HAS PRELIMS EXAM

HPAS or Himachal Pradesh administrative services exam commonly known as HAS exam
is one of the toughest exams of the state of Himachal Pradesh. HAS exam is
conducted by Himachal Pradesh Public Service Commission every year in the month
of April or May. The selected candidates appointed as SDM, DSP, Tehsildar, and
BDO after the final selection.

No. Of Phases In HAS Examination
Preliminary- (200 Marks GS) + (200 Marks CSAT).
Mains- 3 GS Paper (200X3= 600) + 1 optional (2 papersX 100= 200)+ Essay( 100 )+
Hindi( 100 )+ English( 100 ).
Viva Voice- 150 Marks.

PRELIMINARY EXAMINATION (OBJECTIVE TYPE):.
Preliminary examination consist of 02 papers based on objective type (multiple
choices) questions.
Paper-I: General Studies
Max. marks: 200 marks.
No. of Questions: 100 objective type (Multiple choices) questions.
Paper-II: Aptitude Test
Max. marks: 200 marks.
No. of Questions: 100 objective type (Multiple choices) questions.
" Aptitude Test (Paper-II) of the Preliminary Examination will be a qualifying
paper with minimum qualifying marks fixed at 33% and, for that reason, marks
obtained in this particular paper shall not be counted for determining the merit
of the candidates to be drawn exclusively on the basis of marks obtained in
General Studies (Paper-I) of the Preliminary Examination for their admission to
the Main Examination.

HAS MAINS Detailed Syllabus.
COMPULSORY PAPERS.
PAPER-I: ENGLISH (100 MARKS).
Candidates will be tested in the following areas:.
1. English Grammar - (20 Marks).
2. Usage and vocabulary - (20 Marks).
3. English Composition Letter/ Application/ Report/ Note writing - (20 Marks).
4. Comprehension of unseen passages - (20 Marks).
5. Precis Writing - (20 Marks) Evaluation/ Marking:

Merit will be given for the following:-.
1. Writing of précis, comprehension, composition and usage according to
requirements of format.
2. Coherence and sequence in expression.
3. Correctness of grammatical structures.
4. Originality of thought and expression.

PAPER-II: HINDI IN DEVNAGRI SCRIPT (100 MARKS).
( i) Translation of an English passage into Hindi.
( ii) Translation of Hindi passage into English.
( iii) Explanation of Hindi passage in Prose and Poetry in the same language.
( iv) Composition (Idioms, corrections etc.).

PAPER-III: ESSAY (100 MARKS).
Objective:.
This paper is designed to test applicant's (i) knowledge/ awareness of a variety
of subjects and (ii) their capability to compose a sustained piece of writing in
the form of an essay.
Credit will be given for the following:.
1. Observing established rules and format for essay writing.
2. Grammatical correctness of expression.
3. Originality of thought and expression.
PAPER-IV: GENERAL STUDIES-I (200 MARKS).
PAPER-V: GENERAL STUDIES-II (200 MARKS).
PAPER-VI: GENERAL STUDIES-III (200 MARKS).
INTERVIEW/ PERSONALITY TEST (150 MARKS).

The applicant will be interviewed by the Commission who will have before them a
record of his/her profession. He/ She will be asked questions on matters of
general interest. The object of the interview is to assess the personal
suitability of the candidate for the services or service for which he/ she has
applied to the Commission.
Note:- There will be negative marking for incorrect answers (as detailed below)
for all questions:.
( i) There will be four alternatives for the answers to every question. For each
question for which a wrong answer has been given by the candidate, one third
(0.33) of the marks assigned to that question will be deducted as penalty.
( ii) If a candidate gives more than one answer, it will be treated as a wrong
answer even if one of the given answers happens to be correct and there will be
the same penalty as above for that question.
( iii) If a question is left blank i.e. no answer is given by the candidate,
there will be no penalty for that question".


The compulsory and optional subjects and maximum marks fixed for each subject
shall be as below:-.

The requirements and contents of papers in general (excluding compulsory papers
of English and Hindi) shall be comparable to those of the Degree level, i.e.
B.A. or B.Sc., etc. examinations of a recognized University. The standards and
materials of compulsory papers of English and Hindi shall be of 10 +2 level.


1. All papers shall be of three hours duration.
2. Knowledge of customs, manners, and dialects of Himachal Pradesh and
suitability for appointment in peculiar conditions prevailing in Himachal
Pradesh shall be considered as "desirable qualifications".
3. The marks obtained in the Compulsory Papers of English and Hindi will not be
counted for overall ranking though it would be necessary to obtain 40% marks in
each of these papers to qualify.
4. Marks and ranking will be decided on the basis of marks obtained in all other
compulsory and optional papers (excluding marks of English and Hindi Papers of
Compulsory Papers).
5. Credit will be given for good English/ Hindi including orderly, effective,
and exact expression combined with the economy of words, in all subjects of the
examination.
6. The names of candidates who are called for interview/personality test shall
be arranged in order of merit on the basis of the aggregate marks obtained in
the examination.

Structure of HPAS Exam: The HPAS examination consists of THREE Stages:

 1. Preliminary Examination
 2. Mains Examination
 3. Viva test.

STAGE ONE: Preliminary Examination It has Objective Type/ Multiple Choice for
screening purpose only. It shall comprise of 2 papers.

PAPERS SUBJECT MAXIMUM MARKS DURATION Paper- I General Studies 200 2 hr.
Paper-II General Aptitude 200. 2 hr

PAPER- 1 GENERAL STUDIES There shall be 100 Objective type questions. Syllabus:
HP State: History, Geography, Political, art & culture & Socio economic
development of HP. History of India & Indian National Movement. Indian & World
Geography – Physical, Social, Economic Geography of India & the World. Indian
Polity & Governance – Constitution, Political system, Panchayati Raj, Public
Policy, Rights Issues. Economic & Social Development- Sustainable Development,
Poverty, Inclusion, Demographics, Social Sector Initiatives. Environmental
Ecology, Bio- Diversity & Climate Change. PAPER II APTITUDE TEST There shall be
100 Objective type questions. Syllabus: Comprehension Interpersonal Skills
including communication skills Logical Reasoning & Analytical Ability Decision
Making & Problem Solving General Mental Ability Basic Numeracy Data

STAGE TWO: Mains Examination HPAS Mains Changed Pattern
IMPLEMENTATION OF HPAS EXAM CHANGED PATTERN IN 2017 :-

Chairman of the Himachal Pradesh Public Service Commission KS Tomar today said
the micro-level syllabi of general knowledge papers of Himachal Pradesh
Administration and Allied Services is in its final stages and would come into
force in the HAS written examination in 2017. The process of switching over from
the HPAS to the IAS pattern started eight months ago, making the state the first
to incorporate the change, he said. “The commission is in talks with experts,
scholars and academicians to finalise the micro-level syllabi,” Tomar said. He
said the new pattern would not be applicable to the HPAS combined examination
(preliminary and main written exam), which will be held in 2016 and for which
advertisements will appear in newspapers in January 2016. “We seek to do away
with discrimination which is the outcome of injudicious total marks of two
optional subjects,” he said. “First, the commission wants to create an equal
level playing field for all candidates. Second, I want to introduce 30-33 per
cent of the state element in general knowledge papers,” Tomar said. The Prof.
J.C. Sharma committee after consulting UPSC, different state Public Service
commissions and experts from various universities, has submitted its report. Dr.
Man Singh, new member of commission will take the entire process to logical end
under direct supervision of commission, Tomar said. Tomar said the syllabus of
general knowledge papers was being finalised after it was approved by the
commission and the state government. “Sample papers on the new pattern will also
be prepared to guide candidates and those will be uploaded on the commission’s
website for suggestions and scrutiny,” he said. As per the new pattern, there
will be no change in the marks of Hindi, English and essays (100 each).
“One-fifty marks for interview remain unchanged. But one optional subject of 300
marks has been abolished and there will be only one optional paper of 300 marks
(two papers of 150 each),” he said. Three general knowledge papers will be of
150 each containing 30 to 33 per cent questions on the state. “Overall marks of
the interview and main examination will be 1200,” Tomar said. Due to nature of
two optional subjects, some of the candidates enjoyed illogical advantage. This
would go after the change in pattern, Tomar said. “I plan to make a presentation
before all heads of the PSCs and request them to incorporate the new pattern in
their institutions as well,” Tomar said. STAGE THREE: VIVA VOCE The qualified
candidates are asked to appear for the viva part and then for the personal
interview round. The rank list is made on the overall marks obtained by the
students.

prestigious exam conducted by Himachal Pradesh Public service Commission every
year. This year i.e in 2019 HPPSC has offered about 30 seats for various posts
such as Excise & Taxation officer grade Inspector Audit in cooperative socities,
Election Kanungo, Panchayat Inspector etc an various locations in Himachal. The
exam comprises of 3 stages Prelims, Mains and Documents checking and
registration process at the time, after the student clears mains. The exam i.e
Prelims is expected to be conducted in last week of April. SNM IAS academy
