ACCRA, Ghana: Despite the loss of its strongholds in Iraq and Syria at the hands
of a US-led international coalition, the terror group Daesh has been making
alarming advances across the African continent, particularly in notoriously
unstable regions such as the Sahel, the Democratic Republic of Congo, Somalia
and Mozambique.
The resurgence of Daesh in Africa is not only a cause for grave concern for the
continent, but it also poses a potential threat to global security, especially
with the pace of foreign fighter mobilization in fragile states and the
transnational appeal of Islamic radicalism.

Recent developments, including arrests in Spain linked to recruitment efforts
for Mali, underscore the growing interest and activity of Daesh in Africa.
Meanwhile, the substantial revenues generated by Al-Shabab, which takes in an
estimated $120 million from extortion alone, is cementing its position as the
most cash-rich extremist group in the continent.
As international involvement wanes in the Sahel and regional governments grapple
with internal instability, terrorist organizations are exploiting the resulting
vacuum to escalate their activities.

Climate risks, food insecurity and metastasizing violence were all set to
intensify in the West African Sahel, predicted a World Economic Forum report of
January 2019.
Since then, the withdrawal of French and European forces from Mali, coupled with
the suspension of UN peacekeeping missions, has emboldened militant groups,
leading to a spike in attacks on civilian populations and security forces.

In Mali, where a fragile transition to civilian rule is underway amid escalating
violence, Islamist groups such as Jama’at Nusrat Al-Islam wal-Muslimin and the
Islamic State Sahel Province have intensified their offensives, aiming to
consolidate control over northern territories.
The withdrawal of UN peacekeepers has left a security void that these groups are
keen to fill, leading to increased clashes with both government forces and
Tuareg rebel factions.
Neighboring countries such as Burkina Faso and Niger are also grappling with
lawlessness and soaring violence. Recent attacks by extremist groups have
resulted in large casualties among security personnel and civilian populations,
worsening the already precarious security situation in these countries.

The massacre at a public event in the Russian capital, Moscow, last month, which
killed at least 140 people, was one of the largest terrorist attacks in recent
years, particularly after the thwarting of plots in locations like Germany,
Austria, the Netherlands, France and Turkiye, along with dozens of recent
terrorism-related arrests.
European governments have moved to their highest alert levels for many years.
INNUMBERS
• 5,000 Estimated Daesh fighters in Iraq.

• $25 million Estimated financial reserves of Daesh.
The entity accredited with many of these audacious plots is Daesh’s “Khorasan”
branch, or Daesh-K, which is based in Afghanistan and is active throughout
Central and South Asia.
Amid these developments, the lack of international support poses a clear and
imminent danger to the stability of the entire Sahel region, a
difficult-to-monitor territory spanning several countries from the Atlantic
coast to the Red Sea.
Furthermore, last year’s coup in Niger — one of the poorest countries in the
world with minimal government services — and the subsequent suspension of the
country from the African Union have further complicated efforts to address the
terrorist threat. With regional alliances shifting and international assistance
dwindling, the prospects for effectively countering terrorism in the Sahel
appear increasingly uncertain.
In addition, extremist groups have demonstrated their capability to launch
attacks beyond the Sahel, posing a direct threat to the security of coastal
states of West Africa, including Senegal, the Ivory Coast, Ghana, and Nigeria.

“To understand their recent re-emergence, it’s important to look back at the
group’s beginnings, how they engaged with other violent extremist organizations
and non-state armed groups in their sub-region,” Aneliese Bernard, director at
Strategic Stabilization Advisors, an advisory group focused on conflict and
insecurity, told Arab News.
She pointed out that ISSP initially partnered with Al-Qaeda-aligned groups until
2019, when their alliance broke due to differences in governance methods. JNIM’s
focus on redistributing revenue clashed with ISSP’s individual looting approach,
leading to defections and tension between the groups.
“There were other reasons as well, including the fact that the regional security
forces were very focused on reducing IS Sahel’s footprint in Niger, pushing them
into space that was controlled by JNIM, causing the groups to compete over space
and clash further,” Bernard said.
Other internal factors also contribute to the rise of Daesh in Africa. The
leader of the Islamic State in the Greater Sahara, the predecessor to ISSP, was
killed by French forces in the Sahel in August 2021, and “the group was quiet
for a bit as leadership and its structure recalibrated.”

Some suggest that ISSP and JNIM might have called a truce, although clashes
continue intermittently. Others stress that the security vacuum in Niger created
by the July 2023 coup has likely emboldened ISSP to resume its activities.
Also, “the disintegration of key regional alliances, such as the G5 Sahel,
following the withdrawal of key members (Mali, Niger, Burkina Faso), has
exacerbated the problem,” Souley Amalkher, a Nigerien security expert, told Arab
News.
Previously, the G5 Sahel consisted of Burkina Faso, Chad, Mali, Mauritania, and
Niger, and focused on development and security issues in West Africa. By the end
of 2023, only Chad and Mauritania remained, announcing that the alliance would
soon dissolve.
“Without effective governance structures in place, addressing terrorism becomes
increasingly challenging, underscoring the urgent need for improved governance
policies and the creation of secure environments for local populations.
“To address these challenges, there is a pressing need for regional
collaboration between Sahelian states and those in North Africa, particularly
Libya and Algeria. Strengthening regional initiatives can help fill existing
gaps in counterterrorism efforts and bolster the resilience of affected
regions,” Amalkher said.
The root causes of Daesh’s expansion in Africa are manifold. Prominent among
them are the fragility of local state structures, social injustice, ethnic and
religious conflict, and economic inequality.

already suffering from a locust invasion between 2019 and 2021, the Covid-19

“Daesh and other extremist organizations in Africa are predatory groups that
rely on exploiting absences in governance and security,” Bernard said.
“They operate as insurgents rather than traditional terrorists, often launching
guerrilla-style attacks before dispersing into local communities. Then,
heavy-handed security responses contribute to grievances and fuel extremist
recruitment.”
Bernard explained that counterterrorism efforts can often backfire, furthering
even more fighting and bloodshed. “These efforts, if lacking coordination with
security operations, often fall short against insurgents who adapt quickly,
emphasizing the need for more effective strategies addressing root causes,” she
said.
In the DRC, the Daesh-affiliated Allied Democratic Forces are just one of over
100 militias and active armed groups. Despite joint efforts by Uganda and the
DRC to combat the ADF in 2021, the group remains elusive and difficult to
eradicate.

Recently, Uganda raised its security alert as ADF militants crossed into the
country, underscoring the persistent nature of the threat posed by the group. In
Mozambique’s Cabo Delgado province, the threat of terrorism continues to pose a
significant challenge. Despite initial momentum against ISIS-Mozambique,
inadequate coordination and tactics have hindered efforts to eliminate the
group.
IS-M’s use of guerrilla warfare tactics and constant movement make it difficult
for security forces to root them out, “with some operations seemingly stuck in a
routine of patrols and defense rather than actively pursuing the group,”
Canadian security expert Royce de Melo told Arab News.
The presence of other armed groups, including the Russian paramilitary Wagner
Group, which recently rebranded itself as the Africa Corps, complicates the
security landscape within and beyond the Sahel. De Melo said: “Their involvement
has fueled anti-government sentiments and served as a rallying cry for Islamist
groups, portraying the Russians as oppressors.”
He added that Wagner’s involvement in Mozambique to combat IS-M in Cabo Delgado
ended in failure “due to incompetence, racism and internal conflicts.”

The rise of extremist violence in Africa is not only a security concern; it also
compounds the region’s pervasive humanitarian crisis. Displacement, food
insecurity, and economic instability are further worsened by the activities of
terrorist organizations, creating a vicious cycle of instability and suffering
for millions of people across the continent.
“When evaluating the success of counterterrorism strategies, if terrorist groups
remain active, continue to launch attacks, and even grow in strength despite
efforts to eradicate them, it becomes evident that current strategies are
ineffective and require reassessment,” De Melo said.
“Training, discipline, equipment, technology and culture, as well as good
governance, good leadership and morale, are all factors in having a powerful and
effective security force that can take the war to Daesh.”

JAKARTA: Jakarta has denied plans to establish diplomatic ties with Tel Aviv,
following viral Israeli media reports claiming it was part of a deal to smooth
Indonesia’s entry into the Organization for Economic Cooperation.
Indonesia is the first Southeast Asian nation to apply for the membership of the
38-nation forum. Accession talks began in February but, according to local
Israeli media, were objected to by Tel Aviv over the lack of diplomatic ties
with Jakarta.
Countries need unanimous approval from all OECD members, including Israel, to
join the bloc.
Citing anonymous sources, the Israeli media reports claimed that Indonesia had
started OECD-brokered talks with Israel, which in exchange for recognition would
give its nod for the world’s most populous Muslim-majority nation to join the
group.
The Indonesian Ministry of Foreign Affairs debunked the claims.
“There are no plans to open diplomatic ties with Israel, especially in the wake
of Israel’s atrocities in Gaza. Indonesia’s stance has not changed, and we
remain consistent in supporting Palestine’s independence within the framework of
the two-state solution,” Lalu Muhamad Iqbal, the ministry’s spokesperson, told
reporters Thursday evening.
“Indonesia will always be consistent and at the forefront of defending the
rights of the Palestinian people.”
One of the staunchest supporters of Palestine, the Indonesian government has
repeatedly called for an end to Israeli occupation of Palestinian territories
and for a two-state solution based on pre-1967 borders.
Since the beginning of Israel’s deadly invasion of Gaza in October, it has also
been vocal on the international stage, demanding a stop to military support and
weapons sales to Tel Aviv.
In January, Indonesian Foreign Minister Retno Marsudi called on the UN Security
Council to make no exceptions in upholding international law and to bring Israel
to accountability over mass killing and atrocities.
Israeli ground and air attacks have in the past six months killed at least
33,400 Palestinian citizens — nearly half of them children. Over 70,000 have
been injured, mutilated and disabled by the strikes, while thousands of others
remain missing under the rubble.
The Israeli military has also levelled large parts of Gaza, destroyed most of
its civilian and medical infrastructure, and blocked water, food and aid
supplies to the territory, bringing its more than 2 million inhabitants to the
verge of famine.
Since the beginning of the onslaught, mass public protests in support of
Palestine have been regular in Indonesia, where the people see Palestinian
independence as mandated by their own constitution, which calls for the
abolition of colonialism.
“If the government takes the opposite step by recognizing the state of Israel
and tolerating colonialism and oppression, that will cause political suicide,
given that such a thing would lead to political delegitimization and loss of
public trust,” Dr. Airlangga Pribadi Kusman, political science lecturer at
Airlangga University in Surabaya, told Arab News.
“The current and future Indonesian government should continue its policy of
supporting Palestinian independence as has been the commitment of previous
governments.”

MADRID: British and Spanish foreign ministers will meet Friday with a top
European Commission official for another round of negotiations over the status
of the disputed territory of Gibraltar following Britain’s exit from the
European Union.
The two ministers will hold talks with European Commission Vice President Maros
Sefcovic in Brussels. Gibraltar Chief Minister Fabian Picardo will also attend.
Spanish Foreign Minister José Manuel Albares said that while the meeting with
his British counterpart David Cameron “may not be the final day,” he was
optimistic of an agreement “as soon as possible.”
“These are complex, technical issues, and then we will have to draft a whole set
of documents, but we are already close to reaching an agreement on the general
political lines,” Albares told Spain’s Onda Cero radio on Thursday.
All sides are eager to clinch a deal before European elections in June.
Britain left the European Union in 2020 with the relationship between Gibraltar
and the bloc unresolved. Talks on a deal to ensure people and goods can keep
flowing over the Gibraltar-Spain border have made halting progress during 18
rounds of negotiations, but UK officials have recently expressed optimism about
reaching a deal.
In Britain’s 2016 Brexit referendum, 96 percent of voters in Gibraltar supported
remaining in the EU. The tiny territory on Spain’s southern tip depends greatly
on access to the EU market for its 34,000 inhabitants.
Gibraltar was ceded to Britain in 1713, but Spain has maintained its sovereignty
claim ever since. Relations concerning the Rock, as it is popularly referred to
in English, have had their ups and down over the centuries.
British Foreign Office Minister David Rutley said last month that “while
negotiations have been technically and politically complex, significant progress
has been made.”
A major sticking point has been who controls Gibraltar’s airport, which under
the proposed free-movement deal would be an external border of the EU. The UK
and Gibraltar have resisted Spain’s insistence that Spanish border officials be
based at the airport, which is also home to a Royal Air Force base.
The British Foreign Office said in a statement Thursday that while it is “not
expecting this meeting to reach a final agreement, getting senior political
figures from the UK, European Commission, Spain and Gibraltar in one room is
significant.”

STONE MOUNTAIN: In a large, empty parking lot outside Atlanta, one car slowly
careened around parking spaces. From the passenger seat, driving instructor
Nancy Gobran peered over large sunglasses at her student, a 30-year-old Syrian
refugee woman who was driving for one of the first times in her life.
“Turn the wheel and then accelerate,” Gobran, the owner of Safety Driving
School, said softly in Arabic. Gripping the wheel tightly, the student
cautiously rounded the corners of the parking lot for nearly an hour.
Gobran has been working for nearly five years with a program called Women Behind
the Wheel, which offers 14 hours of free drivers’ education to mostly refugee
and immigrant women. Many of the women who enroll come from countries that
discourage women from driving or working outside their home.
It’s not a new concept, but Women Behind the Wheel is unique to Georgia. Similar
programs exist across the country, such as Refugee Women Rising in Omaha,
Nebraska, which offers driver’s education, seat belt safety and car seat
installation help, and Driving Opportunity in Denver, which offers classroom and
road instruction to refugee women.
“Helping a lot of refugees is not easy,” Gobran said. “At the beginning, it’s
kind of awkward for some people for their first time being behind the wheel, but
by the end of the program, they gained the benefit they’ve been looking for.”
Students sign up for the driving program through Ethaar, an Atlanta-area
nonprofit organization that aids refugee families through their resettlement.
Its name is an Arabic word meaning altruism and affection.
Ethaar co-founder Mona Megahed said she started Women Behind the Wheel to fill a
glaring need many refugee families have that partially stem from cultural
differences.
“We named it Women Behind the Wheel for a reason,” Megahed said. “We really
wanted to empower our female clients. A lot of these women were struggling
because they were fully dependent on their spouses.”
She noted some husbands held beliefs from their home countries that their wives
shouldn’t drive or work.
“We quickly explained, well, you can’t really provide if you’re making minimum
wage and you have six mouths to feed in addition to helping with your wife,”
Megahed said. “So she also needs to kind of learn how to drive and find a job
and get out there.”
The stress can be compounded for families in metro Atlanta, where many people
rely on cars to get around. Most of the refugee families Ethaar works with
settle in Clarkston, a suburb 15 miles (24 kilometers) northeast of Atlanta.
“Most of the time because of lack of access to transportation, it’s hard for
them to get to their jobs,” said Sarah Karim, Ethaar’s executive director. “It’s
hard for them to go study anywhere except for what is close by, and there aren’t
that many options, unfortunately.”
Their clientele depends on the shifting global landscape and conflicts, Karim
said.
“Lately, we’ve observed various nationalities among our clients, including
families and individuals from Afghanistan, Burma, Syria, Sudan, Somalia,
Pakistan, Iraq, and Eritrea,” Karim said.
So far, there have been 230 graduates of the program, including a few men. The
driving program typically has a three-to-four-month waitlist because of the
demand. The US government gives refugee families up to 12 months of financial
and medical assistance, so there is limited time to become autonomous.
“The point is for every refugee to reach self-sufficiency or self-reliance,”
said Dorian Crosby, a Spelman College professor who is an expert in refugee
migration.
“Learning how to drive and getting access to a license is critical to refugee
women reaching that level of self-reliance,” Crosby said. “It’s not just to meet
the government regulations of the cutoff, but they now can sustain themselves.
It is also such an emotional boost.”
Instructors like Gobran are fluent in Arabic, which makes students more
comfortable. She watched her client slowly gain confidence over her hourlong
session. A smile crept across her face. A month later, her student passed her
driving test.
“This is their new home, and they have to understand how this country works,”
Gobran said. “It starts with the very little thing as driving to build a
future.”

BUENOS AIRES: Over three decades after deadly attacks in Buenos Aires targeted
Israel’s embassy and a Jewish center, an Argentine court placed the blame
Thursday on Iran and declared it a “terrorist state,” according to local media.
The ruling, cited by press reports, said Iran had ordered the attack in 1992 on
Israel’s embassy and the 1994 attack on the Argentine Israelite Mutual
Association (AMIA) Jewish center.
The court also implicated the Iran-backed Shiite movement Hezbollah and called
the attack against the AMIA — the deadliest in Argentina’s history — a “crime
against humanity,” according to court documents cited by media reports.
“Hezbollah carried out an operation that responded to a political, ideological
and revolutionary design under the mandate of a government, of a State,” Carlos
Mahiques, one of the three judges who issued the decision, told Radio Con Vos,
referencing Iran.
In 1992, a bomb attack on the Israeli embassy left 29 dead. Two years later, a
truck loaded with explosives drove into the AMIA Jewish center and detonated,
leaving 85 dead and 300 injured.
The 1994 assault has never been claimed or solved, but Argentina and Israel have
long suspected Lebanon’s Shiite Hezbollah group carried it out at Iran’s
request.
Prosecutors charged top Iranian officials with ordering the attack. Tehran has
denied any involvement.
Argentina has the largest Jewish community in Latin America, with some 300,000
members.
It also is home to immigrant communities from the Middle East — from Syria and
Lebanon in particular.
The judges ruled Thursday that the AMIA attack was a crime against humanity, and
put blame on then-president Ali Akbar Hashemi Bahramaie Rafsanjani as well as
other Iranian officials and Hezbollah members.
The decision was welcomed by the president of the Delegation of Israelite
Associations of Argentina (DAIA), Jorge Knoblovits.
He told Radio Mitre the ruling “is very important, because it enables the
victims to go to the International Criminal Court.”
Former Argentine president Carlos Menem, who died in 2021 and was the president
at the time of both attacks, was tried for covering up the AMIA bombing, but
ultimately acquitted.
His former intelligence chief Hugo Anzorreguy was sentenced to four-and-a-half
years in jail for his role in obstructing the probe.
He was among some dozen defendants who faced a slew of corruption and
obstruction of justice charges in the case, including the former judge who led
the investigation into the attack, Juan Jose Galeano, who in 2019 was jailed for
six years for concealment and violation of evidence.

ABIDJAN: Gabon’s transitional president on Thursday asked his Ivory Coast
counterpart for help in getting African Union sanctions lifted, during a meeting
in Abidjan.
General Brice Oligui Nguema, who came to power in a coup last August, met Ivory
Coast’s President Alassane Ouattara during a visit to the country for “work and
friendship” from Thursday to Saturday.
“I am asking for the support of my elder here to plead in favor of lifting of
the African Union sanctions against Gabon, and I know I can count on you,” the
general said, addressing the Ivorian president.
Gabon was suspended from the African Union on August 31 after Nguema overthrew
president Ali Bongo, whose family had been in power for 55 years.
He pledged to hand back the oil-rich central African country to civilian rule
after a two-year transitional period.
The Economic Community of Central African States (ECCAS), which had also
suspended Gabon over the coup, reinstated it in March.
Thursday’s meeting came after Gabon earlier this month launched a national
dialogue intended to pave the way for elections in 2025.
In a joint statement to the press, the general said that he had given Ouattara
an “update and report” on the “progress of the current dialogue in Libreville.”
He also thanked Ouattara for his “involvement” and “constant willingness to
support and accompany the transition process on Gabonese soil.”
For his part, Ouattara told reporters that the meeting led to “fruitful
exchanges.”
Ouattara praised Nguema for “the efforts you are making to return to
constitutional normality” and for convening an “inclusive national dialogue.”
Gabon’s transitional president also plans to hold talks with the Gabonese
diaspora during his visit.
