CMTS (Compliance Monitoring & Tracking System)

This system allows owners to submit required reports.

TDHCA Housing Contract System

The TDHCA Housing Contract System is designed to allow administrators to set up
activities (project setups), enter project completion report data, and view
programmatic and financial information associated with their contracts.

HCS
Community Affairs Contract System

The system allows subrecipients of Community Services and Energy Assistance
programs to sign and view their contracts and submit performance and financial
reports through the Web.

CACS
Colonia Self-Help Centers

On-site technical assistance serving low and very low-income residents in seven
Texas counties. CSHCs are operated by organizations that have the ability to
manage the operations of a self-help center.

An important step in many Department processes is the gathering of public

Housing Resource Center

The Housing Resource Center was established to provide educational materials and
technical assistance to the public, community-based housing development
organizations, nonprofit housing developers, and other state and federal
agencies.

Fair Housing

Through education, outreach, training, program administration, monitoring, and
rule provision, TDHCA works to ensure that its housing and assistance programs
are compliant with HUD’s requirements and regulations regarding fair housing.
TDHCA’s fair housing staff also administer Texas Administrative Code rules
related to reasonable accommodations, written policies and procedures, and
affirmative marketing.

Texas Homeowner Assistance Fund (TXHAF)

The HAF Program provided assistance to eligible homeowners to help avoid
mortgage delinquencies, defaults, foreclosures, and help prevent the
displacement of homeowners experiencing financial hardship after January 21,
2020. The application portal closed October 9, 2023, as requests for assistance
have exceeded available Texas Homeowner Assistance funds.

Texas Rent Relief & Eviction Diversion Program

The Texas Rent Relief Program (TRR) and the Texas Eviction Diversion Program
(TDEP) were the first statewide rental and utility assistance and eviction
diversion programs in Texas. The programs launched in February 2021 and closed
in the summer of 2023.
