WHILE CDRI IS CURRENTLY FOCUSING ON MEETING REQUIREMENTS IN DISASTER PRONE SOUTH
PACIFIC ISLAND STATES, THE COALITION IS EXPANDING TO INCLUDE AFRICA UNDER ITS
AMBIT, ET HAS LEARNT. CDRI WILL BE IN FOCUS WHEN THE PM VISITS THE PACIFIC
REGION IN THE NEAR FUTURE FOR A SUMMIT WITH SMALL ISLAND STATES.

PTICDRI works through a unique model that does not push countries into debt trap
unlike China’s Belt and Road Initiative and rather focuses on capacity building
and training initiatives for sustainable development.
New Delhi: The Coalition for Disaster Resilient Infrastructure, or what is
popularly known as CDRI that was initiated by PM Narendra Modi, is aiming to
expand its membership to include Africa where countries are seeking sustainable
infrastructure that does not push them towards debt.

While CDRI is currently focusing on meeting requirements in disaster prone South
Pacific Island states, the coalition is expanding to include Africa under its
ambit, ET has learnt. CDRI will be in focus when the PM visits the Pacific
region in the near future for a summit with small island states.

CDRI works through a unique model that does not push countries into debt trap
unlike China’s Belt and Road Initiative and rather focuses on capacity building
and training initiatives for sustainable development. CDRI held its flagship
annual event in New Delhi that brought together several stakeholders from across
the globe.



Addressing this event, the prime minister said that CDRI arose from a global
vision and that in a closely connected world, the impact of disasters will not
just be local. Therefore, “our response has to be integrated, not isolated”, he
said.

He noted that in just a few years, over 40 countries from advanced and
developing countries, large or small or from global south or global north have
become part of the CDRI. He found it encouraging that apart from governments,
global institutions, private sectors and domain experts are also involved.

CDRI is an international coalition of countries, UN agencies, multilateral
development banks, private sector, and academic institutions.



CDRI has also launched Infrastructure for Resilient Island States (IRIS). It may
be recalled that IRIS was jointly launched at the World Leaders Summit at COP26
in Glasgow, UK, by the prime ministers of India, UK, Australia, Fiji, Jamaica
and Mauritius. IRIS is a dedicated initiative that aims to support Small Island
Developing States (SIDS) in achieving sustainable development through a
systematic approach to resilient, sustainable, and inclusive infrastructure.




Elaborating on IRIS, Kamal Kishore, member, National Disaster Management
Authority (NDMA), told ET, “We are in long haul and long-term engagement. We are
not focusing on ‘fly in fly out’ rather an accompanying model. We are also
focusing on peer-to-peer exchange among CDRI member states. Besides, small
countries have limited absorption capacity. Therefore, we are tailoring our
support”.

SIDS are highly prone to disasters due to climate change and extreme weather
events such as sea level rise, coastal flooding and erosion, tsunamis and storm
surges. Most of these island states also face development challenges that
constrain their economic prospects such as remoteness to global markets, poor
connectivity, lack of economies of scale, inadequate labour mobility, low levels
of development combined with rapid population growth and limited capacity to
adapt.
