ABOUT SHERIFF SUSAN HUTSON

Sheriff Susan Hutson was elected Orleans Parish Sheriff on December 11, 2021 and
was sworn-in on May 2, 2022; making history as the first African-American woman
to serve as sheriff in Louisiana and the first woman to serve as sheriff in New
Orleans.

Hutson, born in Philadelphia and raised in Houston, completed her undergraduate
studies at the University of Pennsylvania and earned a law degree from Tulane
University School of Law. She has previously served as a defense attorney and
prosecutor before becoming police monitor for the Los Angeles Police Department
from 2007-2010, where she also oversaw local detention centers.

In 2010, she returned to New Orleans and was appointed the Independent Police
Monitor for New Orleans in 2010 and served until 2021.Hutson’s work as New
Orleans Independent Police Monitor secured dozens of oversight victories on
behalf of the community, including: the establishment of a critical incidents
investigation team to probe officer-involved shootings; securing the adoption
and release of body camera footage; and opening investigations into complaints
of retaliation from the public and from within the ranks of NOPD.

Sheriff Hutson is the immediate Past President of the National Association for
Civilian Oversight of Law Enforcement (NACOLE), Past-President of the
International Law Enforcement Auditors Association (ILEAA), and a current member
of the Louisiana Sheriff’s Association, and the Independent Women’s
Organization.

ORLEANS PARISH SHERIFF'S OFFICE FILES ADDITIONAL CORRECTIVE ACTION PLAN FURTHER
DETAILING ROADMAP TO COMPLIANCE

NEW ORLEANS (August 2, 2024) – The Orleans Parish Sheriff’s Office (OPSO) has
submitted an additional formal corrective action plan to the federal district
court. The plan, filed Friday, August 2, 2024 is in addition to the
collaborative plans filed with the court in June, the first such documents
created in the 11-year history of the consent judgement. This submission marks
further significant steps in OPSO's ongoing efforts to achieve compliance with
the federal consent decree currently governing operations at the Orleans Justice
Center (OJC).

This filing, which addresses 31 provisions currently graded as being in partial
compliance, was created under the leadership of Major Silas Phipps, director of
OPSO’s Compliance and Accountability Bureau. It was then presented to the
federal monitors, U.S. Department of Justice, and the plaintiff’s attorneys for
review. Their feedback was incorporated into the document, which was then filed
with the court.

Issues addressed in this filing include increased training for dealing with
special management populations, supervisor security checks of housing units, and
de-escalation procedures.

The combined corrective action plans approved in June, filed today, and yet to
be filed, are the roadmap that OPSO will need to achieve compliance with the
consent decree. OPSO will also submit its final corrective action plans in
September, which will address the remaining provisions graded as partially
compliant.

Our overall efforts to comply with the consent decree reflect our dedication to
justice, safety, and the well-being of everyone in our facilities. Adhering to
these standards is not only a legal obligation but also a moral imperative,
reflecting OPSO's commitment to the safety and well-being of all residents and
staff.

ORLEANS PARISH SHERIFF’S OFFICE ANNOUNCES APPOINTMENT OF JEWORSKI “JAY” MALLETT
DEPUTY CHIEF OF CORRECTIONS

New Orleans (July 17, 2024) – Orleans Parish Sheriff Susan Hutson is pleased to
announce that Jeworski “Jay” Mallett has been appointed Deputy Chief of
Corrections at the Orleans Justice Center. Mallett assumed the role on July 15,
2024.

 

“We are thrilled to have Mr. Mallett join the OPSO team. As a highly
sought-after corrections expert and consultant with more than 23 years of
experience working in various corrections facilities, Mr. Mallett will play an
integral role in ensuring we operate efficient, safe and secure jail
facilities,” Sheriff Hutson said.

 

Mallett comes to New Orleans after a distinguished public service career with
the Mississippi Department of Corrections (MDOC) where he retired as deputy
commissioner this past June.

 

“There is a really good staff here, and I’m confident in the abilities of the
team that’s being put together,” Mallett said.

 

In his previous role, Mallett oversaw the coordination and direction of
operations for all MDOC institutions, including their satellite operations. His
work included formulating plans and directing the operating functions through
facility superintendents and wardens.

 

He also served as liaison representative between State and Federal authorities,
making legislative recommendations and developed and implemented policies and
procedures necessary for proper administration of security of state facilities,
including budgetary requests and administrative expenditures for MDOC.

 

“I look forward to supporting Sheriff Hutson and the entire jail staff as we
work together toward the agency’s mission of achieving compliance and ensuring a
safe and secure facility for staff and residents,” Deputy Chief Mallett said. “I
plan to build a team that allows every member to take pride and ownership in
moving the agency forward through collaboration, cooperation, and dedication.”

 

In 2020, Mississippi Governor Tate Reeves awarded Mallett the “Excellence in
State Government” award for innovation in public administration and a commitment
to public work at state and local levels.

 

After graduating Alcorn State University, then Delta State University with an
MBA, Mallett joined the Mississippi Department of Corrections in 2000. He served
on the maximum-security cellblock of Mississippi State Penitentiary at Parchman
and was Director of Records from 2013 to 2020 prior to becoming Deputy
Commissioner of Institutions. A member of the American Correctional Association,
Mallett has worked with several criminal justice agencies across the United
States.

OPSO DEPUTIES, FORMER DEPUTY & DETAINEE CHARGED WITH CONSPIRACY & INTRODUCING
CONTRABAND AT OJC

Mon, Jul 15, 2024, 11:10 p.m. BST

Two Orleans Parish Sheriff’s Office deputies, one former deputy, and one
individual currently in custody at the Orleans Justice Center, have been charged
in connection with a conspiracy to introduce contraband into the OJC.

In late May of 2024, following up on information regarding the possible
introduction of contraband into OJC, deputy Thomya Bryant (DOB: 02/10/1999)
admitted to passing contraband to an inmate when questioned by OPSO Internal
Affairs Division investigators. The contraband consisted of approximately four
hollow ink pens containing suboxone strips valued at approximately $500.

Further investigation revealed that another deputy, Giona Gibson (DOB:
09/05/2001), was enlisted to bring additional contraband consisting of
approximately 10 hollow ink pens containing suboxone strips into the facility in
April of 2024. Gibson changed her mind and did not go forward with the plan.

Both current deputies have been suspended pending the outcome of the internal
investigation.

Gibson is charged on count each of criminal conspiracy, malfeasance in office,
and compounding a felony. Bryant is charged with introduction of contraband into
a correctional facility and malfeasance in office.

Former deputy Dymond Smith (DOB: 06/23/2002), who was terminated in December of
2023 for disciplinary infractions, is charged with public bribery and criminal
conspiracy for her role in providing the drugs.

Kevin Ratliff (DOB: 02/16/1991), currently in custody at OJC, will face
additional charges of criminal conspiracy and public bribery.
