CULTURAL COMPETENCE IS ONLY A PART

“Cultural competence” is a term that’s been floating around the news lately.

The University of Wyoming recently ran a cultural competence campaign to boost
students’ knowledge of diversity. A school board in Southlake, Texas started a
cultural competence action plan after a racist video went viral online.
Businesses are offering courses to their employees in cultural competence to
increase the knowledge of cultures outside of our own. The American
Psychological Association considers cultural competence to be such an important
part of the field of psychology that it’s one of the discipline’s core
competencies.

Despite all of these efforts, cultural competence isn’t enough to bring about
change and positively impact minorities in our schools, businesses, and
communities. Not by a long shot.

Awareness vs. Competence vs. Respect
So, what’s the difference between the three terms? Many of us, if pressed, would
be at a loss to define the differences or even recognize that there is a need
for a difference. But, according to the Health and Education Training Institute
(HETI), there is a degree of difference between all three of those terms that
can impact the success of any diversity training programs, and the success of
any particular person to inculcate a new way of thinking into their own lives.



Cultural awareness is sensitivity to the similarities and differences between
cultures, and using that sensitivity while communicating with others.



Cultural competence is the ability to understand, appreciate, and interact with
people from cultures or belief systems different from one's own.



Cultural respect is protecting and advancing the inherent rights and traditions
of a culture different from one’s own.


The late Dr. Asa Hilliard, professor of educational psychology at Georgia State
University, said that the term “cultural competency” often implies an “end
product,” or a skill you can master once you’ve taken a few classes. But since
competency is simply the ability to appreciate and interact with people from
cultures different from your own, it leaves out a very important aspect that
should be included in every corporate diversity program: ownership.

How Does It Impact Me?
Many people try to stay out of it when it comes to issues that pop up related to
cultural diversity. Someone might make a culturally insensitive remark, and they
will either ignore it or nod and go along with it to fit in.

A culturally aware person might simply walk away with a shake of their head. A
culturally competent person might mention that they appreciate the diversity in
the group before walking away. But a person working on building their cultural
respect might ask the person not to say things like that in front of them and
may actively request diversity training at work, while advocating for those
whose voices are often silenced.

Pro Tip: Joan Williams, founding director of the Center for WorkLife Law at UC
Hastings College of the Law, says that deciding to speak up can be difficult
because you first have to decide if the comment was biased, and then have to
decide how to respond. She offers an easy way to speak up, especially if the
person you confront does not handle negative feedback well. She recommends
asking “What did you mean by that?” to the other person. You’re not actively
accusing them of anything, but you’re calling them out by asking them to dive
deeper into their remark, a task most people will find overwhelmingly difficult
to do.
