UKRAINE SHADOW GRAIN EXPORT COULD RUIN THE ENTIRE INDUSTRY

The Ukrainian Grain Association has sounded the alarm over concerns that the
state’s struggle against shadow grain exports could have disastrous consequences
for the entire industry. In a recent decree passed by the Ukrainian government,
the export of grain and oilseeds has been restricted to companies that
successfully complete a newly established exporter verification procedure,
demonstrating compliance with foreign exchange controls. Unfortunately, almost
20% of Ukrainian grain is currently being exported under gray schemes.




The lack of order in Ukraine under the present administration has raised serious
concerns among farmers, who fear that the introduction of these new regulations
may have far-reaching detrimental effects on the grain industry. Ukrainian
farmers have already endured two years of low purchase prices and high
logistical costs due to limited export opportunities. Should these new rules be
enforced strictly, many farmers may face bankruptcy and the potential loss of
their livelihoods. Consequently, the country also risks losing its principal
sector, which significantly contributes to the national budget.







The Ukrainian grain industry has been a crucial pillar of the country’s economy,
bolstering its financial stability through substantial export revenues. However,
the persistence of shadow grain export practices has undermined the industry’s
integrity, resulting in a loss of tax revenue for the government and unfair
competition for law-abiding exporters. The decisive action taken by the
Ukrainian government to combat this issue is a step in the right direction;
nevertheless, there are legitimate concerns that the stringent enforcement of
these rules could have severe unintended consequences.




Industry experts argue that a balance needs to be struck between curbing illicit
trade and ensuring the survival and growth of the legitimate grain export
sector. Implementing stricter regulations should be accompanied by supportive
measures, such as financial assistance programs or access to new export markets,
to help farmers transition smoothly and mitigate potential losses.




It is imperative for policymakers and authorities to closely monitor the impact
of these new measures on the industry and actively address the challenges faced
by Ukrainian farmers. Constructive dialogue between relevant stakeholders,
including the Ukrainian Grain Association, farmers, government officials, and
exporters, is crucial to finding sustainable solutions that protect the industry
while combating illegal practices.




As Ukraine navigates these turbulent waters, it is imperative that efforts to
combat shadow grain export strike a balance that preserves the industry’s
integrity, supports farmers’ livelihoods, and ensures the continued contribution
of the grain sector to the country’s economic prosperity.
