MEMBER SELF-RECOMMENDATION SCHEME FOR YOUTH

The Member Self-recommendation Scheme for Youth (“MSSY”) is one of the key
initiatives of youth development as set out in the Chief Executive’s 2022 Policy
Address and the Youth Development Blueprint. To engage more young people in
public affairs and enhance their interaction and trust with the Government,
action is in hand to expand the MSSY, with a view to tripling the number of
participating advisory committees from around 60 in 2022 to no less than 180
within the current term of the Government. Young people aged between 18 and 35,
and with a commitment to serving the community, are now invited to apply for
MSSY Phase 7 and self-nominate to become members of specified government
advisory committees.

MSSY PHASE 7

The application is now open. The number of participating committees has
increased to 23, covering a wide spectrum of policy areas. The participating
committees for MSSY Phase 7 are as follows:

 1.  Action Group on Youth Engagement under the Youth Development Commission
 2.  Advisory Committee on Enhancing Self-Reliance Through District Partnership
     Programme
 3.  Advisory Committee on Gifted Education
 4.  Advisory Committee of ‘The Opportunities for the Elderly Project’
 5.  Advisory Committee on Recycling Fund
 6.  Advisory Committee on Social Work Training and Manpower Planning
 7.  Advisory Panel on Licensing of Hotels and Guesthouses
 8.  Appeal Panel (Estate Agents Ordinance)
 9.  Brewin Trust Fund Committee
 10. Business Facilitation Advisory Committee
 11. Chinese Medicine Development Committee
 12. Committee on Innovation, Technology and Industry Development
 13. Community Services Working Group under Chinese Temples Committee
 14. Endangered Species Advisory Committee
 15. Harbourfront Commission
 16. Hong Kong Institute of Information Technology Advisory Board
 17. Professional Services Advancement Support Scheme Vetting Committee
 18. Programme and Development Committee
 19. Programme Management Committee of the Dedicated Fund on Branding, Upgrading
     and Domestic Sales
 20. Road Safety Council
 21. Social Enterprise Advisory Committee
 22. Women’s Commission
 23. Youth Square Management Advisory Committee

In general, each participating committee will offer two seats for appointment.
Subject to the actual number of applications received and assessment progress,
the assessment is expected to be completed in the fourth quarter of 2024.


RECRUITMENT CONSIDERATIONS

Following the principle of meritocracy, we aim to, through MSSY, recruit young
people who have the commitment to serving the community and the ability to
contribute to the committees concerned for recommending to the relevant
Bureaux/Departments (B/Ds) for consideration of appointment.


APPLICATION DEADLINE

10 September 2024 (Tuesday) at 11:59 p.m. (Hong Kong time)

Late or incomplete applications will not be accepted.


ELIGIBILITY AND ASSESSMENT CRITERIA

Young people aged between 18 and 35 on the date of application deadline (i.e. 10
September 2024) are eligible to apply under the MSSY.

In the assessment process, we will consider whether the applicants meet the
following three conditions –

 1. strong commitment to serving the community;
 2. good understanding of the policy area concerned; and
 3. good analytical and communication skills.


RECRUITMENT COMMITTEE

A Recruitment Committee (“RC”) has been set up by the HYAB for overseeing the
implementation of the MSSY. The RC comprises the Secretary for Home and Youth
Affairs, the Vice-Chairman of the Youth Development Commission, non-official
chairpersons or members of the aforementioned 23 committees and representatives
of the B/Ds concerned. Under the RC, Assessment Panels (APs) will be formed to
handle the applications concerning the 23 committees respectively. The APs will
conduct interviews with applicants to facilitate assessment.


HOW TO APPLY

Please submit the application on or before the deadline via one of the following
means –

 2. by post to the Home and Youth Affairs Bureau, 12/F, West Wing, Central
    Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong (Re: “Member
    Self-recommendation Scheme for Youth”) (the postmark date on the envelope
    will be regarded as the date of submission of application). Please make sure
    that sufficient postage has been paid to avoid unsuccessful delivery; or
 3. by hand to the Home and Youth Affairs Bureau’s drop-in box at 2/F, East
    Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong (Re:
    “Member Self-recommendation Scheme for Youth”).

    Applications must be made in accordance with the above specified means.

In completing the application form, the applicant needs to explain, in either
Chinese or English, his/her suitability of being appointed to be a member of the
selected committee(s), through one of the following ways –

 1. to write no more than 600 words; or
 2. to provide a video (in mp4 format) or an audio clip (in m4a format) of no
    longer than 3 minutes. Applicants may choose to –
    * share the video or audio clip via cloud storage platform and provide the
      relevant URL link in the application form; or
    * provide the file of the video or audio clip
      - for online submissions, the file size must not exceed 20MB.
      - for submissions by post or by hand, please provide the clip file in DVD
      or USB Flash Drive.

INTRODUCTION OF THE 23 COMMITTEES

     To advise on implementing the youth engagement initiatives as set out in
     the Youth Development Blueprint.

     Self-Reliance Through District Partnership Programme
     
     To advise the Permanent Secretary for Home and Youth Affairs on all matters
     related to the administration of the Programme; to examine and recommend
     funding applications for social enterprises projects; and to monitor and
     evaluate the effectiveness of funded projects.

     To advise the Secretary for Education on the use and management of the
     Gifted Education Fund, strategic development of gifted education in Hong
     Kong as well as new measures and initiatives for promoting gifted
     education.

     for the Elderly Project'
     
     To advise the Social Welfare Department on the Opportunities for the
     Elderly Project (OEP) in the area of policy direction, publicity strategies
     and programme planning; and to adjudicate and award the outstanding OEP
     programmes.

     To advise and make recommendations to the Government on matters relating to
     the overall administration, including publicity and promotion, consultation
     and engagement of stakeholders, application and assessment arrangements,
     monitoring mechanism etc., and matters relating to the operation of the
     Recycling Fund.

     Training and Manpower Planning
     
     To advise the Government on all matters related to education and training
     of social workers, including the planning of manpower to meet welfare
     needs.

     and Guesthouses
     
     To advise and make recommendations to the Hotel and Guesthouse
     Accommodation Authority on whether to approve or refuse the applications
     for hotel/guesthouse licence and whether to impose any condition(s) on the
     licence.

     The Appeal Panel (Estate Agents Ordinance) is set up under the Estate
     Agents Ordinance (Cap. 511) to deal with appeals lodged to the Secretary
     for Housing against the licensing or disciplinary decisions of the Estate
     Agents Authority.

     To manage the fund pursuant to the Brewin Trust Fund Ordinance and
     determine all matters concerning the application of the fund and the
     fulfilment of the fund’s objectives under the Ordinance, and all matters
     concerning the investment of the moneys of the fund.

     To advise and report to the Financial Secretary the development and
     implementation of programmes and measures to facilitate business compliance
     with government regulations and to sustain a competitive regulatory
     environment for business in Hong Kong while safeguarding public interest.

     To give recommendations to the Government concerning the direction and
     long-term strategy of the future development of Chinese medicine in Hong
     Kong with regard to four key areas, namely the development of Chinese
     medicine services, personnel training and professional development,
     scientific research and development, and development of the Chinese
     medicines industry (including Chinese medicines testing).

     Industry Development
     
     To advise the Government on the strategic development of innovation and
     technology (I&T) in Hong Kong, which includes facilitating the I&T industry
     development; promoting research and development in Hong Kong and
     encouraging commercialisation of research outcomes; nurturing, attracting
     and retaining I&T talent, developing key I&T infrastructure and promoting
     new industrialisation in Hong Kong.

     To make recommendations to the Chinese Temples Committee (CTC) on the
     themes and modes of temple activities and services; improving facilities at
     temples administered by the CTC; and the subsidy schemes under the Chinese

     The Endangered Species Advisory Committee was established in accordance
     with the Protection of Endangered Species of Animals and Plants Ordinance

     of traffic accidents, and formulate education and publicity programmes to
     promote road safety.

     supporting the sustainable development of social enterprises and on
     programmes or activities that promote the development of social enterprises
     in Hong Kong.

     To promote the well-being and interests of women in Hong Kong, and advise
     the Government on policies and initiatives on women's issues.

     Committee
     
     To advise the Government on matters pertaining to the operation of Youth
     Square, including the overall strategy and objectives of Youth Square;
     themes and contents of youth development programmes; the use, allocation,
     leasing and charging arrangements of relevant facilities; the evaluation of
     the effectiveness of the use of Youth Square in promoting youth development
     programmes and monitoring the performance of the operator.
