Public discourse about poverty usually represents poverty as a relatively static phenomenon — “poor people” tend to stay poor until they are “lifted out of poverty.” The dynamics of poverty are considerably more complex, however. One main driver is the finding or loss of employment, which creates an intrinsic link between employment and use of social assistance programs. Although Minnesota Temporary Assistance for Needy Families (TANF) participants are diverse on many dimensions, one of the least well-understood is how they relate to their labor market experience, both before and after a TANF spell, especially aspects of that experience beyond the simple distinction between employment and non-employment. In this research, we explore and characterize the labor market experience of participants in the program. A unique feature is the collaboration between a state agency and university. The analysis is conducted by staff from the Minnesota Department of Human Services with direction given by Professor Joe Ritter at the University of Minnesota.
