Dear Permanent Representatives of Members in RA II with WMO

In line with my policy of consulting Members on issues related to RA II and to
WMO at large, I would like to share with you the following on the issue of WMO
Reform.

 1. The WMO Constituent Body Reform Task Force (CBR-TF), chaired by Professor
    Gerhard Adrian (Germany) was established by EC-70; Dr. Toshihiko Hashida,
    Director-General of JMA, is a member of that Task Force. The role of CBR-TF
    is to shape the proposal of the reform recommended by EC and socialize it
    with all stakeholders.
    
    
 2. A dedicated website about the reform was established at:
    https://public.wmo.int/en/governance-reform, which includes Executive
    Council decisions and a communication video; a transition plan and a change
    management plan are being drafted by the Secretariat. Useful information on
    the topic can be found in this website.
    
    
 3. WMO SG recently delivered a presentation on Constituent Body Reform which
    can be used to shed more light on the proposed process (see Documents tab,
    please).
    
    
 4. In order to reflect your own views and voice your concerns, if any, on the
    proposed reform you are invited to share these views with Dr Hashida and
    with me (iao-jma@met.kishou.go.jp) and (Amandoos@ncms.ae). I will work with
    Hashida-san to assure the all concerns and questions of RA II Members are
    addressed in the final discussions of the Reform.
    
    
 5. During the upcoming Congress we will organize a meeting for RA II to discuss
    this issue, among others. Until then, I would like to invite you to,
    seriously, consider the various aspects of the proposed reform and to share
    your views with Dr. Hashida and me.
