WELCOME TO
ODISHA RIGHT TO PUBLIC SERVICES ACT

Delivery of services to the citizens in a time bound manner is the hallmark of
Good Governance. Keeping with the ethos of a Welfare State, Government of Odisha
has passed a landmark legislation "the Odisha Right to Public Services Act,
2012" that guarantees the delivery of public services to the citizens in a time
bound manner. With the passing of Right to Public Services Act, Government of
Odisha has taken strong step to bring accountability and transparency in
delivery of the public services.

31 (Thirty one) services relating to Revenue & Disaster Management Department
have been notified as public services under u/s 3 (1) of the ORTPS Act, 2012
vide Gazette Notification No. 1668 dated 17.10.2017. Government in Revenue &
Disaster Management Department is taking all measures to make its public
services available to the citizens within a given time-limit in a hassle-free
manner.

Apply e-Appeal

Authority Login

 * E-APPEAL
   
   --------------------------------------------------------------------------------
   
   As per Odisha Right to Public Services Act, 2012 in Odisha If a citizen is
   unable to get proper service (Not getting service or getting delay in service
   )E - Appeal is a platform he can file an appeal/ give application against the
   designated officer before an appellate authority within 30 days.
   
   If appeal is not revised by appellate authority in 30 days or rejected by
   appellate authority citizens can apply for e-Revision.
   
   Process to Apply e-Appeal
   
   • Citizens will visit the e-Appeal portal and will validate through mobile
   number by OTP.
   
   • Once the number is validated it will display all services applied against
   that mobile number.
   
   • Citizens are able to apply for e-Appeal if any services are delayed or
   rejected.
   
   • As per the services record all information displayed to the user, He will
   give only supporting documents and Remark against the service.
   
   • Once appeal is submitted Appellate authority can see the list of appeals
   applied by citizens.
   
   • Appellate authority can approve or reject the appeal.
   
   • If appeal is not revised by appellate authority in 30 days or rejected by
   appellate authority citizens can apply for e-Revision.

 * E-REVISION
   
   --------------------------------------------------------------------------------
   
   If a citizen aggrieved the service then he will file a petition before
   revision authority. Against Appellate authority and designated officer.
   
   Process to Apply e-Revision
   
   • Citizens will visit e-Revision portal and will validate through mobile
   number and OTP.
   
   • On Successful validation they are able to see all Appeal services that are
   rejected at e-Appeal level or Appeal delayed.(Appeal not revised in 30
   working days of apply)
   
   • Users can register the e-Revision before a revision authority.
   
   • Users are able to give remarks and attach supporting documents and submit
   the application.
   
   • Revisional authority will revise the application and give instruction to
   appellate authority or reject the application with remark.
   
   • If the revisional authority found that the designated officer failed to
   provide service in a given time period without any sufficient or reasonable
   cause he/she may impose a penalty of not exceeding Rs 5000/-.
   
   • If the revisional authority found that there is delay in service beyond the
   stipulated time he/she may impose penalty not exceeding Rs250/- per each day
   of delay.
   
   • However, the Designated Officer, Appellate Authority and subordinate staff,
   will be given a reasonable opportunity of being heard before any penalty is
   imposed on him/her.
