ABSTRACT

There was a time when the ideal of the multinational state seemed to many to be
a valuable end in itself. As Lord Acton put it in a celebrated essay, ‘the
coexistence of several nations under the same state is… one of the chief
instruments of civilisation’. It represented, he argued, ‘a state of greater
advancement than the national unity which is the ideal of modern liberalism.’1
