 * Tropical cylone GAMANE has had a devastating impact in Madagascar leaving 33
   communes flooded, 625 900 people affected and 229 000 in need of humanitarian
   assistance as highlighted by the multi-sectoral rapid evaluation by flyover
   led by OCHA on 30 March.
 * For now, the consequences due to the flooding on rice fields and villages are
   more visible than those due to the strong winds, with widespread flooding in
   areas of Northern Madagascar.
 * According to OCHA, the country needs additional resources for the post-GAMANE
   response, including for pre-positioning emergency stocks which are already
   nearly depleted due to the extreme rainfall since January. Access conditions
   by road are very difficult and significant logistical support, by air and
   sea, is required until the roads can be accessed.
 * The floods have succeeded one another in the northern and eastern regions of
   Madagascar, and it is necessary to strengthen risk communication and disease
   surveillance to prevent epidemics (active approach); and to assess the
   cumulative medium-term effects of these successive floods on food
   security/nutrition.

   Prefecture, in southern Japan, 18 of whom were hospitalized, two of them
   seriously injured.

 * Heavy rainfall, snowfall, strong winds and tornadoes heve been affecting
   several State of north-eastern and eastern USA (mainly New England, East
   Coast and Midwest regions) since 31 March, causing floods and several severe
   weather-related incidents (particularly due to strong wind) that have
   resulted in casualties and damage.
 * The affected States are: New Hampshire, New York, New Jersey, Maine,
   Massachusetts, Oklahoma, Kentucky, Tennessee, West Virginia, Pennsylvania and
   Georgia.
 * Media report, as of 5 April, five fatalities, of whom one in New York City,
   one in New Hampshire, one in Oklahoma, one in Pennsylvania and one more in
   Kentucky, mainly due to strong winds and tornadoes. In addition, media also
   report one injured person in New Hampshire, dozens of canceled flights and up
   to 700,000 power outages across the affected States.
 * Over the next 24 hours, more heavy rainfall and snowfall is still forecast
   over New England, parts of the East Coast and parts of the Midwest regions.
   NOAA has issued a number of winter storm warnings over the New England
   region.
