DR. ALVIN B. JACKSON JR., CITY MANAGER

A recognized public/private sector leader in local and state government,
economic and workforce development, and marketing, Dr. Alvin B. Jackson, Jr.
also possesses an in-depth understanding of the unique cultural needs of
not-for-profits and faith-based organizations.

Alvin is a strategic and results-driven Executive Leader focused on achieving
exceptional results for administrative and operational functions in
growth-oriented environments that demand continuous improvement. He possesses
more than 30 years of experience leading organizations to exceed their
performance goals through customer service and process improvements while
building strategic partnerships with key decision-makers and stakeholders. A
customer-focused leader possessing a unique blend of marketing, business, and
financial strengths, he has spearheaded breakthrough accomplishments and
increased revenues throughout his career.

In a very short time as Alvin helped SCTDC update by-laws, come into full
compliance with state statutes, clearly articulating the Tourist Development
Board role, created a data-driven marketing strategic plan, revamp grant
programs, hired PR and advertising firms, and rolled out with a new marketing
brand, logo and website.

Alvin spent the four (4) years as SCEDO Director, providing strategic oversight
and effectively leading the organization to new levels of efficiency and
success. In 3 1/2 years, he directed the recruitment and expansion of 21
companies that drove more than $166 million in capital investment, creating over
800 new jobs, drafted a performance-based Business Incentive Program that drove
an additional creation of over 650 jobs for a total investment of $5.2 million
dollars. In addition, Alvin recommended and created a new Land Use category,
titled “Employment Centers”, which would accommodate a mixed use of business,
industrial, manufacturing, commercial, retail and limited residential
properties. He secured $3.2 million to construct a wastewater treatment
infrastructure at the hottest sites in the region, l-75/CR 136 (White Springs
Exit).

Prior to joining SCEDO in 2014, Alvin served as Vice President and Leadership
Coach of The Jackson-Vaughans Group, Inc. in Boynton Beach, FL (2013-2014) and
Executive Director of Hallandale Beach Community Redevelopment Agency in
Hallandale Beach, FL (2011-2013).

Alvin successfully led the Hallandale Beach Community Redevelopment Agency;
implementing the CRA’s Community and Economic Development initiatives to
eliminate slum and blighted conditions, creating a sustainable job, and
expanding the overall tax base. He managed five employees and oversaw an
$11-million annual budget. He also updated a 10-year-old CRA Plan, created a
programmatic Outcome-driven implementation plan with success measures, and
developed an Economic Development Strategic Plan for Hallandale Beach –
identifying targeted industries and outlining strategies for implementation.

Alvin also served as Deputy Executive Director of South Florida Water Management
District, Florida’s largest water management agency. In this key role, he
directed all business functions and oversaw local government and
outreach/communications for this $1-billion agency with more than 1,800
employees.

Alvin’s successful marketing and outreach strategies led to the creation of the
agency’s first comprehensive strategic plan, linking programs and budgets into
one integrated work plan. Alvin also led “The Economic and Small Business
Initiative” for the Everglades restoration project – creating over $200 million
in opportunities for local businesses, creating 700 jobs and a $33-million
payroll, and fostering an economic impact of $87 million on the local economy.

While serving as the Deputy County Manager and Economic Development Leader,
Alvin focused on long-term viability by leading and implementing an economic
development strategic planning initiative that included more than 120
businesses, along with community and educational leaders. The initiative
attracted more than 50 new industries to Lake County in just three years –
including the development of a 528-acre industrial park that added more than two
million square feet to the county’s tax roll.

Again demonstrating his knowledge of effective marketing and outreach
strategies, Alvin also implemented a Job Investment Trust Fund where the County
invested over $2 million, and created 2,000 new jobs within a three-year period,
resulting in an $80 million return on the County’s investment. He also acquired
funding for a variety of programs and projects where no funding previously
existed – securing $100,000 for Grassy Waters Foundation from Wal-Mart for
environmental education programming; $1.2 million from the South Florida Water
Management District for Everglades Restoration workforce training; $600,000 for
the South Florida Water Management District from Wal-Mart for Everglades
construction job creation; and more than $20 million in grant funding from
federal and state governments at no cost to municipalities.

Alvin’s diverse and decorated career also includes leadership roles in
sustainable housing. He initiated Affordable Housing opportunities for
Low-to-Moderate Income families: creating affordable housing partnerships with
14 local governments and nine major banks, which resulted in more than 5,000 new
homes built; serviced more than 600 business and residential loans with a
portfolio value of over $1.8 million; administered a $1.1-million affordable
housing Neighborhood Stabilization Program (NSP) Rehabilitation project; and
provided construction management, certified buyers, marketed the units, and
coordinated bank mortgages.

Alvin holds a Bachelor of Arts from the University of Maryland in College Park,
MD, as well as Masters and Doctorate of Ministry Degrees from The Thomas Brown
Bible College in Jacksonville, FL. He is also the author of the book It Is
Another Great Day: An Inspiring Guide to Effective Leadership (Quantum
Publishing Group, 2009).
