for another PCR test? If yes how do we contact these labs?

Depends on the policy and procedures of each country, there will be a lab at the
departures area and also a list of local labs in Amman will be found here

yes both payments are accepted

I am a resident of a green listed country but hold a passport of another will i
be allowed entry?

Yes you will under condition you have been residing in a green listed country
for 14 consecutive days
