DUTIES

 * Serves as cost team leader responsible for developing / applying
   methodologies to the problem of cost estimating/analysis for the research,
   development, production, and deployment of aviation systems managed by a
   PEO/Project Management Office (PMO).
 * Provides expert advice and consultant services to PEO/PM management regarding
   the status of costs, costs of alternative courses of action, reasons for cost
   increases or growths, and potential areas for cost reduction studies.
 * Prepares and defines technical details for budget and work program estimates
   for analytical efforts.
 * Guides the team effort to ensure the development and utilization of realistic
   and valid cost factors indices, techniques, and measures during the total
   development, production, deployment process for assigned systems and
   programs.
 * Develop and apply operations research/statistical/mathematical methodologies
   and techniques to the problem of cost estimating/cost analysis for the
   program.

CONDITIONS OF EMPLOYMENT

 * Appointment may be subject to a suitability or fitness determination, as
   determined by a completed background investigation.
 * This position requires a Secret security clearance.
 * This position requires submission of a Confidential Financial Disclosure
   Report (OGE450) upon entry, and annually thereafter.
 * This position is a Critical Acquisition Position (CAP) and requires a 3-year
   tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position
   Service Agreement) and execute, as a condition of employment, a written
   tenure agreement.
 * Selectee must meet the DoDI 5000.66 requirements applicable to the Career
   Category of BUSINESS - COST ESTIMATING (BUS-CE) and Advanced Career Level
   Certification must be met within 48 months of entrance on duty.
 * This position has a Temporary Duty (TDY) or business travel requirement of
   25% of the time.
 * Must obtain Level 3 DoD Financial Management Certification (FMC03).


QUALIFICATIONS

In order to qualify, you must meet the experience requirements described below.
Experience refers to paid and unpaid experience, including volunteer work done
through National Service programs (e.g., Peace Corps, AmeriCorps) and other
organizations (e.g., professional; philanthropic; religious; spiritual;
community; student; social). You will receive credit for all qualifying
experience, including volunteer experience. Your resume must clearly describe
your relevant experience; if qualifying based on education, your transcripts

Basic Requirement for Operations Research Analyst: Bachelor's degree (or higher
degree) in operations research; or a bachelor's degree with at least 24 semester
hours in a combination of operations research, mathematics, probability,
statistics, mathematical logic, science, or subject-matter courses requiring
substantial competence in college-level mathematics or statistics. At least 3 of
the 24 semester hours must have been in calculus. (Note: You must attach a copy
of your transcripts.)

Specialized Experience: In addition to meeting the basic requirement above, your
resume must describe at least one year of experience which prepared you to do
the work of this job. Specialized experience is defined as: One year of
specialized experience equivalent to the NH-03/GS-13 grade level in the Federal
service which includes; specialized experience which includes research in
defining problems, formulating concepts, establishing objectives, formulating
methodologies, developing and applying new or novel research approaches;
analyses in producing insightful findings, alternative course of action,
solutions to critical problems, editing / creating cost estimates (i.e. Life
Cycle Cost Estimates / Program Office Estimates) within cost estimation software
(i.e. ACEIT) that successfully pass outside staff or higher headquarter (i.e.
PEO, DASA-CE, OSD-CAPE) cost estimate reviews / validations, which have
significant impact in changing or improving practical and theoretical combat
developments organizations.This definition of specialized experience is typical
of work performed at the next lower grade/level position in the federal service
(NH-03)/GS-13.

Additional Requirements for CAPs:
 * Highest category of certification in the applicable functional area, except
   for Program Management, which requires Practitioner or higher category
   certification.
 * Incumbent must execute 3-year tenure agreement, except as tailored by the CAE
 * GS-14 or equivalent/O-5 level or above GS14 Step 10 is the control point
 * 4 years of acquisition experience
