Quebec Premier François Legault is engaging in an alarming attack on the rights
of non-French speakers with his Coalition Avenir Québec government’s
controversial Bill 96.

The legislation will make significant demands on businesses, schools and other
public service providers. Its aim is to curtail the use of languages other than
French in these settings.



Former federal NDP leader and Quebec cabinet minister Tom Mulcair told Postmedia
that the bill is an “absolutely bizarre, disconnected attack” on anglophones.

English speakers were once considered a privileged minority in Quebec, but now
they are behind French speakers in income levels and employment rates. It seems
only vindictive to introduce legislation that would serve to further isolate
them.



The percentage of students who will be allowed to enroll in English language
problems in the province’s CEGEP college system will be capped at 17.5%.

Businesses are concerned about added paperwork requirements as well as a new
rule that says a company must take “all reasonable means” before having a
position that requires knowledge of a language other than French. This will be a
hassle for companies that do business with customers and suppliers outside of
Quebec, as they need multilingual employees.



Quebec’s language laws — which have been in effect since the 1970s — previously
applied only to businesses with over 50 employees, but now any company with 25
or more employees will need to register with the government and report on the
state of French in their organization.

Businesses can face consequences if they’re found to not be doing enough. One
outrageous example is a company that had to change its software after a
government inspector found employees were using English-language software.

The concerns spillover from businesses to healthcare. Bill 96 also calls for
public service providers to exclusively use French, and this has doctors
concerned that, despite some exemptions for hospitals, clear communication
between medical providers and patients will suffer and worsen health problems.

One challenge is that experts are still debating how to interpret the wording of
the bill and are also left wondering how much discretion, whether it be strict
or lax, will play a role in enforcing these rules.

Bill 96 is a clear case of massive government overreach.
