President, First Lady Celebrated for Foreign Policy Achievements
Secretary Rice (Jan. 15): "We Americans know from our own experience that it is
not easy to live up to high ideals, that the road to democracy is long, but
worth the journey. And so we have insisted that the struggle for democracy is
right, not out of arrogance, but out of the humility of believing that every
man, woman, and child, whatever their color or religious beliefs, deserves the

The Responsibility to Democracy
Secretary Rice (Jan. 16): "America is...a country that started out with certain
very important institutions. And in many ways, first and foremost among them was
a free press. Thomas Jefferson called it the fourth estate. And he understood
and the founders understood that a free press was at the center of the ability
of a democracy to deliver on its promise of accountability to those who brought
them to power, because the consent of the governed cannot be taken for granted.

Secretary Rice (Jan. 16): "This Memorandum of Understanding...provides a series
of steps that the United States and Israel will take to stem the flow of weapons
and explosives into Gaza. The United States is reaching out to its partners, as
well. And together, the steps that we and other members of the international

Spokesman McCormack (Jan. 16): "This Administration, certainly, on behalf of the
United States, has made it very clear our commitment to Israel’s security on a
number of different occasions, in a number of different ways. And it’s safe to
assume that that continues. And I would expect the incoming administration to
recommit itself to those similar guarantees. As a matter of fact, I think they

The Citizens' Report is a summary of performance and financial results for
fiscal year 2008. The report presents to the reader the Department's highest
priorities in the conduct of U.S. foreign policy, and strengths and challenges
in implementing programs that pursue our country's foreign policy agenda. A
counterpart to the Citizens' Report is a podcast message from the Under
Secretary for Management discussing how the State Department carries out its
diplomatic mission.
U.S., U.A.E. Sign Peaceful Nuclear Cooperation Agreement
Secretary Rice (Jan. 15): "We’re here to sign this as a tangible expression of
the U.S. desire for active cooperation with states in the Middle East and around
the world to meet their energy needs in a manner that is consistent with the
highest standards of safety, of security, and of nonproliferation." Full Text
