   John is the head of Economist Impact’s New Globalisation practice. He is
   responsible for leading and developing the practice across different
   geographies and sectors, including both public and private organisations.  As
   the global economy is being transformed by multiple forces including
   geopolitics, technological progress and climate change, the practice works
   with clients to navigate these structural shifts. 
   
   A frequent public speaker, his delivery style helps to provide context to
   many global issues in an insightful and accessible way, supported by his 15
   years in policy and economic analysis. 
   
   Most recently, as Director of Macroeconomics, he was responsible for guiding
   The EIU’s global economic analysis across 200 countries. Prior to this, he
   was Director of Country Analysis and Global Forecasting. John holds a
   Master’s degree in International Economics from Sussex University where he
   specialised in macroeconomics and trade, and an Honours degree in Psychology
   from the Australian National University.

INVESTMENT

Amid decoupling and uncertainty, the UAE aims to become a central  location in
the global value chain by redefining supply chains and forging new partnerships.
The government is working on a number of economic agreements to eliminate trade
barriers and encourage growth. Who are the UAE’s main trade partners now and in
the future? How are government policies in the UAE supporting trade growth? What
are the difficulties that Dubai faces in its ambition to become a major trade

      Ministerial keynote: The UAE’s role in transforming trade to fuel growth
      and investment
   
   H.E Dr. Thani bin Ahmed Al Zeyoudi is UAE Minister of State for Foreign
   Trade, a position he has held since July 2020. His primary responsibility is
   to oversee the development of non-oil foreign trade, the expansion of global
   trade partnerships and the increase of UAE exports.
   
   His Excellency is currently presiding over the nation’s efforts to secure
   Comprehensive Economic Partnerships, Agreements with strategic allies around
   the world, a key part of the UAE’s efforts to boost exports by at least 50
   percent by 2030. In May 2022, the first of these CEPAs, and the first ever
   bilateral deal signed by the UAE, was concluded with long-standing trade and
   investment partner India.
   
   His Excellency also leads the efforts to enhance the UAE’s investment climate
   and strengthen its position as a prime destination for business and
   investments at both regional and global levels. is includes his portfolio as
   Minister in Charge of Talent Attraction and Retention, in which he ensures
   the best global talents have the pathways, incentives and opportunities to
   contribute to the UAE’s long-term economic objectives.
   
   Dr ani serves as Vice Chairman of the Industry Development Council and
   Chairman of the Council’s Executive Committee, as well as Deputy Chairman of
   Etihad Credit Insurance’s Board of Directors. His Excellency is also a member
   of the Supreme Committee for the 28th Conference of the Parties (COP28), the
   decision-making body of the United Nations Framework Convention on Climate
   Change.
   
   Prior to his appointment as the Minister of State for Foreign Trade, H.E.
   held the position of Minister of Climate Change and Environment and
   supervised the implementation of the country’s strategies on climate action,
   agricultural
   development, animal husbandry and fisheries, in addition to combating
   desertification and preserving biodiversity. He led efforts to enhance the
   sustainability of natural systems, food diversity and the transition to a
   green economy.
   
   His Excellency led the UAE’s efforts to mitigate and adapt to the impact of
   climate change, and protect the country’s natural ecosystem by developing and
   implementing a set of effective policies and initiatives to achieve
   sustainable development at both regional and international levels. is was
   achieved by forging and strengthening partnerships with government and
   private sector entities, ensuring food security and biosafety in the country
   as well as increasing the quality of national agricultural production.
   
   H.E. has also served as the Director of the Department of Energy and Climate
   Change at the Ministry of Foreign Affairs and International Cooperation and
   was appointed as the UAE’s Permanent Representative to the International
   Renewable Energy Agency (IRENA) as extraordinary Ambassador.
   
   Minister Al Zeyoudi started his career as an oil engineer at the Abu Dhabi
   Marine Operating Company (ADMA-OPCO), and then moved to Abu Dhabi Future
   Energy Company (Masdar), where he worked on the development of renewable and
   clean energy technologies and solutions. He also played a key role in the
   success of the UAE’s 2009 campaign to host the headquarters of the
   International Renewable Energy Agency (IRENA) in Abu Dhabi.
   
   In 2020, H.E. was chosen by the Davos World Economic Forum to become a member
   of the Young Global Leadership Council, recognizing his outstanding
   international efforts in the field of environment and climate. In 2015, Dr.
   Al Zeyoudi received the first award for Excellence from the Cooperation
   Council for the Arab States of the Gulf in recognition of his
   pioneering efforts in the field of renewable energy.
   
   H.E Dr. ani Bin Ahmed Al Zeyoudi holds a Bachelor’s degree in Petroleum
   Engineering from the University of Tulsa, an MBA from the New York Institute
   of Technology, an MBA in Project Management from the British University in
   Dubai, and a PhD in Strategy, Program and Project Management from Skema
   Business School in France.

   Nusrat Ghani was appointed Minister of State at the Department for Business
   and Trade and as the Minister of State responsible for the Investment
   Security Unit at the Cabinet Office on 7 February 2023.
   
   She was previously Minister of State at the Department for Business, Energy
   and Industrial Strategy from 27 October 2022 to 7 February 2023, and
   Parliamentary Under Secretary of State at the Department for Transport from
   January 2018 to February 2020.
   
   Nusrat was a Government Whip between July 2019 and December 2019, and an
   Assistant Government Whip from January 2018 to July 2019.
   
   The Investment Security Unit moved from the Department for Business, Energy
   and Industrial Strategy to the Cabinet Office in February 2023.
   
   Minister Ghani continues to be responsible for the Unit.
   
   The Unit is responsible for identifying, addressing and mitigating national
   security risks to the UK arising when a person gains control of a qualifying
   asset or qualifying entity as set out in the National Security and Investment
   Act.
   
   
   EDUCATION
   
   Nusrat was the first woman in her family to be formally educated. She
   attended state comprehensive school before studying at Birmingham City
   University (BA Government and Politics) and Leeds University (MA
   International Relations).
   
   
   POLITICAL CAREER
   
   Nusrat was elected Conservative MP for Wealden in 2015.
   
   In parliament Nusrat has been a member of a number of Select Committees,
   including:
   
    * Business Energy and Industrial Strategy Select Committee (2020 to 2022)
    * Speaker’s Committee on the Electoral Commission (2017 to 2018)
    * Foreign Affairs Committee (2017 to 2018)
    * Armed Forces Bill Committee (2015)
    * Home Affairs Committee (2015 to 2017)
   
   Most recently, in her role as a member of the BEIS Select Committee, she has
   led on a number of enquires, including a probe into the use of Uyghur slave
   labour in UK supply chains.
   
   Nusrat was part of the UK delegation to the NATO Parliamentary Assembly from
   2020 to 2022 and the Rapporteur of the Science and Technology Committee.
   
   For her work in raising awareness of the plight of Uyghurs in Xinjiang,
   Nusrat was nominated for the NATO Women of Peace and Security Prize,
   finishing runner-up to the Honourable Nancy Pelosi, Speaker of the United
   States House of Representatives.

   Before beginning her career in politics, Nusrat was employed by the charities
   Age UK and Breakthrough Breast Cancer, and later for the BBC World Service.

   Emily Jones is an Associate Professor of Public Policy at the Blavatnik
   School of Government and a Fellow of University College.
   
   Emily directs the Global Economic Governance Programme which fosters research
   and debate on how to make the global economy inclusive and sustainable. Her
   research examines the political economy of global trade and finance, focusing
   on the ways in which governments can exert influence in asymmetric
   negotiations. She is currently leading a research project on digital trade,
   examining how governments are responding to digitalisation and digital
   technologies through trade agreements. She is a specialist adviser to the
   International Trade Select Committee in the UK Parliament, and co-founder of
   the Trade and Public Policy (TaPP) Network, which seeks to foster engagement
   between academics and policymakers.
   
   Emily holds a DPhil in International Political Economy from the University of
   Oxford, an MSc (distinction) in Development Economics from the School of
   Oriental and African Studies, University of London, and a first-class BA in
   Philosophy, Politics and Economics from the University of Oxford. She
   previously worked in Ghana’s Ministry of Trade and Industry, for Oxfam GB,
   and for the UK Department for International Development.

   with the private and public sectors at home and abroad to develop sustainable
   infrastructure projects in emerging economies by deploying U.S technologies
   and services.
   
   In a prior role with USTDA, Ms. Afas managed a multimillion-dollar portfolio
   of grant funds for critical infrastructure projects throughout the Middle
   East and North Africa. Her career has spanned the public and private sectors
   including positions in the U.K. House of Commons, U.S. Trust Company in New
   York, Grant Thornton LLP and the World Economic Forum in Switzerland.
   
   Ms. Afas was appointed by the Secretary of Commerce to a District Export
   Council. She also serves on the Executive Committee for the Meridian
   International Center’s Corporate Council and is on the Board of Directors for
   the American Task Force for Lebanon. She is a member of Washington’s Trade
   Policy Forum and is a proud Trade Experette. Ms. Afas earned a master’s in
   international economics from Columbia University, where she was awarded a
   program assistant fellowship, and a B.A. (Hons) in English and Political
   Science from James Madison University.

   oversees trade processes that impact supply chain traceability and fair trade
   including: CBP’s 21st Century Customs Framework (21CCF) efforts, the
   enforcement of Section 201, 232, and 301 trade remedy measures and duties,
   the Global Business Identifier (GBI) initiative, E-Commerce Section 321, and
   Entry Type 86 data pilots, and the CBP Green Trade Strategy. His work with
   U.S. stakeholders, partner government agencies, and U.S. Congress on 21CCF
   will increase supply chain compliance creating further transparency, and
   allow CBP to continue modernizing its trade procedures, and adjust to
   changing global trade practices.
   
    
   
   Mr. Lord has been with CBP for over ten years, providing critical technical
   trade assistance and guidance spearheading national enforcement operations to
   combat trade evasion schemes. He holds degrees in political science and
   economics from the George Washington University.

   research examines the political economy of global trade and finance, focusing
   on the ways in which governments can exert influence in asymmetric
   negotiations. She is currently leading a research project on digital trade,
   examining how governments are responding to digitalisation and digital
   technologies through trade agreements. She is a specialist adviser to the
   International Trade Select Committee in the UK Parliament, and co-founder of
   the Trade and Public Policy (TaPP) Network, which seeks to foster engagement
   between academics and policymakers.
   
   Emily holds a DPhil in International Political Economy from the University of
   Oxford, an MSc (distinction) in Development Economics from the School of
   Oriental and African Studies, University of London, and a first-class BA in
   Philosophy, Politics and Economics from the University of Oxford. She

   Information Systems, underscoring his comprehensive understanding of the

   He embarked on a fruitful career journey, starting as a software developer in

   technologies including Artificial Intelligence and Distributed Ledger

   Erick’s notable achievements include automating the second-largest tea
   auction in the world, establishing a Digital Trust Infrastructure Global
   Trade (Trade Logistics Information Pipeline using DLT), enhancing E-Commerce
   services in Kenya, developing a commodities exchange, and establishing
   Business Intelligence Tool Kits for Transport and Logistics in the Northern
   and Central Corridors of Africa. These accomplishments exemplify his
   dedication to leveraging technology to create positive impacts and improve

   Bertrand Conquéret has enjoyed a long career in different countries and
   divisions at Henkel. Transformation and continuous learning were constant
   companions throughout.
   
   In his role as Global CPO at Henkel, he successfully transformed procurement
   into a global and leading Source-to-Pay organization, while putting cost,
   resilience, innovation, responsible sourcing, and digitalization at the
   centre of each decision. Developing a culture of collaboration and
   responsible leaders have also been key success factors for Henkel’s strategic
   performance.
   
   During his career, Bertrand has held global roles in Human Resources but also
   took the responsibility of merging the IT and Shared Service Center
   departments forming Henkel’s Integrated Business Solutions. In 2015, he
   kicked-off and led with his peers the worldwide transformation journey of
   Henkel’s Global Supply Chain and was appointed as President of Henkel Global
   Supply Chain. 
   
   Embracing Henkel’s commitment to Sustainability, Bertrand was one of the six
   founding CPOs of the Together for Sustainability (TfS). This initiative was
   established in 2011 and aims to develop and establish a global standard for
   environmental, social, and governance performance of global chemical supply
   chains. After serving as a member of the Steering Committee, Bertrand was
   elected as TfS President in May 2019 to enhance growth and global & regional
   collaboration. Since then, TfS grew to include 47 member companies that
   together represent more than 800 billion EUR in sales and 500 billion EUR
   procurement spend. His last four years as President have also been marked by
   the launch of several key initiatives, including the Product Carbon Footprint
   Guideline, which provides a harmonized CO2 calculation methodology, and the
   TfS Academy, which trains and upskills both buyers and their suppliers.
   
   Bertrand is also one of the two co-founders of the Sustainable Procurement
   Pledge (SPP), a non-profit organization founded in October 2019. SPP convenes
   procurement professionals, academics, and stakeholders worldwide to commit to
   the five principles of the Pledge. At its core, the Pledge supports procurers
   work to empower, equip, and encourage leadership, as well as foster a
   sustainability mindset across all procurement activities and decision-making
   processes. SPP has set itself the bold ambition to convene a million
   procurement ambassadors by 2030. By working together on our shared vision,
   SPP will ensure that all supply chains across the world have embedded
   sustainable procurement best practices. 
   
   Bertrand has a combined education in Business Law and Procurement Management,

   Dr Shamika N. Sirimanne is the Director of the Division on Technology and
   Logistics of United Nations Conference on Trade and Development (UNCTAD). She

   digital economy. She also supervises UNCTAD’s largest technical cooperation
   programme, ASYCUDA—the Automated System for Customs.
   Dr Sirimanne has extensive experience in development policy, research and
   technical cooperation gained from international organizations, national
   governments, think tanks and universities. Prior to UNCTAD, she served as the
   Director of the ICT and Disaster Risk Reduction Division of the UN Economic
   and Social Commission for Asia and the Pacific (ESCAP), where she spearheaded
   major regional cooperation programmes such as the Asia-Pacific Information
   Superhighway initiative, and Regional Drought Monitoring Mechanism.
   During her tenure with ESCAP, Ms. Sirimanne also headed the trade
   facilitation programme, and led the macroeconomic policy work and ESCAP’s

   Dr. Javier López-González is a Senior Economist at the Trade and Agriculture
   Directorate of the OECD leading the work on digital trade and cross-border
   data flows. His research focuses on developing frameworks for the analysis of
   digital trade, including in the context of exploring what market openness
   means in the 21st century; investigating regulatory approaches to
   cross-border data flows and data localisation (and their economic impacts);
   understanding the implications of new technologies for trade (e.g. additive
   manufacturing, artificial intelligence); and identifying potential economic
   costs and benefits of digital connectivity and digital trade policies on
   trade. He has previously worked on the drivers and implications of
   participation in global value chains, including in the context of SMEs.
   Javier holds a PhD in Economics from the University of Sussex.

   International Trade. He leads CTA’s trade and supply chain policy and
   advocacy work, with a strong focus on improving the international trade
   environment and global supply chains to strengthen the competitiveness of the
   U.S. consumer technology industry. Ed previously served as an international
   trade advocate for the American Chemistry Council and Information Technology
   Industry Council and a trade negotiator in Office of the U.S. Trade
   Representative and U.S. Department of Commerce. Ed obtained two Master’s
   degrees from the Diplomatic Academy of Vienna in Austria, where he was a
   Fulbright fellow, and from the Middlebury Institute of International Studies
   at Monterey, and has a Bachelor’s degree in The Classics from the College of
   the Holy Cross in Worcester, Massachusetts.

   ADB, he was director at Ministry of Finance and Economy of Korea

   Dr Shamika N. Sirimanne is the Director of the Division on Technology and
   Logistics of United Nations Conference on Trade and Development (UNCTAD). She
   leads UNCTAD’s trade logistics programme, including the work on trade
   facilitation, maritime transport, port management, and e-commerce and the
   digital economy. She also supervises UNCTAD’s largest technical cooperation
   programme, ASYCUDA—the Automated System for Customs.
   Dr Sirimanne has extensive experience in development policy, research and
   technical cooperation gained from international organizations, national
   governments, think tanks and universities. Prior to UNCTAD, she served as the
   Director of the ICT and Disaster Risk Reduction Division of the UN Economic
   and Social Commission for Asia and the Pacific (ESCAP), where she spearheaded
   major regional cooperation programmes such as the Asia-Pacific Information
   Superhighway initiative, and Regional Drought Monitoring Mechanism.
   During her tenure with ESCAP, Ms. Sirimanne also headed the trade
   facilitation programme, and led the macroeconomic policy work and ESCAP’s
   flagship publication, Economic and Social Survey of Asia and the Pacific.
   Prior to that, Ms. Sirimanne was with the UN Economic Commission for Africa
   (ECA), where she led the economic policy team and the Economic Report on
   Africa, the flagship publication of ECA. She has also worked for the Canadian

   With a public sector career spanning over 20 years, he began working at the
   Institute for Protection of Bank Savings, followed by terms as DG for Revenue

   In 2015 he was appointed as General Administrator of Customs. During his
   tenure, he promoted digitalization of Customs procedures as well as

   Lisa Schroeter is the Global Director of Trade and Investment Policy for Dow.
   As a member of the corporate Global Government Affairs Leadership Team,

   chemical industry association (ICCA), she leads the ICCA Trade Policy
   Network, as well as the Global Regulatory Cooperation (GRC) task force.
   Lisa is currently Chair of the WIIT (Women in International Trade) Trust,
   driving the Trust scholarship program and a women’s empowerment and skills
   sharing outreach to local universities. Previously, Lisa served as WIIT
   President from 2018-2019. In 2022, Lisa was honored with the WIIT Lifetime
   Achievement Award, and previously in 2018, received the WITA Lighthouse Award
   on behalf of WIIT DC.
   As a long-term DC resident, Lisa serves on the Docent at the Folger
   Shakespeare Library, celebrating the unique heritage and history of Americas

   Gregg Carlstrom is a Middle East correspondent for The Economist, based in
   Dubai. He has covered the region for more than a decade, with stints in
   Cairo, Beirut and Tel Aviv. His reporting and analysis on the Middle East has
   been published in a number of other publications, including Foreign Affairs,
   The Atlantic and Politico. His first book, “How Long Will Israel Survive: The
   Threat From Within,” was published in 2017.

IN CONVERSATION: EUROPEAN TRADE RULES—IS DEFORESTATION LAW THE BEGINNING OR THE
END?

Around the world, an area larger than the European Union was converted from
forest to agricultural land between 1990 and 2020. In April this year, the EU
Parliament adopted a new law to fight global deforestation. This law directly
affects trade in cattle, coffee, cocoa, palm oil, soya, wood, rubber, charcoal
and printed paper products. Many of these products are imported from developing
countries: how will they be affected by the new deforestation law? How is this
regarded by the governments of developing countries? How are global companies
managing this? What is the expected impact of these regulations on trade between
rich and poor countries? Which other regulations may further affect trade

   Belvinder is the CEO of Malaysian Palm Oil Council (MPOC), a Member of the
   International Society of Planters (ISP), and a Member of the ISP Editorial
   Committee & ISP Panel Reviewers.
   
   She has more than 28 years of experience in senior management in the field of
   global marketing, promotions, communications, lobbying and issues management
   having been involved in strategizing the Council’s promotions, public affairs
   & consumer education programmes and spear heading campaigns to address issues
   impacting the Malaysian palm oil sector globally.
   
   She was involved in, amongst others, addressing and defeating the Truth in
   Palm Oil Labelling Bill which was introduced in the Australian Senate and
   attempts by the French Senate to add an additional tax on Palm Oil referred
   to as the “Nutella Tax”.
   
   Belvinder graduated from the National University of Malaysia (UKM) with a
   Bachelor of Arts (Hons) in Communications and obtained her Master’s in
   Business Administration from University of Strathclyde (UK). She has also
   attended the Harvard Executive Programme.

   Elizabeth Mackie is a senior manager at Economist Impact, focused on trade
   and geopolitics in the Asia-Pacific and based in Sydney. An experienced
   policy professional, she has expertise across trade policy, finance,
   services, investment and the sustainability agenda, and is passionate about
   promoting robust decision-making.
   
    
   
   Elizabeth has experience leading programmes to create thought leadership and
   influence the policy agenda across a range of areas, including trade,
   technology, finance and geopolitics. Prior to this, she worked in various
   roles for the British civil service, developing economic diplomacy and policy
   on trade in services, and leading aspects of Britain’s trade policy
   engagement with Australia and its sustainable finance agenda, including in
   relation to COP26.
   
    
   
   Ms Mackie holds a master’s degree in international law from the University of
   Sydney and a bachelor’s degree in politics and international relations from
   Macquarie University.

   Alejandro Lito Aprieto is assistant vice-president for corporate supply chain
   management at Apex Mining Company. He has 37 years’ experience in all aspects
   of supply chain management in local and multinational companies in the
   Philippines, including power generation, mining, telecommunications,
   manufacturing and logistics services. Mr Lito has been a university lecturer
   in materials, supply and logistics management in the Philippines, and is a
   former trainer for the ITC-WTO-UNCTAD Programme for Certification in Supply
   Chain Management. He is the author of “The 5-Finger Approach to Procurement”.

   Madan Sampath is a seasoned procurement specialist with nearly two decades of
   experience in procurement management across multiple industries. He has been
   associated with several leading multinational organisations in Europe, China,
   the USA, and India.
   
   At HCG, in his role as the Chief Supply Chain Officer, Madan oversees the
   organization’s global enterprise procurement, supplier relationship
   management, strategic sourcing innovation, third-party risk management,
   business resiliency, corporate real estate, physical security, and corporate
   services teams, while collaborating with the executive leadership and leaders
   of different functional areas within the organisation to provide insights and
   strategies to support business growth.
   
   In his last roles with Aster Hospitals, Columbia Asia Group in India and
   Michelin Tyres in France and China, Madan was involved in the hospital and
   several manufacturing set-ups, leading the procurement and supply chain
   teams. He was responsible for group-level purchasing strategies and managing
   global suppliers, handling high-value contracts with a track record of
   delivering large savings and improving operational efficiency.
   
   Madan has an advanced degree in purchasing from the European Institute of
   Purchasing Management in France, and he also serves as a guest faculty at
   IIM-K.”

   Eric Biel joined the Fair Labor Association (FLA) as Senior Advisor in
   January 2018. He leads the organization’s work on grievances/complaint
   investigations and engagement with the FLA’s college/university affiliates
   and their licensees. During his five years as Associate Deputy Undersecretary
   in the U.S. Department of Labor’s Bureau of International Labor Affairs
   (ILAB) during the Obama Administration, Biel coordinated work on private
   sector engagement, supply chain issues, labor rights in numerous countries
   and under trade programs, and in various international organizations. From
   2000 to 2011, Biel worked in several policy and legal positions outside of
   government. His previous government service from 1990 to 2000 included senior
   positions at the U.S. Department of Commerce; bipartisan Commission on
   Government Secrecy; and Senate Finance Committee. Since 2009, Biel has
   co-taught a business and human rights seminar at Georgetown Law.
