when
residents move out. The dismantling should be completed by Thursday, March 28th.

As of March 8, 95 percent of the shelters were occupied, said Elizabeth
Alverson, a supportive housing analyst for the city TCB. 26 people left the
program, four of whom were asked to leave the program “because they disturbed
other guests.” There are currently 67 people on the waiting list.

While 75 people had already stayed in the Pallet shelters by the end of March
2023, some city leaders described this as a “band-aid solution.” The first year
of the city's program was plagued by several issues, including issues with
on-site showers, access to resources, transportation and IRC staff. But despite
the problems, neighboring Winston-Salem has proposed a similar solution to
alleviate homelessness in its communities.


WHAT IS LIFE LIKE IN THE GREENSBORO PALLET HALLS?

In February, TCB spoke with a Pallet resident who asked to remain anonymous. The
resident said TCB that they are 64 years old and have been homeless for 13
years. Before moving into their Pallet accommodation, they said they slept on
the concrete downtown.

The Doorway Project is a “place to lie down and stay warm to get away from the
concrete,” the resident said.

On January 9, the water backed up by about seven units. These residents were
transported to the IRC for the night and returned the next day.

While the resident is grateful to have a place to stay during the winter months,
they said TCB that they have other ideas about how the city could help the
homeless.

“Some of these boarded up places are being taken over and made up for homeless
people,” they said.

“If they don’t want us in the park, put us somewhere and stop complaining about
it. Do something about it.”

Housing

Each pallet shelter is 64 square meters and can accommodate two people.
Residents said they had little control over who their roommates were.

“If they allowed us to be introduced before they set us up with someone, I think
it would be a little better because you know right away if you get along,” they
said.

For safety reasons, residents cannot charge their electronic devices in the
pallet shelters. The resident said he could charge his phones in the ballpark's
restrooms.

The resident has a caseworker through the IRC who they meet with once a week,
and whose staff help “as best they can” to place people before they have to move
out.

“But I doubt I’ll get housing,” the resident said at the end of the program TCB.

“I will probably go back to the streets like many of these people,” they said.
“Probably where I’ll be back if nothing else comes along. It is what it is. We
just take each day as it comes and do what we can, that’s all we can do.”

At the end of last year's program, IRC Director Kristina Singleton said TCB that
80 percent of residents “were able to move to another type of shelter or living
space by the end of the program.”

The baseball field is directly across from a city bus stop. This year, each
resident received an unlimited ride pass, the resident said. This is a big
change from last year. According to Singleton, last year's residents received
“six bus passes per day, allowing guests transportation to any food source of
their choice.” However, several residents spoke up TCB last year it said they
only received four passes per day – enough for two round trips.

Eat

Last year there was a microwave on site for part of the program. There is no
microwave this year, the resident said. However, they noted that several
churches bring meals to residents during the week.


HOW MUCH DOES THE PROGRAM COST?

Hundreds of thousands of dollars have been poured into the program over the past
two years. The 30 accommodations cost a total of more than $500,000. The
Interactive Resource Center, a homeless resource center on Washington Street, is
the only organization that applied to implement the Doorway Project in both
years.

The city's Housing and Neighborhood Development Director, Michelle Kennedy, told
the City Council in November 2022 that the IRC's $200,000 contract would cover
the cost of new staff, food, bus passes and security costs.

The IRC's 2022-23 program proposal shows that IRC Director Kristina Singleton
has requested $200,000 for the program, including $110,000 for food for shelter
residents. But TCBReporting revealed that no food was provided to residents. IRC
Proposal 2023-24 did not include a funding request for food.

According to a March 7, 2023 email from Singleton, the IRC pursued a
reimbursement model with the city.

Singleton also requested $56,850 to cover employee salaries in the first year
and $61,560 in the second year. The IRC's cost estimates for this year's
proposal differ greatly from last year's; Last year, for example, Singleton
estimated the security would cost $19,800. This year she estimated $90,000. In
total, the program is expected to cost $193,660 this year.


WHAT ARE OTHER CITIES DOING?

Despite some shortcomings in Greensboro's pallet program, unhoused residents in
other cities see the shelters as a temporary solution.

In early February, unhoused residents and activists organized a sleepover on the
steps of Winston-Salem City Hall. An unhoused resident named Smiley, who has
been on the streets for eight years, has lived in cities like Charlotte, High
Point and Greensboro. Those cities “do more for us homeless people than
Winston-Salem,” he said. Residents like Smiley wish the city would “take a page
from (Greensboro’s) book.”

In 2023, 520 homeless people received help on the streets and 1,455 remained in
emergency shelters. The numbers have shown an increasing trend for five years.

On March 18, Winston-Salem Mayor Allen Joines and council members met for a
Committee of the Whole meeting at Union Station near Winston-Salem State
University.

“Do we have any clues as to why homelessness is trending right now?” Council
member Annette Scipio asked the city’s Home Program Manager, Shereka Floyd.

“The lack of housing,” Floyd replied. “We have rental assistance money, we have
housing vouchers, but we have nowhere to spend those funds and nowhere to use
those vouchers if the units are not affordable.”

Floyd said the city is exploring purchasing temporary shelters like those used
in Greensboro: 10 to 15 from Foldum Corp. created micro-accommodations. These
collapsible structures start at $10,000, with add-ons like bathrooms and
mini-kitchens available for purchase. The units start at 156 square feet — about
twice the size of the Greensboro pallet shelters — and Winston-Salem is
considering designs that can accommodate two people, with their rooms separated
by a wall for privacy.

Mayor Pro Tempore Denise D. Adams said the city needs to “break the mold” when
it comes to supportive housing and permanent supportive housing.

“What do people need right now where they are?” she asked. It won't always be a
“brick and mortar building,” she said.

Due to limited space, many of the city's homeless live in the estimated 270
encampments around the city. Councilman Robert C. Clark said people often call
him and say, “Why don't you close the camps?” Clark said his response was,
“Where do you want them to go?”

GUILFORD COUNTY PARKS HOSTS A SUMMER HIRING EVENT



Everyone knows it's hard to find good help these days, and that's especially
true when it comes to lifeguards.

At the 2024 Guilford County Board of Commissioners Retreat last week,
Commissioner Alan Perdue reminded staff how difficult it has been to hire
lifeguards in recent years and encouraged them to get started early.

This week, county staff did just that – they announced a job fair for lifeguards
and pool managers to prevent what happened a few years ago.

In 2022, Guilford County was unable to open its pools on time due to a lack of
lifeguards. To ensure something like this doesn't happen again, the county is
holding a job fair in March to fill lifeguard and pool manager positions at
Bur-Mil Park, Hagan-Stone Park and Northeast Park.

Salary starts at what the county calls a “competitive rate of $15 an hour” for
jobs that “provide an excellent entry point” into the parks employment ladder
for people ages 15 and older.

As part of the training, the county offers free American Red Cross lifeguard
certification as well as CPR and defibrillator training.

Anthony Ellison, assistant director of Guilford County Parks, said the jobs help
the teens mature and also give them some money for running around.

“Lifeguarding teaches teenagers and young adults a lot of responsibility and is
a great first job to lay the foundation for what is expected in the world of
work,” Ellison said.

Lifeguards with two years of lifeguard experience and one year of supervisory
experience are eligible to apply for pool manager positions at county pools.
These jobs offer a starting salary of $18.50 per hour.

ARYNA SABALENKA'S BOYFRIEND KONSTANTIN KOLTSOV DIES AT THE AGE OF 42



Koltsov, a former ice hockey player who played in the NHL for the Pittsburgh
Penguins, regularly supported Sabalenka at tournaments.

He was in Miami when he died, and the Miami-Dade Police Department said in a
statement: “According to investigators, on Monday, March 18, 2024, at
approximately 12:39 p.m., Bal Harbor Police and Fire Departments were dispatched
to the scene St Regis Bal Harbor Resort.



“The Miami-Dade Police Department, Homicide Bureau, responded and took over the
investigation into the apparent suicide of Mr. Konstantin Koltsov. There is no
suspicion of foul play.”

The world number two often referred to Koltsov in pictures and messages on
social media.

The news was announced by the Russian ice hockey team Salavat Yulaev Ufa, where
Koltsov was an assistant coach.

A statement on the club's website said: “It is with great sadness that we inform
you that Salavat Yulaev's coach Konstantin Koltsov has passed away. He was a
strong and cheerful person, loved and respected by players, colleagues and fans.

“Konstantin Evgenievich has forever written his name in the history of our club.
Koltsov, together with Salavat Yulaev, won the Russian Championship and the
Gagarin Cup and did a great job in the team's coaching staff.



“The Salavat Yulaev hockey club expresses its condolences to the family and
friends of Konstantin Evgenievich Koltsov.”

Koltsov represented Belarus at the 2002 and 2010 Winter Olympics and was also
the coach of the national team.

A statement on the federation's website said: “The Belarusian Ice Hockey
Federation extends its deepest condolences to the family, friends and everyone
who knew and worked with Konstantin Evgenievich.”

The Pittsburgh Penguins also paid tribute, saying in a statement on their
website: “The Penguins extend their deepest condolences to the family and
friends of former Penguins forward Konstantin Koltsov.”

“The Belarus native was selected in the first round of the 1999 draft by the
Penguins and was with the team from 2003 to 2006, playing 144 NHL games.”







The pictures showed fans of Salavat Yulaev celebrating Koltsov's memory in front
of the Ufa Arena.

Sabalenka, who won her second Grand Slam title at the Australian Open in
January, is in Miami and will play her first match at the Miami Open later this
week, although her participation must now be in serious doubt.

It is the second tragedy for the 25-year-old Belarusian, whose father Sergey,
also a former ice hockey player, died in 2019 at the age of 43.

Sabalenka's victory at the Australian Open fulfilled the dream she shared with
her father of winning two Slam titles by the age of 25, and speaking in
Melbourne she said: “It was really important. Of course he is my biggest
motivation. He was everything to me.”

SALEM COLLEGE NAMES JAVARA CEO AS COMMENCEMENT SPEAKER FOR 2024



Salem College has named Jennifer Byrne, co-founder and executive director of
Winston-Salem Clinical Care Research Group Javara, as commencement speaker for
its 2024 graduation ceremony.

The event will take place at 10 a.m. May 4 at the outdoor May Dell Amphitheater.

Summer McGee, president of Salem Academy and College, said that Byrne's
“compelling commitment to transforming the future of clinical research and
improving health is closely aligned with our Salem College vision of advancing
health equity in society, and with our mission to create healthier and more

Byrne is the former executive director of PMG Research, a national network of
clinical research sites, and founder of Greater Gift, a nonprofit organization
created to raise awareness of clinical research.

Byrne is a board member of Nmible, an advisory chair for the master's program in
clinical research management at Wake Forest University. She also serves in an
advisory capacity for the Wake Forest Institute of Regenerative Medicine, the
FCA Health Innovations Fund, and the Triad office of the NC Biotechnology
Center.

VICKI I. SARMIENTO – ORANGE COUNTY REGISTER



Vicki I. Sarmiento was born on October 27, 1958 in La Paz, Bolivia. Her parents
Vicente and Irma and her siblings Daisy and Vince came to the United States in
July 1965 when Vicki was six (6) years old. She grew up on Eastwood Avenue in
Santa Ana, California and attended John Muir Elementary, Lathrop Intermediate
and Santa Ana High School. Their humble home was always full of extended family
and was considered the epicenter of a growing Bolivian immigrant community.
Vicki has been married twice. She was the widow of her first husband, Antranik
Geuvjehizian, and is survived by her second husband, Dale Galipo. After high
school, Vicki attended UC Irvine, where she received her BS in Social Sciences
and a BA in Spanish Literature. She spent two (2) years in Spain, studying in
Madrid and Barcelona and discovering her love of traveling there. She then
attended UC College of Law San Francisco (formerly Hastings College of Law),
where she earned her Juris Doctor degree. At UC Irvine, Vicki was a founding
member of Mujeres Latinas, where she advocated for the rights of minorities and
women. In Hastings, she served as president of the La Raza Law Students
Association. After being admitted to the California bar in 1988, Vicki began
working for the Los Angeles District Attorney's Office, prosecuting cases on
behalf of the city and gaining extensive trial experience. In 1991, she founded
her own practice, representing clients in personal injury and civil rights
cases, her true calling. As a civil rights attorney, she specialized in injury
and wrongful death cases arising from police brutality, excessive force, deaths
in custody, denial of medical care to inmates, assault and sexual abuse of
minors in juvenile correctional facilities, wrongful convictions, and racial
profiling. Directly or indirectly, their cases were impactful and led to
significant systemic change. Vicki accepted difficult and often risky cases
involving important civil rights issues, becoming a respected leader in her
field. She testified before a congressional committee on excessive police force
cases, provided televised legal commentary during the OJ Simpson trial, and was
featured in the “90 Minutes” documentary for her work on the Vanessa Marquez
case. She was named one of Pasadena Magazine's 2017-2018 “Top Lawyers” and a
2021 National Lawyer's Guild Honoree. She has been a frequent panelist on civil
rights issues, including at the National Police Accountability Project, Consumer
Attorneys of California, and volunteered at a civil rights clinic at UC Irvine
Law School. But Vicki's outstanding career was not her greatest achievement in
this world. The source of Vicki's greatest joy and sense of achievement came
from the personal relationships she built and maintained. In a world where
everyone is busy and has no time for personal contact, Vicki's most precious
gift to those she loved was the gift of time. Vicki miraculously made time for
everyone who came to her. She was a devoted wife, daughter, sister, aunt, friend
and colleague who answered every phone call and text message. She was there to
celebrate every triumph and provide encouragement through life's challenges. The
beautiful and brilliant Vicki will live on forever in our hearts and minds.

A MONUMENT TO GREENSBORO HISTORY – THE CAROLINIAN

My connection to the Carolina Theater in downtown Greensboro is deeply personal.
I worked there in my teens and early 20s and was completely mesmerized by the
theater's beautiful architecture and impressed by its rich history. I am a
lifelong Greensboro resident and have fond memories of Christmas performances
with the Piedmont Jazz Orchestra, my first date (we saw). When Harry met Sally)
and my high school pageant at The Crown, the black box theater on the third
floor.

The Carolina Theater opened its doors on Halloween night 1927. Mayor Paul
Lindley was the first to purchase a ticket. The theater was a spectacle of
Greek-inspired architecture: high windows and ceilings, columns, sculptures and
walls painted in gold, red and green. It was also the first commercial building
in Greensboro to have air conditioning, marking a significant milestone in the
city's history.

Early events included silent films and live performances by orchestras, as well
as variety shows. In 1928, the Carolina Theater became the first facility in
North Carolina to install a Vitaphone speaker system for the new genre of
talkies. The first sound film shown in the theater was Gorgeous Betsywith Conrad
Nagle, followed by The jazz singerwith Al Jolson.

The late 1960s brought challenging times for the Carolina Theater as suburban
businesses and movie theaters grew and people moved from downtown. The theater
was about to be demolished. However, in 1975, the United Arts Council granted a
venue extension. Thanks to generous donations from volunteers, the magnificent
theater made a triumphant comeback and reopened in 1978.

In 1981, a woman ventured into the theater's stairwell and set the place on
fire, forcing the theater to close again. In 1988, the United Arts Council
raised over $5 million to renovate the theater and expand the Greensboro
Cultural Center. After three years of restructuring, the Carolina Theater was
back, although the main hall was reduced from its previous 2,200 seats to its
current total capacity of 1,130 seats.

The United Arts Council helped the Carolina Theater become an independent
nonprofit organization in 2006. Another $2.8 million renovation, approved in
2018 and completed in two phases, improved the theater space, The Crown, as well
as seating, restrooms and other audience amenities. The second phase included
the restoration and preservation of the theater's exterior, including the leaded
glass steel-framed windows and terra cotta decorative details, to further
enhance the beauty of the Carolina Theater.

I will never forget the time I spent at the Carolina Theater and I am glad that
my memories will forever be tied to the history of Greensboro's most venerable
theater house. I'm always happy to come back as a viewer when an old film is
released!

TAMPA-ST. PETERSBURG RECORDED M&E GROWTH OF 20 PERCENT IN FEBRUARY



Tampa-St. Petersburg, Florida, led the way in meetings and events growth among
the top 25 markets in February, with a 20 percent increase year-over-year,
according to Knowland. Denver and Boston followed in second and third place,
with national associations and technology groups leading the way in four of the
five largest markets.

averaged 124 visitors, while secondary markets averaged 118 visitors.

Further insights into the key industry drivers for the 25 markets with the
highest meeting volume include:

 * Tampa-St. Petersburg (up 20 percent): state association, healthcare,
   charity/non-profit/social services, technology and wedding.
 * Denver (up 7 percent): technology, national association, education, health
   care and construction.
 * Boston (up 15 percent): education, healthcare, technology, education/training
   and travel.
 * Nashville (up 7 percent): technology, manufacturing, national association,
   healthcare and consulting.
 * Las Vegas (up 5 percent): National Association, Technology, Sports
   Entertainment, Charity/Nonprofit/Social Services and Automotive.

The five high-growth secondary markets and their top industries were:

 * Louisville (plus 2 percent) – national association (15.2 percent) and state
   association (8.1 percent)
 * Colorado Springs, Colorado (up 8 percent) – Education (9.3 percent)
 * Greensboro-Winston Salem, North Carolina (up 7 percent) – Education (23.8
   percent)
 * Wisconsin South, Wisconsin (plus 2 percent) – state association (18 percent)
 * Myrtle Beach, South Carolina (up 0 percent) – religious (14 percent)

Knowland recently reported a 50 percent increase in usage of its data platform
by convention and conference centers in 2023. Groups now prefer to move events
to alternative markets rather than downsize within the same chain size for cost
reasons, giving venues other than hotels an opportunity to compete for group
business, Knowland said.
