Although the United States, along with its allies and partners, possess greater
overall economic wherewithal than China and Russia, the mission assigned to U.S.
forces—namely, to project power rapidly and at scale across great distances to
defeat aggression in an adversary's "neighborhood"—is more difficult than the
adversary's forces' missions. It is therefore imperative that decisionmakers
make wise choices for investing scarce resources into capabilities that have the
greatest potential to thwart adversaries' designs. This Perspective offers a
blueprint for doing that.
