<p dir="ltr" class="article-content-bold"><strong>The cancellation of the northern leg of HS2 between Birmingham to Manchester has seen a swathe of industry bodies and other groups demand stronger assurances alternative logistics
projects will go ahead.</strong></p>
<p dir="ltr">After the announcement that £36 billion of HS2 funding will now be redirected into other infrastructure projects throughout the Midlands and the North, Transport for the North chair, Lord Patrick McLoughlin, said industry
would require “further clarification” over the nature of the funding and next steps. </p>
<p dir="ltr">Other associations echoed this sentiment, adding the funding should be directed to logistics and infrastructure upgrades, decarbonisation, and improved training.</p>
<p dir="ltr">Kate Jennings, UK policy director at trade association Logistics UK told Supply Management that concrete policies are needed now, to prevent undermining investor confidence and the likelihood of businesses failing to
support large infrastructure projects. </p>
<p dir="ltr">She added that any funding now needs to be better utilised by developing a “national logistics networks”.</p>
<p dir="ltr">She said: “You need both rail and road infrastructure. The government needs to make sure connections on rail are suitable for freight. Greater upgrades and levels of electrification can release capacity for use by freight.
That will also support the delivery of net zero.”</p>
<p dir="ltr">Goods movement organisation, the Chartered Institute of Logistics and Transport (CILT), warned the economies of the North and Scotland would now be “significantly disadvantaged” without the “dramatic improvements in
connectivity” that the full completion of HS2 would have brought.</p>
<p dir="ltr">CILT strategic rail policy group spokesperson, Julian Worth, said: “The climate crisis is worsening by the year and the need to decarbonise is becoming greater and more urgent. Net Zero 2050 remains an imperative and the
government must not weaken long-term commitments for short term expediency. Funding should not be diverted to high carbon road projects simply to satisfy the demands of a vocal minority.”</p>
<p dir="ltr">Worth warned that while battery-powered HGVs would certainly aid in these efforts, a full modal shift to rail – by increasing capacity at key locations and electrifying missing links in the core rail freight network – would
be more cost-effective and impactful.</p>
<p dir="ltr">This would be a “key strategic investment for freight and logistics, supporting supply chains for businesses in the Midlands and the North,” Worth added.</p>
<p dir="ltr">Industry body the Road Haulage Association (RHA), meanwhile, welcomed increased funding for road maintenance and the more than 70 other road schemes that were announced.</p>
<p dir="ltr">Jennings said: “HS2 was really about capacity, not about speed. Decisions to delay, review, and stop-start investment always add cost and create investor uncertainty. When you look at other countries, they’ve always got
more consistent spend, and less stop-start investment.”</p>
<p dir="ltr">UK prime minister Rishi Sunak’s announcement of the cancellation of HS2 came after spiralling costs led him to say that the case for the project had changed, with spend more likely to have greater impact if directed to lots
of local projects. </p>
<p dir="ltr">But while McLoughlin said this investment was “obviously welcome”, he added that the cancellation was “a missed opportunity for the region, and the country as a whole”.</p>
<p dir="ltr">He said that industry would require “further clarification” from over the nature of the funding and next steps.</p>
<p dir="ltr">Sunak also announced a new post-16 educational qualification, replacing A-levels and T-levels with a new qualification called the advanced British standard, where all students would study maths and English to the age of 18.
</p>
<p dir="ltr">RHA director of public affairs and policy, Declan Pang, warned that Sunak’s announcements surrounding education must “ensure young people are invested in their education post-16 and connected to jobs for the future.”</p>
<p dir="ltr">“It is vital that the high-quality vocational training required for working in the road transport industry is available to young people,” Pang said.</p>

After the announcement that £36 billion of HS2 funding will now be redirected into other infrastructure projects throughout the Midlands and the North, Transport for the North chair, Lord Patrick McLoughlin, said industry would require “further clarification” over the nature of the funding and next steps. Other associations echoed this sentiment, adding the funding should be directed to logistics and infrastructure upgrades, decarbonisation, and improved training. Kate Jennings, UK policy director at trade association Logistics UK told Supply Management that concrete policies are needed now, to prevent undermining investor confidence and the likelihood of businesses failing to support large infrastructure projects. She added that any funding now needs to be better utilised by developing a “national logistics networks”. She said: “You need both rail and road infrastructure. The government needs to make sure connections on rail are suitable for freight. Greater upgrades and levels of electrification can release capacity for use by freight. That will also support the delivery of net zero.” Goods movement organisation, the Chartered Institute of Logistics and Transport (CILT), warned the economies of the North and Scotland would now be “significantly disadvantaged” without the “dramatic improvements in connectivity” that the full completion of HS2 would have brought. CILT strategic rail policy group spokesperson, Julian Worth, said: “The climate crisis is worsening by the year and the need to decarbonise is becoming greater and more urgent. Net Zero 2050 remains an imperative and the government must not weaken long-term commitments for short term expediency. Funding should not be diverted to high carbon road projects simply to satisfy the demands of a vocal minority.” Worth warned that while battery-powered HGVs would certainly aid in these efforts, a full modal shift to rail – by increasing capacity at key locations and electrifying missing links in the core rail freight network – would be more cost-effective and impactful. This would be a “key strategic investment for freight and logistics, supporting supply chains for businesses in the Midlands and the North,” Worth added. Industry body the Road Haulage Association (RHA), meanwhile, welcomed increased funding for road maintenance and the more than 70 other road schemes that were announced. Jennings said: “HS2 was really about capacity, not about speed. Decisions to delay, review, and stop-start investment always add cost and create investor uncertainty. When you look at other countries, they’ve always got more consistent spend, and less stop-start investment.” UK prime minister Rishi Sunak’s announcement of the cancellation of HS2 came after spiralling costs led him to say that the case for the project had changed, with spend more likely to have greater impact if directed to lots of local projects. But while McLoughlin said this investment was “obviously welcome”, he added that the cancellation was “a missed opportunity for the region, and the country as a whole”. He said that industry would require “further clarification” from over the nature of the funding and next steps. Sunak also announced a new post-16 educational qualification, replacing A-levels and T-levels with a new qualification called the advanced British standard, where all students would study maths and English to the age of 18. RHA director of public affairs and policy, Declan Pang, warned that Sunak’s announcements surrounding education must “ensure young people are invested in their education post-16 and connected to jobs for the future.” “It is vital that the high-quality vocational training required for working in the road transport industry is available to young people,” Pang said.
