   shortage is a compelling idea, but the economics and logistics of such
   projects are complex. Significant incentives for the conversion of these
   properties to both market-rate and affordable housing may be needed to

 * You sometimes hear people say that these folks are on the street because
   they're 'service resistant.' It's really that too many services are client
   resistant. If any one of us who are housed had to go through what a person
   experiencing homelessness has to go through, just to find housing, we might

   HELPING COASTAL COMMUNITIES PLAN FOR CLIMATE CHANGE
   
   The vulnerability of coastal residents to loss of life and property damage
   from storm-surge flooding has already proven extensive in recent years. RAND
   has helped policymakers determine what mix of hurricane risk reduction and
   coastal restoration projects can reduce hurricane damage risk and rebuild
   coastal land, recognizing budget constraints.

   communities during the pandemic. Supported local businesses - 81%, Helped
