THERE ARE 4 LEVELS OF COMMISSIONING SOPHISTICATION

Which one describes your projects?

LEVEL 1


ABSENT COMMISSIONING

These are projects where commissioning is an after-thought – construction is
complete, but there was no consideration for planning commissioning activities
or any time on the schedule to execute commissioning. The budget is well
over-spent with no money to complete commissioning. WIth no plan for
commissioning, projects end up significantly late and over-budget.

LEVEL 2


COWBOY COMMISSIONING

These are projects where commissioning activities are at least included in the
original project budget, but there is no planning in advance to ensure
commissioning goes smoothly. There is no upfront effort to create checklists and
procedures, with the intent to mobilize the commissioning team to the site just
prior to on-site commissioning and figure it out on-the-fly. With no preparation
of commissioning documentation in advance, it is the wild-west (hence the name).
With no structured commissioning process, the project quickly spirals out of
control ending up late and over-budget.

LEVEL 3


SILOED COMMISSIONING

These are projects where the importance of commissioning is recognized, with
proper planning and execution of a structured commissioning process, but with
minimal interaction between design, construction, and commissioning groups. The
commissioning activities are well planned, but with all 3 groups working in
isolation and not really sure what the other groups are doing. This always leads
to problems at the end of the project during commissioning.

LEVEL 4


INTEGRATED COMMISSIONING

These are projects that take a proactive approach to ensure that before a
project is started, it can also be successfully completed during commissioning.
These projects have all groups working collaboratively together starting at the
beginning of the project to ensure all upfront activities are done to de-risk
the project during commissioning. This is only possible with an integrated
approach to commissioning, proactively considering commissioning during all
phases of the project and as early as the conceptual stage. Integrated
commissioning is really about proper risk management to make sure projects are
completed on-time and on-budget.
