Anti-money laundering: European Commission updates list of high-risk
third-country jurisdictions

The European Commission has updated today the list of high-risk third-country
jurisdictions presenting strategic deficiencies in their anti-money
laundering/countering the financing of terrorism (AML/CFT) regimes. Two
third-country jurisdictions were added to it: Nigeria and South Africa, while
two other jurisdictions were delisted: Cambodia and Morocco.

This list takes into account the information from the Financial Action Task
Force (FATF) and the changes decided at the last FATF Plenary of February 2023
in the list of ‘Jurisdictions under Increased Monitoring' (‘grey list').
Considering the level of financial systems' integration, the Single Market would
be exposed to serious risks of money laundering and terrorist financing if the
EU were not to consider adding jurisdictions identified by the FATF to the EU
list.

As a founding member of the FATF, the European Commission is closely involved in
the monitoring of the progress of the listed jurisdictions on addressing their
shortcomings in AML/CFT and on implementing fully their respective action plans
as agreed with the FATF. European financial institutions and other gatekeepers
such as notaries, lawyers and accountants (called ‘obliged entities' in the
directive) are required to apply enhanced vigilance in transactions involving
high-risk third-country jurisdictions (so-called ‘enhanced customer due
diligence requirements').

Under Article 9 of Directive (EU) 2015/849, the 4th Anti-money Laundering
Directive, the Commission is mandated to adopt and update such a list regularly
in order to take into account information from international organisations and
standard setters in the field of AML/CFT, such as the FATF.

The update of the list of high-risk third-country jurisdictions takes the legal
form of a delegated regulation which will enter into force after scrutiny and
non-objection of the European Parliament and the Council over a period of one
month (which can be prolonged for another month).

Financial services: Commission adopts draft Memorandum of Understanding with the
United Kingdom

The Commission has today adopted a draft Memorandum of Understanding (MoU)
establishing a framework for structured regulatory cooperation in the area of
financial services with the United Kingdom. This follows on from the Joint
Declaration on Financial Services Regulatory Cooperation between the European
Union and the United Kingdom – which accompanies the Trade and Cooperation
Agreement (TCA). It is now subject to final political endorsement by the
Council, before it can be signed by the Commission on behalf of the EU.

Mairead McGuinness, Commissioner for Financial Services, Financial Stability and
Capital Markets Union, said: "The Windsor Framework allowed the EU and the UK to
open a new chapter in our partnership based on a spirit of mutual trust and
cooperation. I am confident that our relationship and future engagement in
financial services will be built on a shared commitment to preserve financial
stability, market integrity, and the protection of consumers and investors."

The MoU, once signed by both Parties, will create the administrative framework
for voluntary regulatory cooperation in the area of financial services between
the EU and the UK, outside of the TCA structures. This includes the
establishment of a Joint EU-UK Financial Regulatory Forum, which will serve as a
platform to facilitate structured dialogue on issues related to financial
services, similar to what the Commission has with other third country
jurisdictions, such as the United States.

The MoU does not deal with the access of UK-based firms to the Single Market –
or EU firms' access to the UK market - nor does it prejudge the adoption of
equivalence decisions.

Throughout the process, the European Commission has engaged closely with the
European Parliament and the Council. On the EU's side, the legal form of the
text is a Union Non-Binding Instrument.

NextGenerationEU: Commission receives third payment request from Greece for
€1.72 billion in grants under the Recovery and Resilience Facility

This third payment request relates to 39 milestones and 3 targets. They cover
investments in electromobility and charging infrastructure for electric
vehicles, the launch of projects relating to energy-efficiency renovations in
residential buildings, the digitalisation of public administration, and the
uptake of fiber optic infrastructure in buildings. The payment request also
includes a series of reforms to enhance efficiency in the public administration,
including through the division of responsibilities between central, regional and
local authorities, to accelerate the delivery of justice, and to enhance the
fight against corruption and smuggling. Further reforms concern addressing
weaknesses in urban planning, upskilling for employees and those unemployed,
establishing a new water and wastewater regulatory authority for a more rational
management of water resources, strengthening market regulation for public urban
and regional passenger transportation services, and improving the regulatory
framework for industrial parks.

Greece's overall recovery and resilience plan will be financed by €17.4 billion
in grants and €12.7 billion in loans.

Payments under the RRF are performance-based and contingent on Greece
implementing the investments and reforms outlined in its recovery and resilience
plan.

The Commission will now assess the request and will then send its preliminary
assessment of Greece's fulfilment of the milestones and targets required for
this payment to the Council's Economic and Financial Committee.

La Commission lance des appels à propositions de 122 millions d'euros pour
combler les lacunes en matière d'innovation dans l'UE et renforcer les
écosystèmes d'innovation

Aujourd'hui, la Commission met à disposition 122 millions d'euros au titre de
l'initiative « Écosystèmes européens d'innovation » d'Horizon Europe et de
l'instrument interrégional d'investissements dans l'innovation (I3) du Fonds
européen de développement régional. Ces appels à propositions visent à renforcer
et faire progresser les écosystèmes européens d'innovation, en connectant tous
les territoires de l'UE afin de répondre aux défis sociétaux et de favoriser une
cohésion plus forte. Ils contribuent également à une initiative clé du « Nouvel
agenda européen de l'innovation », qui vise à promouvoir des « vallées
régionales de l'innovation » interconnectées dans l'ensemble de l'UE.

Margrethe Vestager, vice-présidente exécutive pour une Europe adaptée à l'ère
numérique, a déclaré : « Ces appels aident les régions européennes à prospérer
dans des écosystèmes d'innovation dynamiques. Ils favorisent la cohésion et les
collaborations interrégionales. Cela garantit que chacun contribue et bénéficie

Agriculture : la Commission approuve le « Cedro di Santa Maria del Cedro » comme
nouvelle indication géographique

Aujourd'hui la Commission a approuvé l'ajout du « Cedro di Santa Maria del
Cedro » d'Italie dans le registre des Appellations d'origine protégée (AOP).

L'AOP « Cedro di Santa Maria del Cedro » désigne le fruit typique de l'agrume
dénommé « cédrat », cultivé dans la province de Cosenza, en Calabre. La couleur,
la forme et la consistance de l'écorce constituent un cas unique et sont
étroitement liées tant aux facteurs climatiques typiques de la bande côtière
tyrrhénienne de la province de Cosenza qu'au facteur humain. Une technique
typique de l'aire de production du « Cedro di Santa Maria del Cedro », qui a une
incidence sur l'aspect final du produit, consiste à réaliser un treillis. Ce
dernier protège de l'action des vents qui serait très néfaste pour les fruits et
permet également de protéger contre les rigueurs hivernales et, dans le même
temps, d'atténuer l'exposition aux rayons du soleil, réduisant ainsi le risque
de brûlures et contribuant de fait à la coloration et à la brillance
particulières de l'écorce extérieure du « Cedro di Santa Maria del Cedro ».

Cette nouvelle dénomination sera ajoutée à la liste des 1 625 produits agricoles
déjà protégées. La liste de toutes les indications géographiques protégées se

Égalité : Journée internationale contre l'homophobie, la transphobie et la
biphobie 2023*

La Commission européenne marque aujourd'hui la Journée internationale contre
l'homophobie, la transphobie, la biphobie et l'interphobie (IDAHOT), qui
sensibilise à la discrimination et à la violence auxquelles les personnes
lesbiennes, gays, bisexuelles, transgenres, non binaires, intersexuées et queer
(LGBTIQ) continuent de faire face. Nous empruntons le drapeau arc-en-ciel depuis
le siège de la Commission européenne à Bruxelles et depuis nos bureaux dans
toute l'Europe aujourd'hui, en tant que symbole de notre lutte contre la haine
et la discrimination.

Věra Jourová, vice-présidente chargée des valeurs et de la transparence, a
déclaré : « Dans notre Union, chacun devrait se sentir en sécurité pour
manifester publiquement son affection, être lui-même sans avoir le sentiment
d'être menacé. Toutefois, cela n'est toujours pas toujours le cas pour la
communauté LGBTIQ, dont les membres subissent des violences physiques et des
violences verbales, que ce soit dans la vie réelle ou en ligne. Nous nous
opposons fermement à une telle violence et nous défendons l'égalité et la
sécurité pour tous, sans préjugés ni restrictions, car nous devons tous nous
sentir en sécurité pour pouvoir prospérer et exploiter pleinement notre
potentiel. »

Helena Dalli, commissaire à l'Égalité, a déclaré : « Chaque année, le 17 mai,
nous réaffirmons notre soutien à la communauté LGBTIQ et notre engagement à
lutter contre toutes les formes de discrimination, de haine et de violence à
l'égard des personnes LGBTIQ. Nous devons continuer à lutter pour une Union de
l'égalité, dans laquelle chaque personne peut être elle-même et aimer qui elle
choisisse. »

En avril 2023, la Commission européenne a publié un rapport sur la mise en œuvre
de sa stratégie en faveur de l'égalité de traitement à l'égard des personnes
LGBTIQ pour la période 2020-2025, qui évalue les progrès accomplis jusqu'à
présent. Le rapport montre que la stratégie a contribué à accroître l'intérêt
des États membres de l'UE pour les politiques en matière d'égalité de traitement
à l'égard des personnes LGBTIQ en créant de nouveaux forums de dialogue et a
contribué à intégrer l'égalité des personnes LGBTIQ dans les politiques, la
législation et les programmes de financement de l'UE. Plus de 100 projets visant
à promouvoir l'égalité de traitement à l'égard des personnes LGBTIQ ont
bénéficié d'un financement de l'UE au titre d'Erasmus +, du corps européen de
solidarité et du programme « Citoyens, égalité, droits et valeurs ».

State aid: Commission approves amendment to a Greek scheme, including €600
million budget increase, to support non-household electricity consumers in the
context of Russia's war against Ukraine

The European Commission has approved amendments to a Greek scheme, including a
budget increase of €600 million, to support non-household electricity consumers
in the context of Russia's war against Ukraine. The amendments have been
approved under the State aid Temporary Crisis and Transition Framework, adopted
by the Commission on 9 March 2023 to support measures in sectors which are key
to accelerate the green transition and reduce fuel dependencies. The new
Framework amends and prolongs in part the Temporary Crisis Framework, adopted on
23 March 2022 to enable Member States to support the economy in the context of
the current geopolitical crisis, already amended on 20 July 2022 and on 28
October 2022.

The Commission approved the original scheme on 3 October 2022 (SA.103978).
Greece notified the following amendments to the original scheme: (i) an overall
budget increase by €600 million; (ii) an adjustment of the maximum aid ceilings
for limited amounts of aid; and (iii) an extension of the period, in relation to
which the limited amounts of aid may be granted, until 31 December 2023.

The Commission found that the the aid scheme, as amended, is in line with the
conditions set out in the Temporary Crisis and Transition Framework. In
particular, the aid (i) will not exceed €250,000 per company active in the
primary production of agricultural products, €300,000 per company active in the
fishery and aquaculture sectors and €2 million per company active in all other
sectors; and (ii) will be granted no later than 31 December 2023. The Commission
concluded that the amended scheme remains necessary, appropriate and
proportionate to remedy a serious disturbance in the economy of a Member State,
in line with Article 107(3)(b) TFEU and the conditions set out in the Temporary
Crisis and Transition Framework. On this basis, the Commission approved the
modified scheme under EU State aid rules.

Mergers: Commission clears acquisition of the Rimrock Resort Hotel by Parks
Bottom, Oxford and Accor

The European Commission has approved, under the EU Merger Regulation, the
acquisition of joint control of the Rimrock Resort Hotel by Parks Bottom Co Real
Estate Holdings Inc. (‘Parks Bottom'), Oxford Properties (‘Oxford') and Accor
Management Canada Inc. (‘Accor'), all of Canada.

The Rimrock Resort Hotel is a resort hotel located in Banff, Alberta, Canada.
Parks Bottom owns real estate assets on behalf of the Government of Singapore.
Oxford belongs to the OMERS Administration Corporation, a global real estate
owner, investor, developer and property manager. Oxford invests globally in real
estate assets. Accor operates hotels across Canada.

The Commission concluded that the proposed acquisition would raise no
competition concerns, given that the Rimrock Resort Hotel does not have any
activities within the European Economic Area. The transaction was examined under
the simplified merger review procedure.

EU-US Talent for Growth Task Force: Executive Vice-President Vestager and
Commissioner Schmit attend first meeting

Today, Executive Vice-President for a Europe Fit for the Digital Age, Margrethe
Vestager, and Commissioner for Jobs and Social Rights, Nicolas Schmit, will
participate virtually in the first meeting of the EU-US Talent for Growth Task
Force.

The Task Force was established with a one-year mandate as part of the EU-US
Trade and Technology Council to (1) share best practices, policies, tools and
data for talent development; (2) promote innovative approaches to skills for
economic growth and opportunities for workers; and (3)  inspire training
programmes for EU and US companies, including small and medium-sized businesses.
It brings together representatives of EU and US governments, businesses, trade
unions and training providers.

The Task Force will present recommendations to drive the development of talent
and skills needed for existing and emerging technologies such as artificial
intelligence and extended reality. This meeting will identify common challenges
and establish priorities for the Task Force's work on both sides of the
Atlantic.

The Task Force's activities will contribute to the European Year of Skills by
supporting efforts in effectively preparing people for the skills needs of a
changing labour market. 

Executive Vice-President Vestager said: "While digital technology offers vast
opportunities for individuals and businesses, it's important that these
opportunities are realised in a fair and inclusive way. The Talent for Growth
Task Force will combine experiences from both sides of the Atlantic and promote
the development of the talent and skills needed to achieve it."

Commissioner Schmit said: “Skills are essential for the success of the digital
transition. Yet, 70% of businesses in the EU say that the lack of workers with
digital skills is an obstacle to investment. It is therefore essential to tackle
labour shortages and empower workers with the skills needed to thrive in the
green and digital transition. In view of the pressing need to make progress, I
believe we can learn a lot from each other in this forum.”

Commissioner Lenarčič in the United States to discuss disaster risk prevention
and preparedness

Commissioner for Crisis Management, Janez Lenarčič, is in the United States
today and tomorrow. The visit coincides with the midterm review of the
implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030 in
New York, an opportunity to further strengthen international cooperation on
disaster risk reduction.

During his first stop in Washington DC, the Commissioner is meeting with World
Bank Managing Director for Operations, Anna Bjerde; US Department of State Under
Secretary, Uzra Zeya; and USAID Administrator, Samantha Power.

On the margins of the Sendai Framework midterm review in New York, Commissioner
Lenarčič is meeting Bill Blair, Canadian Minister for Emergency Preparedness,
and Mami Mizutori, Special Representative of the United Nations
Secretary-General for Disaster Risk Reduction.

Commissioner Várhelyi in Bosnia and Herzegovina for High-Level Political Forum

Commissioner for Neighbourhood and Enlargement, Olivér Várhelyi, will be in
Sarajevo, Bosnia and Herzegovina, today, on 17 May. He will co-chair the first
EU-Bosnia and Herzegovina High-Level Political Forum together with Borjana
Krišto, the Chairwoman of the Council of Ministers of Bosnia and Herzegovina.

The Forum, further attended by representatives of the Parliamentary Assembly of
Bosnia and Herzegovina, Heads of Clubs, the Prime Ministers of the Federation of
Bosnia and Herzegovina and Republika Srpska, the Prime Ministers of ten Cantons
of the Federation of Bosnia and Herzegovina and the Mayor of Brcko District,
will discuss EU reforms efforts on the path to the European Union following the
European Council's decision to grant candidate status to the country.

In its October 2022 recommendation for candidate status to Bosnia and
Herzegovina, the Commission stated that it stands ready to continue supporting
the efforts of Bosnia and Herzegovina on its European path by further engaging
in policy dialogue and by setting up a high-level political forum to monitor the
implementation of the steps outlined in the recommendation and report on further
progress on the ground.

The Commission will report again in the 2023 enlargement package, expected in
autumn, on the state of implementation of the 14 key priorities set out in the
Commission Opinion on the EU membership application of Bosnia and Herzegovina.

Following the High-Level Political Forum, Commissioner will have a joint press
point with the Chairwoman of the Council of Ministers of Bosnia and Herzegovina.

La commissaire Simson à Malte pour la première réunion des ministres de
l'Énergie du MED9

La commissaire à l'Énergie, Kadri Simson, se trouve aujourd'hui à La Valette,
Malte, pour participer à la première réunion des ministres de l'Énergie du
groupe MED9. Les ministres de Croatie, de Chypre, de France, de Grèce, d'Italie,
du Portugal, de Slovénie et d'Espagne assisteront à la réunion organisée par
Miriam Dalli, ministre maltaise de l'Environnement, de l'Énergie et de
l'Entreprise.

Demain, le 18 mai, les ministres prendront part à des tables rondes sur la
réalisation des objectifs ambitieux de l'UE en matière d'énergies renouvelables,
ainsi que sur le rôle de la Méditerranée comme centre de l'énergie verte.

Le MED9 est une alliance de pays du sud de l'Union européenne, qui a été établie
de manière informelle en 2013 dans le but de créer une coordination sur des
questions d'intérêt commun au sein de l'UE, intégrant la transition verte et la
sécurité de l'approvisionnement en énergie. En décembre dernier, la présidente
von der Leyen a participé au sommet des pays du sud de l'UE à Alicante, en
Espagne, où les discussions sur la transition énergétique propre, et l'hydrogène
en particulier, ont occupé une place importante.

Executive Vice-President Timmermans in Poland for the Łódź Climate Congress and
exchanges with local authorities and stakeholders

Executive Vice-President for the European Green Deal, Frans Timmermans, will be
visiting the cities of Łódź and Konin in Poland tomorrow. With local authorities
and stakeholders, he will discuss the progress made at local level on the green
transition and the challenges ahead to ensure that the path towards a
climate-neutral economy in those coal regions happens in a fair way, bringing
new job opportunities and prosperity for all.

In Łódź, he will participate in the Local Government Climate Congress 2023,
where he will deliver an opening speech on the EU's green transformation and
just transition. The audience will include mayors from cities that are part of
the EU Covenant of Mayors for Climate and Energy. Ahead of the Congress,
Executive Vice-President Timmermans will meet with several mayors who are part
of Council of the Union of Polish Metropolises and other associations of local
authorities. While in Łódź, he will also hold a dialogue with students and youth
representatives.

In the afternoon, the Executive Vice-President will continue his discussions
with local stakeholders in the city of Konin. He will complete his visit to the
country with a site visit to the ZE PAK renewable hydrogen project. Funded
through the Innovation Fund by revenues from the Emissions Trading System, this
project aims to build a 5MW pilot water electrolysis system to produce renewable
hydrogen for the public bus transport sector in Poland.

Łódź and Konin are part of the Polish regions that will benefit from funding
through the Just Transition Fund. In December 2022, the Commission adopted the
Polish Operational Programmes with Territorial Just Transition Plans (TJTPs) for
the regions of Łódzkie and Wielkopolska, among others. The TJTPs for Łódzkie and
Wielkopolska are worth €369.5 million and €415 million respectively and will
support a fair climate transition in those coal regions. EU funding in the
Łódzkie region will be invested in new business infrastructure for local SMEs
and in research laboratories, in energy efficiency and renewable energy
deployment, and further support workers currently employed in the Bełchatów
power plant as well as in mining and related sectors. The funding for the Konin
subregion of Wielkopolska will help to turn the page on lignite extraction. The
funds will support training and reskilling activities for 5,500 workers in the
lignite industry.

COLLEGE MEETING: The European Commission appoints new Data Protection Officer

The European Commission has decided today to transfer in the interest of the
service Michelle Sutton to the function of Data Protection Officer (DPO) in the
Secretariat-General (SG). The Data Protection Officer ensures, in an independent
way, that the Commission correctly applies the law protecting individuals'
personal data and keeps a public register of all operations carried out by the
Commission involving personal data. The date of effect is 1 July 2023.

Michelle Sutton, a Belgian and British national, will draw on her expertise in
corporate governance and institutional issues, as well as her extensive policy
experience gained over 20 years in the European Commission.

As Principal Adviser in the Internal Audit Service and as senior expert in the
Secretariat-General, she has provided strategic analysis and policy development
advice in the areas of corporate governance, audit and performance, and
coordinated COVID-19 emergency support funding. Earlier in her career, she led
the response to the financial crisis as Member of Cabinet of President Barroso.
She was Member of Cabinet of Competition Commissioner Kroes and later served as
Deputy Head of Cabinet to First Vice-President Timmermans, where she led on
interinstitutional, justice and home affairs and fundamental rights issues,
including data protection.
