This type of business transports passengers or goods via motor vehicle, but does
not offer its services for hire. They operate their own enterprise.


FREIGHT FORWARDER

A company that is not a motor carrier but organizes motor carrier shipments in
order to transport goods from the manufacturer or producer to the market or
customer.


BROKER

A company that provides or arranges motor carrier transportation. Typically a
third party. Brokers do not operate their own motor vehicles.
