SUPPORT GOLDIE’S ACT TO PROTECT DOGS IN PUPPY MILLS


H.R.6100 NAMED IN REMEMBRANCE OF GOLDIE, KILLED JULY 28, 2021

The USDA provides licenses to commercial dog breeders and is tasked with
overseeing and protecting these animals.

Too often, the USDA has ignored suffering of animals. To force the agency to
uphold its responsibilities under the Animal Welfare Act, Congress must act.

A summary of Goldie's Act (link to house.gov) introduced by Representative
Cynthia Axne representing the 3rd District of Iowa, is the lifeline dogs need.
This critical bill will require the USDA to enact:

 * Conduct more frequent and meaningful inspections
 * Confiscate animals that are suffering
 * Impose deterring monetary penalties for violations, and
 * Share inspection information in a timely manner with local law enforcement.

Animals (ASPCA), Animal Rescue League (ARL) of Iowa, Humane Society Legislative
Fund (HSLF), Humane Society of the United States (HSUS)

This bill will require better protection for dogs in puppy mills.

The bill is named after Golden Retriever #142 or, as she is now known, “Goldie,”
a dog who suffered for a very long time in nightmarish conditions at a
USDA-licensed puppy mill in Iowa, and eventually died there.

I ask that you please consider to cosponsor this critical bill to help ensure
that no other dogs meet Goldie’s fate.

GOLDIE'S STORY

The USDA (U.S. Department of Agriculture) issued a license to Daniel Gingerich
in October 2019 but were denied access to inspect his facilities located in Iowa
until April 2021. When they finally gained access to his property, USDA
inspectors found – but did not record on the official inspection report – a
Golden Retriever who was later described in a complaint by the U.S. Department
of Justice as “extremely emaciated.” Federal inspectors saw Goldie twice after
that, and noted her deteriorating condition, but did nothing.

In late July, Goldie was found in a barn, along with dead dogs. She had no
water, her bones were protruding, she had sores on her body and zero body fat.
According to state inspection reports, a veterinarian was called, and USDA
inspectors allowed her to be euthanized on site on July 28, 2021. The USDA
issued no penalties for this abhorrent cruelty, and Daniel Gingerich continued
to buy, sell, and breed dogs while this was taking place.

According to the COMPLAINT FOR INJUNCTIVE RELIEF (link to justice.gov) APHIS
(Animal and Plant Health Inspection Service) inspectors discovered these two
dead dogs amongst the dogs that Gingerich was hiding in horse stalls (showing
the dogs after Daniel Gingerich (breeder) removed them from the horse stalls and
placed them outside).
In the USDA report of July 28 of 2021 (link to bailingoutbenji.com), Goldie
(Female Golden Retriever #142) and this dog (Female brown Cocker Spaniel - no ID
USDA video) are documented as to their condition. Goldie was killed that day
according to state inspection reports. When the inspector(s) came back the
following day (29 Jul 2021), there are no notes regarding the Female brown
Cocker Spaniel.

IOWA PUPPY MILL UPDATE: THE USDA IS KEEPING IT IN THE FAMILY

"And in February 2022, we informed the USDA that Gingerich’s father, Ura
Gingerich, was selling puppies over the internet to customers "sight unseen"
without a license. The USDA confirmed that indeed, Ura Gingerich was housing
breeding dogs and selling their puppies online. The USDA told him that he needed
a commercial breeding license and sent him an application. Over a month later,
he remains unlicensed and is still offering puppies for sale online."

‍"One month after the dogs were removed from Gingerich’s properties, the USDA
issued a license to his sister, Alice Nisley, permitting her to buy puppies in
bulk and resell them, despite the fact that she lived at the one of the many
undisclosed properties where Daniel Gingerich was keeping dogs."
