Start the Conversation We are Fiber experts GWI specializes in the planning, design, financing, construction and operation of open-access municipal fiber networks. When taking on a new project, we thoughtfully consider how access, affordability, and inclusion come into play. We ensure outstanding value for your investment by focusing on quality and security when building our fiber networks. Internet is now an essential utility, and investing in fiber can prepare your community for the future. INITIAL STEPS TO LAUNCH A MUNICIPAL NETWORK 1 CREATE A BROADBAND COMMITTEE It's vital to build constituent support before undertaking a municipal network project - a public project requires support from both citizens and town officials. Need more support? Tech enthusiasts in your community can make great ambassadors for the project. 2 IDENTIFY GOALS It's important to identify your community goals early in the project. You'll want to consider both business and residential needs (if applicable). Goals from current customers include population retention, economic growth, attracting new businesses, etc. 3 GATHER DATA Great data is necessary to build a great network. It's important to provide data to community developers, project planners, and network designers to ensure that the goals for the project will be met. 4 PARTNER COLLABORATION When launching a municipal network, it can be tricky to navigate financing as well as digital inclusion and equity. It's important to find an ISP partner who has experience in financing networks and locating appropriate partners. Municipal Network Profile: Islesboro Still have questions? We got answers ▸How much do fiber networks cost? The cost to build fiber can vary greatly depending on the type of network that is being built. The industry standard is $40,000 to $60,000 per mile of fiber built. ▸What type of business models are available? * Municipality owns, GWI operates: The municipality owns the network and contracts the operation of said network to an ISP through an RFP process. Due to the ownership, the municipality would be able to determine long term financial sustainability based on a specific financial model. This includes operational and capital costs and competitive ISP engagement. * GWI owns and operates: GWI would own and operate the network with access, affordability and inclusion as foundational elements. GWI has a culture and history of collaborating with the municipality on a case by case basis. This model is appealing because it does not require the municipality to have technical expertise or expend time and resources into the operation of a network. * Municipality owns and operates, GWI is anchor ISP: The municipality owns the network and contracts GWI to be an anchor ISP on an open access network. This gives overall control to the municipality and also guarantees that there will be at least one provider delivering services on the network. This model requires the municipality to have the resources and technical expertise to manage a telecommunications network. * Municipality owns and operates, GWI provides select services: The municipality owns and operates the network and contracts GWI to deliver specific services over the network. GWI would not deliver a complete suite of services to the area, but products such as phone service or business grade internet etc. depending on the needs of the municipality. ▸What other municipalities does GWI work with? * Rockport * South Portland * Sanford * Brunswick * Islesboro * ValleyNet ▸ How do municipalities fund fiber optic networks? There are several funding sources for municipalities, each with its own set of requirements, timelines, pros and cons. These include federal, state, and bond funding. In addition, GWI has access to a knowledge-base of private capital financing options. ▸Funding resources * Federal Funding * USDA ReConnect Rural Development * Telecommunications Infrastructure Loan Program * USDA Rural Broadband Access Loan and Loan Guarantee Programs * USDA Community Connect Grant Program * USDA Distance Learning and Telemedicine * Department of Commerce - Economic Development Administration * Department of Housing and Urban Development - Choice Neighborhoods * Universal Service Administrative Co * FCC Rural Healthcare Program * Health Resources and Services Administration * State * ConnectMaine * Municipal Bond * General Obligation Bonds * Revenue Bonds Complete the form below to learn more about how Fiber Internet can make an impact on your municipality LET’S GET STARTED.
