World in Brief

Welcome to the Bulletin,

 * Mayorkas under fire: House Republicans voted early Wednesday to push
impeachment articles against Department of Homeland Security Secretary
Alejandro Mayorkas, nearing a rare Cabinet official impeachment. Read the
   full impeachment articles against him.
 * Trump on VP pick: Donald Trump has dismissed suggestions that he is
considering presidential candidate Robert F. Kennedy Jr. as his running mate
for the 2024 election. Here's what he said.
 * Abbott's loss in Texas: Brent Money, a candidate endorsed by Texas Gov. Greg
Abbott, lost his special election runoff race for a House seat, dealing a
blow to the far-right wing of the state's Republican Party.
 * Alina Habba fired?: Donald Trump has suggested he may choose a new lawyer to
represent him when he appeals his damages verdict in a case brought against
him by E. Jean Carroll. He was represented by the lawyer Alina Habba.
 * In the ongoing war in Ukraine, Russian forces "appear to be" resorting to

Trump and Biden Are Both Wrong for the White House: Bolton

TL/DR: "I think we're going to have two candidates, at least it looks that way
at this point, neither one of whom is fit to be president," John Bolton, former
U.S. National Security Adviser, said.

Former U.S. National Security Adviser John Bolton doesn't believe either
front-runner for the 2024 presidential election is the "correct answer" for
America.

Why it matters: Bolton's comments come as the Biden administration is facing
immense pressure following a deadly attack on a U.S. base in Jordan over the
weekend that killed three American service members and injured several others.
Trump is building momentum ahead of the November election, raising anxiety about
how his second presidency could impact a volatile global field. Between Russia's
invasion of Ukraine and the war between Israel and Hamas in the Gaza Strip,
national security will no doubt be a top priority for the next president.

College-Educated Voters Could Swing the 2024 Election in These Three States

What happens now? While it's unclear how Biden plans to respond to the attack in
Jordan, many have called for the president to strike inside Iranian territory.
However, the White House has said that Washington is not looking to spark a
"wider conflict" in the Middle East.

Biden's Retaliation Against Iran—Three Possible Outcomes

TL/DR: "The only thing the Iranian regime understands is force. Until they pay a
price with their infrastructure and their personnel, the attacks on U.S. troops
will continue," South Carolina GOP Senator Lindsey Graham said.

After the recent drone attack that killed three American soldiers, President Joe
Biden faces a tricky balancing act in how to react. Failing to act risks sending
a message of weakness, but acting too forcefully could trigger Iranian
escalation amid ongoing conflicts in the Middle East.

Why it matters: Executive director at global threat intelligence firm
Flashpoint, Andrew Borene, told Newsweek Biden's warning "is not meant as a
Mafia-style threat," instead it is about using a mandate to "disrupt and
degrade" the capabilities of Iran and its allied groups. Retaliation will be
more comprehensive than the prior one-off strikes on Iranian-linked targets
because, Borene says, what has been carried out thus far has "not been working."

Parents of Solider Killed in Jordan 'Trust' U.S. Will Respond Appropriately

Democrat Dismisses Lindsey Graham's Push for Iran War: 'Feels Macho'

What happens now? Potential retaliatory actions boil down to three main actions:
cyber-attacks or outbound offensive cyber operations, targeting Iranian
Revolutionary Guard forces' (IRGC) facilities in Syria and Iraq or direct
strikes on Iran, which could prompt return attacks on U.S. bases in Iraq and
Syria.

Texas Secession Would Mean Millions of Seniors Lose Medicare

TL/DR: "If Texas were to become an independent nation, it would no longer be
part of the U.S. Medicare system, as Medicare is a federal program operated by
the U.S. government," True Tamplin, the founder of Finance Strategists, told
Newsweek.

If Texas seceded from the United States, residents might be in for a brutal
pushback regarding Medicare benefits, experts told Newsweek. Texas is amid a
border crisis, with Gov. Greg Abbott disclosing last week that more than six
million migrants passed into the United States within the previous three years.

Why it matters: Those in favor of Texas declaring its independence from the
United States might be troubled to learn leaving the country could have dire
impacts on benefits like Social Security and Medicare. While Medicare is
generally available to seniors who worked in the United States, even
non-citizens, experts say a secession could put a wrench in those plans. Beyond
the implications of benefits like Medicare and Social Security is the real
question of whether Texas could even successfully secede.

Read more in-depth coverage:

Texas Secessionist: We May Be 'Closer Than We Think'

Texans' Social Security in Question if State Secedes

How Greg Abbott's Border Fight Bolsters Calls for an Independent Texas

What happens now? Unless a particular agreement or treaty between the Texan
government and the United States were approved, Texas residents would likely
lose access to all their Medicare benefits. Due to these repercussions, the
Texan government would likely be forced to create a new healthcare system or
insurance program to replace Medicare.

Russia Is Fighting for a Treaty That Could Soon Change the Internet Forever

TL/DR: “The world still does have some time to change the situation for the
better and to agree on a truly effective and sought-after treaty at the
concluding session of the Ad Hoc Committee," Special Representative to Russian
President Vladimir Putin, Artur Lyukmanov told Newsweek.

Russia is leading an initiative to establish the first-ever legally binding
United Nations treaty to combat cybercrime. The current discussions, taking
place in New York, aim to address illicit online activities comprehensively.
However, Russia seeks to strengthen the agreement further.

Why it matters: Special representative to Russian President Vladimir Putin,
Artur Lyukmanov, expressed to Newsweek progress regarding the draft treaty, such
as provisions encouraging law enforcement cooperation, addressing financial
crimes, and facilitating electronic evidence exchanges. However, he believes the
draft falls short of the original mandate for a comprehensive treaty to counter,
not just investigate, cybercrime, leaving out the criminalization of most
dangerous offenses.

Russia Just Had Its Biggest Internet Outage, and No One Knows Why

U.S. Military Sends Cyber Team to 'Hunt' Foes from NATO Ally Next to Russia

Russia Warns 'All-Out War' with US Could Erupt Over Worsening Cyber Clashes

What happens now? Amid lingering concerns that the new treaty may allow for
overly broad interpretations of "serious" online offenses, a submission to the
AHC put forth by Canada on behalf of the EU and 22 other countries, including
the U.S., warned the scope has expanded significantly beyond a clearly defined
list of core cyber-dependent offenses.

How Taylor Swift Broke Republicans

TL/DR: "The Republican party has a problem with young voters and women. And once
again, they fumbled the ball at the one-yard line, recovered by Taylor Swift,"
Comedian and Democratic consultant Chip Franklin told Newsweek.

As Taylor Swift continues to see her star rise as one of the world's most
successful pop singers, she has also collected hordes of detractors in the form
of prominent Republicans. The latest one? Vivek Ramaswamy, who recently pulled
out of the race for the GOP nomination and is now backing Donald Trump.

Why it matters: What's behind Republicans' dislike of Swift? Swift's influence
may lead to votes. A recent Newsweek poll found that an endorsement from Swift
would have the most significant impact on younger voters. Roughly three in 10
Americans under 35 said they'd be more likely to vote for a candidate backed by
Swift. Only 4% of Americans 65 and older said they'd be swayed by a Swift
endorsement.

Trump Campaign's Taylor Swift Diss Has One Glaring Problem

Can Taylor Swift Sway the 2024 Election?

What happens now? Younger voters have typically voted for Democrats, and the
voting bloc was credited with helping Biden win in 2020. However, despite
Swift’s influence, the tide is shifting. With many young people unhappy with
Biden's handling of the Israel-Hamas war, Trump has been able to gain ground
among them, further highlighting how critical the youth vote will be in 2024.

What Your Child Needs to Know by 5, 10 and 15, According to Experts

Children learn something new every day, and parents work hard to get them ready
for adulthood. Sixty-three percent of parents who participated in the C.S. Mott
Children's Hospital National Poll on Children's Health in 2019 said they are
doing enough to prepare their teenagers for adulthood. While raising children is
all about pointing them in the right direction, 52 percent of the 2,032 parents
surveyed said it's critical that teenagers have the opportunity to make
mistakes.

Newsweek spoke to three parenting experts on the key things your children need
