Russia – Market developments update

Minneapolis, (March 3, 2022) – U.S. Bank continues to actively monitor the
situation in Russia and Ukraine as it relates to custody services. The following
summary reflects the current market restrictions regarding custody transactions
performed by non-resident investors locally and via the International Central
Securities Depository (ICSDs) as of today, March 3, 2022. The updated points are
highlighted in blue as follows:

Transactions by Non-Resident Investors on Russian Equities and Fixed Income
Securities performed via local custodians:

• Securities trading restricted

• Securities Settlement versus payments (DVP/RVP) as well as free of payment
(FOP) restricted

• Income payments (i.e. dividends, coupons, redemptions) will be received and
blocked in local custodian’s escrow accounts. Balances on escrow accounts will
not accrue interest

• Corporate Actions – Resumed with some limitations

• Proxy Voting Possible

• Account Openings possible

• Russian ruble (RUB) cash transfer possible provided it’s not done against a
sanctioned entity

• Foreign Exchange (FX) market possible but liquidity is limited

Transactions by Non-Resident Investors on Russian Securities (Russian local
bonds, Global bonds and Global Depository Receipts [GDRs]) performed via ICSDs
(Euroclear Bank):

• External settlement transactions in Russian domestic securities (RU ISIN
codes) restricted

• Internal settlement transactions in Russian domestic securities (RU ISIN
Codes) against payment in any currency and FOP resumed as of March 2, 2022.

• RUB cash transfer restricted for incoming funds; RUB wires (outbound) possible

• Securities Settlements on Russian Global Bonds or Russian GDRs possible for
non-sanctioned entities

• Settlements of Russian Securities via the Clearstream Banking Luxembourg (CBL)
Bridge Closed, except for settlements of Global Bonds (XS ISIN codes) and
Russian GDRs and ADRs

• Income and redemption payments on Russian domestic and Global securities
restricted

Transactions by Non-Resident Investors on Russian American Depository Receipts
(ADRs) performed via DTCC in the United States:

• Trading of ADRs impacted on some trading venues.

• Securities Settlements on Russian (ADRs) and Exchange Trade Funds (ETFs)
possible for non-sanctioned entities.

• Cancellations of ADRs into local Russian shares restricted as the Depository
Receipt (DR) Sponsor Bank (non-resident bank) would be delivering local Russian
shares to the investor. Deliveries are currently restricted.

• Issuance of ADRs from Russian shares restricted as non-resident investor must
deliver Russian shares into Depository Receipt (DR) Sponsor Bank account.
Deliveries are currently restricted.

The Central Bank of Russia's (CBR) restrictions on all Russian based securities
held by foreign investors is expected to last for six months unless it is
removed earlier.

Market restrictions on Russian securities are subject to change and as such,
U.S. Bank strongly advises U.S. Bank clients and their investment managers to
adhere closely to Pivot MarketWatch bulletins and engage their U.S. Bank
Relationship Manager for any immediate questions or concerns.
