Tom began his law enforcement career in 1988 as a uniformed New York State Trooper, and spent the majority of his career assigned to a full time crime scene/ major case investigation unit, retiring as the supervisor of that unit. Upon his retirement, Tom established his forensic consulting company, Crime Scene Forensics, LLC, and provides forensic training and case consultations nationwide. He continues to work regularly in the field of forensic investigations and concentrates on homicide and questioned death scene investigations, bloodstain pattern analysis cases, shooting incident reconstructions and officer involved shooting investigations and reconstructions. Tom regularly provides expert forensic testimony in state and federal courts throughout the United States. Tom has worked with the U.S. State Dept and the International Association of Chiefs of Police, (IACP) in developing and delivering training programs involving evidence based investigations for ranking members of Iraqi police forces. Tom is a nationally recognized speaker who has been providing training to law enforcement agencies nationwide for over twenty-five years. He is currently a faculty member for the National District Attorneys Association. Register Now Course Objectives Course Overview: Date: May 24, 2022 Time: 1:00 p.m. - 3:00 p.m. Eastern Time Crime laboratories across the country are experiencing unprecedented case backlogs when it comes to forensic testing. The increasing demand for DNA analysis has forced most forensic crime labs to limit the number of items of evidence that an agency may submit. More often than not, the amount of evidence that law enforcement personnel collects at a scene greatly exceeds the number of evidence items that the lab will accept and analyze. This training will offer tips for triaging bloodstain evidence from the scene in order to send the most probative blood evidence to the lab for testing. This training is for anyone who will be investigating a death scene or violent crime scene, including: first police officers on scene, case detectives, death scene investigators, crime scene technicians and agency supervisors. Topics include: • Overview of types of bloodstains to be collected • Securing swabs vs. securing items of bloodstained evidence • Understanding passive bleeding and its relevance to prioritizing bloodstains for DNA testing • Identifying active bleeding at the scene vs. blood dripping from weapons or other objects • Identifying the possible surface or object from which a blood drop falls • Identifying and understanding the appearance of bloodstains on different surfaces • How much blood should be expected on the offender when leaving the scene • Differentiating between blood spatters that result from the assault vs. blood spatters that result from bleeding subsequent to the assault • The importance of identifying bloodstains when more than one person is actively bleeding • “Connecting” blood at the scene from one area to another • Bloodstains resulting from internal bleeding This program contains graphic scene photographs and actual case examples to illustrate the raining material.
