NYC OWES PAWN SHOP $1M

A federal court in New York preserved a jury verdict finding New York City
liable for Fourth Amendment violations and malicious prosecution claims,
awarding a pawn shop chain’s owner $1 million in damages. The jury found that
NYPD had an official custom of seizing the pawn shops’ customer buy books and
collateral without a warrant or consent in retaliation for the stores not
participating in the city’s LeadsOnline program.




RWANDAN KIDNAPPING

A federal court in Texas declined to transfer to Washington, D.C., the lawsuit
brought by Rwandan hotelier Paul Rusesabagina of “Hotel Rwanda” fame, who says
he was kidnapped by Rwandan authorities and a private jet charter firm. He could
not show Washington was a more convenient venue for his claims, which include
“Texas common law torts claims.”




PRIVACY FOR SUSPECTS?

The Seventh Circuit ruled that investigators in South Bend, Indiana, are immune
from privacy and emotional distress claims brought by a trans man who was
arrested for failing to support a 17-year-old dependent. There is no clearly
established right to privacy in one’s gender identity during a criminal or child
welfare investigation.


POLLUTION REVIEW

The Ninth Circuit denied San Francisco’s appeal of an EPA order declining to
review the city’s National Pollutant Discharge Elimination System permit for its
combined sewer system and wastewater treatment facility in Oceanside. The Clean
Water Act gives the EPA authority to include certain general narrative
prohibitions.




WEBCASTING FEES

The D.C. Circuit upheld the Copyright Royalty Board’s decision to double the
licensing fees for commercial webcasters to $100 per channel and a $100,000 cap
for each licensee.

owners to slay those attacking their animals. The groups sought clarity on the
policy in a petition.
