FacebookTwitterMeWeCopy LinkShare Concerned area community members gather March 25 in the Wilson County Courthouse for an afternoon public forum, held by the Wilson County Permit & Development Department, about the 900-home Bella’s Ranch subdivision, planned at C.R. 320 and U.S. 181 north of Floresville. Citizens organized a town hall event last Dec. 20 to air concerns. MORGAN LEONHARDT/Contributor Homeowners, farmers, and community members continue to be concerned about a 900- home development taking shape just off U.S. 181 north of Floresville. Community members filled the courtroom of the Wilson County Courthouse at 1 p.m. March 25 for a community forum hosted by the Wilson County Permit & Development Department, addressing the development and a wastewater treatment plant planned for the 255-acre project, named Bella’s Ranch, located next to Shannon Ridge on C.R. 320. Brady Baggs, representing HK Real Estate Development LLC, was present and answered questions. Along with Baggs were his partner on the property, as well as two engineers and their attorney. Wastewater Shannon Ridge resident Alena Berlanga started the questions, addressing the wastewater plant, and touching on what she referred to as the “hazardous and odious” chemicals to be used at the plant, how it will make Shannon Ridge property values depreciate, and her worry that the plant will not have the upkeep needed to supply the 900-plus residences planned. She also touched on the elevation of Sandpit Creek — through which treated wastewater will be discharged to then flow into the San Antonio River — and the worry the water will be standing on private property. She noted concerns, such as impact on the agricultural usage of the land and the mosquito population, and harsh smells from the chemicals. She also said the Floresville schools are overpopulated, and this subdivision can potentially do more harm than good. “Shame on you, Brady, for attempting to push this trash into our community,” she concluded. “…We will not give up and we will not go quietly.” Many agreed with this statement and echoed it later. Most community members present wanted to discuss the wastewater treatment plant. Ranch owner James Freasier has been spearheading this discussion. According to the topography of the land, he said, the water will not drain from the creek into the river, but will pool on his land. Shannon Ridge resident Deborah Segovia, who worked in water treatment, asked Baggs, “How are you going to have the property owners finance the ongoing operation and maintenance of this water treatment plant?” Wilson County, she said, has no interest in maintaining the plant or the subdivision’s roads, and the plant’s upkeep would cost each homeowner $996 a year. “The plant will have a licensed operator by the state of Texas who will be hired by the utility district,” Baggs’ engineer responded, adding that the utility district will assess a tax, and there will be a calculated monthly maintenance cost once operations begin. Another Shannon Ridge resident, Michelle Papp, suggested a solution, calling for home plots to be increased to a half-acre, to allow for septic tanks. “Is it the initial cost of putting in the septic and the value that you want to crank out these ‘Lego’ houses to get the profit?” she asked. “Or is it more about the quality of life?” Baggs remained quiet, but attendees gave their own answer: profit. Papp asked for some middle ground, urging the developer, “You can keep the houses small, just increase the lot size a little bit.” Discussion peaked after Baggs stated, “If you want to make it a nature preserve, fine with me; all we do is buy and sell land.” Rancher Roy Baring Sr., an adjacent property owner, said he offered to buy land from Baggs, but didn’t hear a word back. Many other property owners spoke up, also offering to buy land. Baggs invited them to discuss it after the forum. Emergency access Plans for the subdivision include a new road leading directly to U.S. 181, but another road for emergency access is required, due to the development’s size; currently, the plan is to use Shannon Ridge Drive. Homeowners there said the road is already torn up and cannot support more traffic. Baring said if the emergency traffic needs to use Shannon Ridge Drive, the road needs a locked gate for emergency use. “You can’t leave it open and you cannot tell me 1,000 residents will use that main road,” he said. The question of street size and safety was brought up by Shannon Ridge resident and retired fireman Mike Jackson, who said the planned 30-foot-wide streets will be wide enough for regular traffic and emergency vehicles. Many at the forum said Floresville is growing and there will be more housing developments but, with community input, the growth can be done right.
