   Extremism is like cancer: It will always exist, but ignoring it runs the risk

 * Victory can provoke a backlash from the losers, or balancing behavior from
   other states that help to constrain the victor. Battlefield gains could be
   offset by strategic, diplomatic, political, or economic losses in other
   areas. Policymakers have to think about those larger issues when considering
