WAS INCORPORATED UNDER THE COMPANIES ACT ON SEPTEMBER 18, 2023 AND IS OWNED BY THE GOVERNMENT OF BARBADOS AND MANAGED BY A BOARD OF DIRECTORS. GOVTECH BARBADOS WAS ESTABLISHED TO PURSUE A WHOLE-OF-GOVERNMENT APPROACH TO THE DIGITAL TRANSFORMATION OF GOVERNMENT, EMPHASIZING CITIZEN-CENTRIC, UNIVERSALLY ACCESSIBLE PUBLIC SERVICES. THE COMPANY AIMS TO IMPROVE THE QUALITY AND TIMELINESS OF THE DELIVERY OF THE SERVICES THAT PEOPLE RELY ON OR REQUIRE FROM THE GOVERNMENT BY SYSTEMATICALLY IDENTIFYING AND DELIVERING THE TECHNOLOGY AND OTHER EFFICIENCY SOLUTIONS REQUIRED. GOVTECH STANDS AT THE CENTRE OF GOVERNMENT’S DIGITAL TRANSFORMATION AND INNOVATION ECOSYSTEM AND AIMS TO BECOME A WORLD CLASS DIGITAL HUB THAT IS PUBLICLY OWNED BUT OPERATING AS AN AUTONOMOUS ENTITY. CHIEF EXECUTIVE OFFICER – GOVTECH BARBADOS LTD. ROLE CLARIFICATION: The Chief Executive Officer (CEO) has overall responsibility for the efficient operation of all technical, strategic, and corporate functions of the Company including staffing, strategic planning, and delivery of financial and business services and its related deliverables. Internally, the CEO is responsible for providing visionary leadership, and embedding a Company culture founded on the principles of accountability, continuous learning, innovation, and delivery of superior value to all stakeholders. Externally, this leadership role provides Ministries and stakeholders, through the Ministry, with advice to ensure widespread collaboration and alignment to common, national objectives in e-government and whole-of-Government digital solutions, and related matters of cybersecurity, data privacy, technology skills and capacity, and any relevant emerging technologies. The role ultimately ensures that all Board-approved strategies, plans, policies, and systems are implemented in accordance with regulations governing its operation. * Ability to lead, manage and work collaboratively in a team environment, contribute to and service delivery and take a shared responsibility for achieving results. * Ability to manage and continually improving own performance, displaying an image consistent with the company’s Vision, Mission and Core values to all employees. KEY AND CRITICAL RESPONSIBILITIES: Strategy Development, Implementation and Performance * Collaborates with the Board of Directors to define and develop the strategic direction and owns the corporate vision, strategies, corporate Key Performance Indicators (KPIs) and targets for GovTech. * Chairs and guides the GovTech Leadership team and staff in executing the company’s vision and strategies and monitors the performance of the company against its strategic plans, goals and targets. * Provides strategic leadership in the formulation of policy and process direction for the company and co-ordinates the work plans for the functional teams in order to maximize desired results. * Provides advice and support in the development of ICT policies and digital solutions at the national and governmental levels; guiding the research on ICT areas to advise the Minister where necessary. * Oversees the delivery of programmes and projects to clients as directed by the Board via the ministry or through direct client engagement by units under his/her purview and ensures the delivery is within the agreed budget, timeline, and service levels. * Drives the development of innovative and improved products, services, channels, and initiatives that outpace the competition to deliver profitable growth and increased market share. * Recognizes changing consumer demands and accelerates the transformation to a digital business model to ensure a digital first customer experience. * Ensures rigorous, ongoing quality improvement through an approach that demonstrates the processes of self-assessment, use of external judgements and measurement against agreed indicators to create a progressive ‘agenda for improvement’ and then develops and enacts improvement via explicit plans, targets and milestones. Risk Management, Compliance & Governance * Ensures timely compliance with all regulatory and statutory, financial, legal and Board mandates. * Ensures the effective stewardship of financial and non-financial resources of the Company, including the management, control and reporting of human resources, financial resources, physical resources, and facilities required to deliver its mandate with probity and efficiency to enable the protection of the national interest. * Approves all expenditures and signs and disburses cheques and drafts on behalf of the Company in accordance with the provisions of relevant enactments, particularly the Public Finance Management Act 2019, and the Public Procurement Act 2021-30, Board approvals. * Abides by directives received via the Permanent Secretary from the Director of Finance and Economic Affairs. * Ensures that best practice processes, systems and polices are in place to operate the business including risk assessments and compliance with regulatory and legal mandates. * Identifies threats and potential risk factors including supply chain, cyber-security and disruptive technology risks and builds protective organizational barriers. * Presents regular reports on the status of the Company’s operation to the board of directors, as requested by the Permanent Secretary and to company staff. * Ensures the preparation and submission of monthly board meeting minutes to the Permanent Secretary for submission to the Cabinet. * Ensures that all plans, budgets, reports and actions are undertaken in accordance with the provisions of the Public Finance Management Act 2019 and the Public Procurement Act 2021-30. * Abides by all Cabinet decisions and directives received via the Permanent Secretary. Stakeholder Management * Leverages external communications through a wide cross section of stakeholders (customers, media, governments, regulators, private sector partners) to positively impact the national mandate of GovTech. * Identifies key influencers and builds deep positive relationships with these stakeholders. * Represents GovTech internationally, regionally, and locally in Business, Community and other appropriate fora promoting the company’s public image/relations and business development opportunities in the regional and local market. * Supports the Minister and MIST to participate at the appropriate International, Regional and Local Committees and Associations related to ICT. People and Organization Development * Develops strategic goals for cascading to all levels of staff in keeping with the performance management cycle, and reports on the same. * Nurtures a holistic integrated culture focused on high performance, collaboration innovation and learning through effective performance management, communication, and coaching of direct reports. * Leads and stimulates a high level of workforce performance, facilitating the development of staff by clearly communicating expected standards of performance, developing a cooperative environment and providing effective feedback on performance. * Provides clear leadership and promotes and foster a team culture consistent with the Company’s values. * Demonstrates an intellectual and professional leadership style that supports the attainment of respect and credibility by others. * Leads the creation of a leadership pipeline for business continuity by objectively identifying top performers. * Performs other related duties as may be required. Knowledge, Skills, And Abilities * Extensive knowledge in the design, development and implementation of ICT policy, programmes and projects. * Extensive knowledge in project and programme management, especially regarding management of large scale initiatives, or programmes with regional or international exposure. * Demonstrated knowledge of employing organizational policies, management structure and developing business objectives. * Knowledge of public administration, the key tenets of Corporate Governance and the role of the Board of Directors. * Ability to drive organisational change and service system reform in a complex environment working with diverse stakeholders. * Ability to contribute to the areas of change, organisational transformation or business development. * Ability to use business and financial acumen to analyze, comprehend, select and implement innovative solutions and models for the delivery of services to lead the organization to short-term and long-term success. * Ability to stay ‘ahead of the game’ by anticipating demands and constraint and is able to ensure the Company is positioned for continued success. * Ability to implement continuing systems improvement, with emphasis on risk management and quality assurance. * Ability to influence others through the appropriate combination of stature, conviction, enthusiasm, engagement, empathy, and logic when presenting opportunities, problems, and recommendations. * Ability to maintain the highest level of integrity, reinforce trust and create confidence; can quickly and easily address questions of morals or ethics to guide decision making. * Ability to manage multiple priorities and demands; and is a model of responsiveness. Core Competencies & Experience: * At least (10) years’ progressive responsibility and/or executive leadership experience within a Technology environment. * Experience in project build-out/management with evidence of lead responsibility for Strategy will be an asset. * Evidence of founding/building a technology or e-business company, organisation or corporate department of an institution, and facilitating corporate level issues pertaining to finance and core business decisions. Education: * Minimum of a post-graduate degree from a recognized institution in Engineering, Computer Science, ICT, Telecommunications, or related field. * An MBA or further degree/training in areas such as Strategy, E-business, E-governance, Negotiations, Finance, Legal or other related discipline. * Fluency in Business Spanish will be considered a definitive asset. The successful applicant will be contracted for two (2) years in the first instance. A competitive remuneration package including a gratuity, entertainment and travel allowance will be offered.
