NEW DELHI: The government on Thursday distanced itself from Indian judge Dalveer
Bhandari's vote against Russia at the International Court of Justice, saying
those judges vote in their personal capacities. The court order asking Russia to
immediately suspend military operations in Ukraine was supported by 13 judges.
Two judges, one from China and the other Russian, voted against it.
Asked about the US remark that India's deal for discounted Russian oil could
place India on the wrong side of history, the government also reminded the West
that a number of countries, especially in Europe, were importing energy from
Russia.
The re-election of Bhandari, a former Supreme Court judge and also former chief
justice of the Bombay high court, to the ICJ in 2017 was described by Indian
authorities as a huge diplomatic victory for India.
"They are there in individual capacities and they vote on the merits of that.
Not appropriate to comment on how judges in the ICJ vote,'' MEA spokesperson
Arindam Bagchi said when asked about Bhandari's vote.


"He happens to be an Indian national who is a member in his individual capacity
on the ICJ," he added.
Bhandari's vote at the top UN court is significant as it goes against the Indian
official position that has seen the government abstaining from voting on
resolutions targeting Russia in the Security Council, the General Assembly and
also the Human Rights Council. While it hasn't condemned Russia's actions in
Ukraine, in a message to Moscow the government has repeatedly said that all
states must respect the UN Charter, international law and also the principles of
sovereignty and territorial integrity.
The US welcomed the ICJ order saying it clearly and unequivocally asked Russia
to put an end to its invasion of Ukraine.
Asked if India was planning to import more oil from Russia, the spokesperson
said that almost all of India's energy requirements are imported, and the
country is always exploring new options.
He mentioned that a "number of countries are importing energy from Russia,
especially in Europe."
"India does import most of its oil requirements. So, we are always exploring all
possibilities in global energy markets because of the situation of importing our
oil requirements. I don't think Russia has been a major supplier," he said.
