It seems to be cautiously supportive of decentralisation policy and hopes that
it will contributes to the overall goal of building an effective state capable
of delivering services to its citizens. Thereafter, the GTZ contributed to the
working plan for the implementation of the Act, conducting trainings and
promoting the Act in relevant ministries and at state and local government
level. The Project Manager of UNDP 26 supported this point further by noting
that although no documents on past procedures exist, the people working in that
area have clear pictures in mind on the proper functioning and structure of
local governments.

Policy frameworks and strong local governments with sustainable financing
systems able to provide basic services are the desired outcomes of their work.
These objectives clearly reflect the above-mentioned goals connected with
decentralisation to a greater, and state-building to a lesser, degree —
development, democracy, and peace. The Project Manager 26 stated that the UNDP
has seen decentralisation as an important policy tool since the s, and has
correspondingly taken these connections for granted, especially that between
decentralisation and poverty reduction.

From on, it was particularly involved in the different steps of the development
of the Local Government Framework. The UNDP highlights the importance of
traditional leaders because, as they have been the only constant in local
governance, they enjoy certain legitimacy. One has to work with what exists,
even if it is not compatible with human rights. This observation shows that the
international community in South Sudan is willing to adapt its understanding of
decentralisation and the state to local conditions in order to create an
indigenous form of the state and avoid paternalistic colonialism.

That said, the state is still expected to function in the Western way —
democratic, effective, capable of service delivery, the provision of law and
order, and so on. Of course, the protection of rights may follow from some of
the other responsibilities, such as service delivery which could ideally leads
to protection of the rights to water or housing.

Although local development is also not designated with any specific tasks
either, I will argue later on that it may be connected to the service delivery.
He represented the South during the negotiations that led to the CPA in , and

with about this sentence had already heard it, and had an interpretation of its

The general understanding of this statement by non-governmental South Sudanese

EXPLORING TOURISM (SOUTH SUDAN)

We developed a meta-database of over primary datasets, needs assessments and

did not want to return to their areas of origin for fear of continued fighting.
Extensive damage has been reported to houses and farmland, as well as to
transportation, communication, water, end electricity infrastructure,
particularly in Odisha. Various historical events and legal texts have thus
shaped the current understanding of decentralisation as presented in the Local
Government Act and the images of decentralisation in the minds of the people.
Boma National Park is the largest park in all of Africa. It also has the
potential for conflict with the understanding of decentralisation as self-rule
based on tribal identities which, due to the demands of the population, has
already been incorporated into the Local Government Act. We hope this will

the populace in the proclaimed Ambazonia region is criminal.

The decision not to participate in the elections and the subsequent attack have
heightened tensions in the Northwest and Southwest regions, increasing

households often experience multiple vulnerabilities at once, and that being
vulnerable in one way often leads to another form of vulnerability, resulting in
an inescapable and vicious circle.

Even those who are least vulnerable and appear to have a safety net, such as
remittances from abroad, are not completely immune from vulnerability.

This report covers August to October A series of violent attacks against
civilians in Beni city and Beni territory in North Kivu province in November has
triggered mass displacement across the territory with an unconfirmed number of
people fleeing to Beni city. In response to the attacks, residents in Beni began
protesting the lack of protection on 22 November.

Several organisations have announced the evacuation of staff from Beni until
calm is restored. An unconfirmed number of civilians has died in clashes with
security forces. Limited access due to insecurity in Beni territory and violent
protests in Beni city make it difficult to verify information on IDPs.

Each year we take stock of our work and put together an annual report — you may
have noticed we have published a variety of formats and layouts over the years,
very much reflecting our own internal learning and evolution. This year we chose
to provide four different perspectives on the global humanitarian situation.

Within these pages you will find a comparative analyses of 14 of the major
humanitarian situations with respect to the affected populations, people in need
and humanitarian access; an analysis of three highly complex and evolving
regional crises the sector grappled with over the year; and a spotlight on three
severe crises that did not get sufficient attention in Finally, as the year
comes to a close, we have identified a number of risks that may lead to a
significant deterioration of particular crises in We hope you will find these
perspectives informative and useful in your planning for August saw the

and preventative methods, such as aerial sprays. Despite international and
national interventions, as of 5 November the infestation is not under control.
The presence of locusts in the crop-producing regions of Somali, Amhara, Tigray,
Oromia are expected to severely hamper food security and livestock productivity.
